Solving the Korean Problem 05.02.2002 Muammar al-QathafiOnce again, The Korean issue has become a source of concern, indeed a source of danger in world politics. It has always been a sensitive issue. Its sensitivity is the result of previous involvement dating back to the Second World War, or even before. Following the end of the Second World War, Germany was divided into East Germany, better known as the German Democratic Republic under soviet control, and the other one was West Germany or Federal Republic of Germany, under American influence. At the same time, Korea, too, was split into two states: North Korea under Soviet Union domination, South Korea under American influence.
I stated that the Korean issue is sensitive for the following reasons:
1. The Korean Peninsula was coveted by its big neighbors. So, any dramatic flaring-up of the situation in it may rekindle the same ambitions. Korea fell under Chinese occupation in the First century B.C. In the 16th century it faced Japanese invasion. Again at the turn of the 20th century, it fell under Japanese occupation and mandate till the end of the Second World War. Furthermore, America and Europe were never far away from this arena.
2. The neighbors of the Korean Peninsula are hostile to each other.
3. Distant countries in America and Europe cannot ignore the actions of Korea’s neighbors.
4. North Korea is still a communist country. This irritates capitalist countries.
5. North Korea is an ally, to a certain extent, 0f the nuclear-armed Yellow Giant. Its positions must be taken fully into account in case of hot friction with North Korea.
6. North Korea is a member of the nuclear club. At the very least, it is a producer not importer of ballistic missiles that can reach Japan and America.
7. The army of North Korea is considered one of the biggest in Asia (one million ground forces) and 4.5 million in reserve.
8. In light of the above, North Korea poses a threat to US allies such as South Korea and Japan. It also poses a threat to the American troops stationed in these two countries since the Second World War.

Therefore, any attempt to reunite Korea by force, provocations or terror will not succeed. This is a fact. It is the lesson of history. Those who choose to ignore that are unwise.
An action that leads to a confrontation between armies of two million men, along with nearly nine million reservists, and the troops of nuclear states in the region allied to both parties, would be a dangerous and misguided adventure.
PEACEFUL REUNIFICATION:
There are firm unifying factors that can be summed up as follows:
1. All Koreans, in the North and the South, are of the same Mongol Race.
2. They share the same faith, Buddhism, Confucianism and local beliefs since the fourth century.
3. They have the same cultural influences: Buddhist, Confucian and local faiths as well as Chinese and Japanese influences.
4. Korea has been a unified country since the Seventh Century.
5. There are other material unifying factors as follows:
* Population Growth in two Koreas is almost 1%.
* One administrative system (Division into provinces and cities).
* Life expectancy in the two Koreas is very similar.
* The urbanization rate is nearly identical between 60% and 80%.
* Both Koreas have free compulsory education for all children till the age of twelve.6. The industrial output of a united Korea will be 170 million tons of iron, steel and other materials. This would make it the ninth or tenth trading power.
7. The work force of a united Korea would be 36 million strong.
8. Integration and complementarily will be achieved in the energy sector. Currently, 40% of the energy in the S comes from nuclear sources, while 66% of the North’s energy is hydroelectric. The latter provides only 2% of the South’s energy. There is only one nuclear power planet in the North.
9. This peacefully reunified country will have eight to ten major seaports. Each separate state has only four seaports.
10. Reunified Korea would have 100 thousand kilometers of roads and railways and nearly 2000 km of River routes in the North.
11. It would have nearly one thousand institutes of higher education.
12. 40% of the budget, currently devoted to military spending due to the confrontation between the two parties, will be saved.
13. North Korea under the rule of Kim Jong Il is more open and flexible.

Any attempt, by internal or external actors, to reunify the two Koreas by force, or the threat to use force and terror is doomed to failure and must be ruled out once and for all.

