U.S. Navy deployed USS Harry S. Truman to the Gulf region on Monday after a five-month delay that left only one carrier group in the Gulf.

“The Harry S. Truman Carrier Strike Group is ready to deploy,” a Navy statement quoted Rear Adm. Kevin Sweeney, commander of the carrier strike group as saying.

“We’ve worked very hard over the last several months to maintain our combat readiness following the delay of our deployment in February due to sequestration.”

The strike group consists of approximately 6,000 Sailors and Marines. Besides the USS Truman, it includes the destroyers USS Bulkeley and USS Mason, and the cruiser USS San Jacinto.

Carrier Air Wing 3 will be embarked onboard the Truman with three strike fighter squadrons, a Marine fighter attack squadron, airborne early warning aircraft, electronic attack aircraft and two helicopter squadrons.

They are to leave Naval Station Norfolk in Virginia later Monday for an eight-to-nine month tour of duty in the Fifth and Sixth Fleet areas, which means Middle East, Mediterranean and Eastern Atlantic. In addition, the guided-missile cruiser USS Gettysburg will deploy from Naval Station Mayport in Florida.

In February, USS Truman was primed and ready to head the Middle East, but the Navy canceled the plan as automatic budget cuts known as sequestration forced a dramatic reshuffling of priorities.

The newly deployed carrier doesn’t mean the U.S. Navy will go back to fielding two carriers in the Gulf. Automatic budget cuts will prevent the Navy from returning a second aircraft carrier to the Gulf region in fiscal 2014, Admiral Jonathan Greenert, the chief of naval operations, said at a press briefing last week.

The decision to forgo a second carrier next year came as Greenert reported an increase in piracy in the Gulf of Oman over the last eight months. Greenert said he has seen no evidence that the reduced carrier presence has altered the activity of the Iranian Navy.

U.S. Navy now has USS Nimitz in the Gulf region. Nimitz is conducting a tour of the Fifth and Seventh Fleet areas, which means the Middle East, Western Pacific and the Indian Ocean.

    American intervention in Syria: training and equipping opposition forces, air strikes against Syrian military targets, imposing a no-fly zone, creating ‘safe zones’ inside Syria free of government forces, and finally inserting forces to capture or destroy the Syrian government’s chemical weapons stockpiles.

    The Chairman of the US military’s Joint Chiefs of Staff warned on Monday that possible American military intervention in Syria would risk deeper involvement in the fighting without preventing the collapse of the Syrian state.

    Gen. Martin E. Dempsey, the most senior officer in the US Army, gave the broad outlines of American military contingency plans for Syria in a letter to members of the US Senate’s Armed Forces Committee, including Senator John McCain, a leading advocate of US intervention in Syria.

    McCain has previously threatened to veto Dempsey’s reappointment as the head of the Joint Chiefs of Staff—who oversee the administration of the armed forces and advise the president on military matters—unless he shared his assessment of the Syrian crisis with legislators.

    Dempsey outlined five possible options for American intervention in Syria: training and equipping opposition forces, air strikes against Syrian military targets, imposing a no-fly zone, creating ‘safe zones’ inside Syria free of government forces, and finally inserting forces to capture or destroy the Syrian government’s chemical weapons stockpiles.

    In the letter, Dempsey outlined the likely costs of each option, the forces required, and the downsides of each. Training the opposition was the cheapest option, at an estimated cost of USD 500 million a year, with most of the others costing approximately twice as much every month.

    In regards to a no-fly zone, an option pushed by some American legislators, Dempsey’s comments echoed those of the former chief of staff of the British armed forces, Gen. Sir David Richards, who warned last week that a no-fly zone alone would have little impact.

    Dempsey wrote: “It may . . . fail to reduce the violence or shift the momentum because the regime relies overwhelmingly on surface fires—mortars, artillery, and missiles.”

    In the letter, Dempsey also warned that any intervention would be “no less than an act of war,” and that while any of the five would put pressure of the government of Bashar Al-Assad, it would be necessary to “anticipate and be prepared for the unintended consequences of our action,” and that once action begins, “deeper involvement is hard to avoid.”

    He cautioned that any military action should seek to preserve the integrity of the Syrian state, warning, “Should the regime’s institutions collapse in the absence of a viable opposition, we could inadvertently empower extremists or unleash the very chemical weapons we seek to control.”