He was, as I witnessed myself, an active writer in Al Qaida websites promoting violence against civilians and showing enthusiastic support to Al Qaida. From his council flat in Kentish Town (London), which I visited several years ago, and with his plenty of nicknames, Waleed, was an active member of a cyber-terrorist cell; but unlike Younes Tsouli, Babar Ahmad or Minh Quang Pham, Waleed was never jailed for terrorism.
There were serious allegations that Waleed was an SIS/MI5 recruit who worked also for some Arab Intelligence services including those of Qatar and the Emirates which he visited several times. Britain (an influencing force of the American foreign policy) is the country from where many of the current decision makers in Libya, Tunisia, Iraq and even Egypt returned, some of them like Soumaya Al Ghannouchi (the daughter of Rached Al Ghannouchi the Neo-Khomeini of Tunisia and wife of Rafik Abdessalam Bouchlaka the Tunisian foreign minister) or Anas Altakriti (the son of Osama Altakriti the leader of the brotherhood movement and the political partner of the US occupier in Iraq) played a vital role in the British Ikhwani understanding.
The ‘Muslim’ Brotherhood movement in Iraq was accused by credible sources to be behind the creation of Al Sahawat anti-Qaida movements, in another kind of partnership with the US ambassador John Negroponte and his first assistant there Robert Ford. Like the Shia scholar Ayatullah Al Sistani who ordered his followers not to resist the US army in Iraq, Youssef Al Qaradawi succeeded (with the support of pro-Qatari and Saudi Islamists of Libya like Ali As-Sallabi, As-Sadeq Al Ghiriyani and Abdelhakim Belhaj) to neutralize a large part of the Libyan people in the struggle between Gaddafi and the opposition. And he also managed to make from the struggle against the Libyan previous regime a sort of Neo-Jihad similar to the mujahedeen war in Afghanistan.
Unlike Libya where the Saudis preferred to remain a hidden player in the operation of the change of the regime, the Salafi and the brotherhood movements are publically competing today to impose their project of society in the new Syria. While the Brotherhood are attempting to keep quite as long as they can until they could achieve their first goal (toppling the Syrian regime), Adnan Al Arour, a leader of the Salafi movement financed by the Saudi prince Khaled Bin Talal Al Saud has publicly opted for the Saudi way of governance as the best political model for Syria.
On the other hand, NATO part of the unwritten and unspoken agreement was to ignore the existence of hundreds of fighters in Libya and Syria who support Al Qaida, Al Qaida seems to be bad only when it targets NATO’s interests. It is important to mention that London’s Syrian Radical Abu Halima Al Tartousi who wrote the charter of what is called today Al Qaida in the Maghreb and who supported suicide attacks in Saudi Arabia but who also opposed London attacks in July 2005 is in Syria now with the Mujahideen.

Western attempts to manipulate Islamism in order to promote anti-communist feelings are similar to the attempts made today to use sectarianism in the struggle with Iran for example, but is it always safe? Many Americans blamed Al Saud for September 11, but are they going to blame the rulers of Qatar for the murder of their ambassador or for any complications in the future caused by underestimating the Neo-danger? The Syrian crisis has been dragging on for over 18 months now with no imminently favorable results for the rebels.
There were early sparse peaceful protests here and there in cities but all vestiges of such protests are gone altogether. Instead, we see cities pass from hand to hand and people killed as part of ‘collateral damage’. ‘Collateral damage’ is not my favorite phrase. On the contrary, I find it odious. But who is really to blame for the human loss in Syria?
An absence of popular protests renders it rather far-fetched to relate the crisis to the manifestations of an uprising. For example, there has not been even one instance of self-immolation to reflect the acme of social despair and economic frustration in the country as in Cyprus, Egypt, Israel and elsewhere. This of course does not rule out the idea that there are certainly reforms to be made in Syria as in all parts of the world.
Despite an incredibly massive disinformation campaign waged by western media outlets to depict Bashar Assad as the ‘Bad Guy’ and the effluvium of money to the insurgents from Saudi Arabia, Qatar, the USA and the UK to mention only a few, President Bashar Assad does not seem to be willing to step down from power and abandon it to the care of the Saudis or the Americans so they may install a West-friendly puppet regime to cater to a wide range of demands and tastes including those of the Zionists, the West and other Arab puppet regimes as Saudi Arabia, Bahrain, Qatar and Jordan.
There are reports that indicate the regime of Qatar has allocated USD 300 million as political incentives for Syrian officials to defect. Defection is indeed a very significant move and can gravely tarnish the image of any government and question the very legitimacy of it. So, the enemies of Syria are capitalizing on this effective ruse. Qatar’s envoy in Mauritania reportedly offered his Syrian counterpart an advance payment of one million US dollars and a monthly salary of $20,000 over 20 years in a bid to convince him to defect and publicly blast ‘the atrocities of Syrian government’. According to a report carried by Lebanese-based Al-Manar TV, Syrian envoy in Mauritania Hamad Seed Albni was also offered a permanent residence in Doha, but he declined the offer.
From a political point of view, the defectors can be shrewdly used to deal a lethal blow to a government by twisting the realities on the ground to the benefit of those who finance and support them and to the loss of the government from which they have defected. Syria’s former Prime Minister Riyad Farid Hijab, who fled to Jordan (a safe haven for defectors) last week, is typical of such a case. He made a public appearance on Tuesday for the first time since his defection and branded the Syrian regime as the ‘enemy of God’. He further said that the government of President Bashar Assad was “crumbling internally under the pressure of relentless fighting against rebels, and from betrayals by loyalists who want only to flee” (The New York Times, August 14, 2012). It is not yet known if he has defected out of his strongly internalized personal beliefs or if he has been lured into Jordan by Qatar-promised generous offers. Syrian rebels have been mobilizing Prime Minister Riyad Hijab and some ministers for the last four months, an opposition official told the Global Times after Hijab fled the country.
In addition to Hijab, some top officials have so far defected including Syrian representatives in the United Arab Emirates and Iraq, Abdel Latif al-Dabbagh and Nawaf al-Fares.
US Secretary of State Hillary Clinton has recently made a visit to Turkey and discussed with Turkish officials how to support the rebels in Syria in order to “end the violence and begin the transition to a free, democratic Syria without Assad”.
“We are continuing to increase pressure from the outside. Our number-one goal is to hasten the end of the bloodshed and the Assad regime,” she said.
It goes without saying that the only goal the US is seeking to achieve is to put an end once and for all to a government antagonistic to Washington’s interests in the region.
Hillary Clinton said the United States and Turkey are considering imposing no-fly zones and other steps on Syria to help rebel forces.
“It is one thing to talk about all kinds of potential actions, but you cannot make reasoned decisions without doing intense analysis and operational planning,” Clinton said. “Our intelligence services, our military have very important responsibilities and roles to play so we are going to be setting up a working group to do exactly that.”

The first concern of the Emir of Qatar is the prosperity and security of the tiny kingdom. To achieve that, he knows no limits.
Stuck between Iran and Saudi Arabia is Qatar with the third largest natural gas deposit in the world. The gas gives the nearly quarter of a million Qatari citizens the highest per capita income on the planet and provides 70 percent of government revenue.
How does an extremely wealthy midget with two potentially dangerous neighbors keep them from making an unwelcomed visit? Naturally, you have someone bigger and tougher to protect you.
Of course, nothing is free. The price has been to allow the United States to have two military bases in a strategic location. According to Wikileak diplomatic cables, the Qataris are even paying sixty percent of the costs.
Having tanks and bunker busting bombs nearby will discourage military aggression, but it does nothing to curb the social tumult that has been bubbling for decades in the Middle Eastern societies. Eighty-four years ago, the Moslem Brotherhood arose in Egypt because of the presence of foreign domination by Great Britain and the discontent of millions of the teaming masses yearning to be free. Sixty-five percent of the people in the Middle East are under twenty-nine years of age. It is this desperate angry group that presents a danger that armies cannot stop. A year after he deposed his father in 1995, Sheikh Hamad bin Khalifa Al-Thani established the Al-Jazeera television satellite news network. He invited some of the radical Salafi preachers that had been given sanctuary in Qatar to address the one and a half billion Moslems around the world. They had their electronic soapbox and the card to an ATM, but there was a price.
The price was silence. They could speak to the world and arouse the fury in Egypt or Libya, but they would have to leave their revolution outside of Qatar or the microphone would be switched off and the ATM would stop dispensing the good life.
The Moslem Brotherhood, that is a major force across the region, dissolved itself in Qatar in 1999. Jasim Sultan, a member of the former organization, explained that the kingdom was in compliance with Islamic law. He heads the state funded Awaken Project that publishes moderate political and philosophical literature.
How Qatar has benefited from networking with the Salafis is illustrated by the connections with Tunisia where Qatar is making a large investment in telecommunications. Tunisian Foreign Minister Rafiq Abdulsalaam was head of the Research and Studies Division in the Al Jazeera Centre in Doha. One member of the Qatari humanitarian team told AFP at the end of June that they had simply “come to Gao to evaluate the humanitarian needs of the region in terms of water and electricity access.”
Deeply entrenched
Regional geopolitical expert Mehdi Lazar, who specialises on Qatar, wrote in French weekly news magazine L’Express in December that Doha’s relationship with predominantly Muslim north Mali was deeply entrenched.
Qatar has an established a network of institutions it funds in Mali, including madrassas, schools and charities that it has been funding from the 1980s,” he wrote, adding that Qatar would be expecting a return on this investment.
“Mali has huge oil and gas potential and it needs help developing its infrastructure,” he said. “Qatar is well placed to help, and could also, on the back of good relations with an Islamist-ruled north Mali, exploit rich gold and uranium deposits in the country.”
Qatar’s foreign policy is also motivated by religion, wrote Lazar, and success in Mali would “greatly increase the Emirate’s influence in West Africa and the Sahel region”.
“If the Qatari influence in the current situation in Mali turns out to be real, it must be seen in the context of two branches of a global competition,” he wrote. “Firstly, competition with Saudi Arabia to be the centre of Sunni Islam; secondly, in terms of competition between the Sunni and Shiite branches of the Muslim faith.