    Rather than recommending any of the five options, Dempsey said that any action should be taken as part of a wider political strategy for ending the violence in Syria, which Dempsey referred to as “a complex sectarian war,” which has killed almost 100,000 people so far, according to UN estimates.

    Dempsey wrote: “Too often, these options are considered in isolation. It would be better if they were assessed and discussed in the context of an overall whole-of-government strategy for achieving our policy objectives in coordination with our allies and partners.”

    The first option presented by General Dempsey—training and arming the Syria opposition—came a step closer to being realized on Monday, with a report in the New York Times that congressional intelligence committees had voted to approve the use of some CIA funds to supply arms to the rebels battling to overthrow Bashar Al-Assad.

    The paper reported that the weapons would be supplied to vetted Syrian rebels together with some training and intelligence information within the next few weeks, with much of the material and assistance supplied through neighboring Jordan, where the US has already stationed fighter jets and air defense missiles.

    The move had been approved despite “very strong concerns about the strength of the administration’s plans in Syria and its chances for success,” said Representative Mike Rogers (R-Mich.), the chairman of the House Intelligence Committee.

    Others warned it risked dragging the US into war or expressed concerns that the weapons may find their way to jihadist groups linked to Al-Qaeda, said the paper.

The US House of Representatives will vote next week on legislation aimed at slashing Iran’s ability to export any oil.

With 360 co-sponsors in the 435-member body, the bill will pass, and is expected to be matched in the Senate after Congress’s August recess.

The sanctions bill requests that the US president, under his authority provided by the International Emergency Economic Powers Act, come up with a strategy within two months to cut Iran’s remaining export sales of roughly a million barrels a day.

After a year, exemptions granted to countries such as China, Japan, Turkey and South Korea – which continue to import Iranian oil – will no longer be granted. Companies in those countries doing business with Iran previously given a pass will be cut off from the US economy.

American officials are confident there is spare capacity in the global market to replace Iran’s exports. Libya is back to producing oil since its revolution ended in 2011, and Saudi Arabia is prepared to accommodate Iran’s customers, with spare production capacity of 2 million to 2.5 million barrels a day.

Previous US efforts cut Iranian oil exports by more than 65 percent, devastating the economy of the Islamic Republic.

Foreign officials and private industry leaders have been briefed on the language of the US bill.

China stands the most to lose: Iran remains its third-largest source of oil after Saudi Arabia and Angola, and the companies that facilitate that trade have major assets in the United States. PetroChina, China’s largest oil producer, is one such company listed on the New York Stock Exchange.

These Chinese firms, vocally opposed to extraterritorial sanctions and to taking orders from the United States, will have to decide within 14 months whether to have a business relationship with Iran or the US.

The House bill also targets other loopholes in the current sanctions regimen, including foreign exchange reserves that have allowed Iran to deal in euros. These exchanges over the past year have been primarily facilitated by Chinese banks. The bill attempts to strangle the banks’ ability to operate with foreign partners of the US. It also targets Iranian shipping with stricter inspection and flagging regulations.

The bill is a significant response to the election of incoming Iranian President Hassan Rouhani, who campaigned on a platform of reconciliation with the West. US officials and experts have questioned the authenticity of Rouhani’s intentions, and his ability to deliver, as Supreme Leader Ayatollah Ali Khamenei is still firmly in charge of decision- making on the country’s nuclear program.

While the sanctions will be harsh if and when executed, the timeline for their full implementation – a year from passage, likely in September or October – grants the Iranians another year or more to acquire nuclear weapons capability.

As one source close to the drafting of the bill conceded: If Iran chooses to press full speed ahead on uranium enrichment, no sanctions bill can stop it.

The Obama administration earlier this year expanded its secret war in Somalia, stepping up assistance for federal and regional Somali intelligence agencies that are allied against the country’s Islamist insurgency. It’s a move that’s not only violating the terms of an international arms embargo, according to U.N. investigators. The escalation also could be a signal that Washington’s signature victory against al-Qaeda’s most powerful African ally may be in danger of unraveling.

Just last year, Obama’s team was touting Somalia as unqualified success. “Somalia is a good news story for the region, for the international community, but most especially for the people of Somalia itself,” Johnnie Carson, the U.S. assistant secretary of state for African affairs, told reporters last October at the New York Foreign Press Center. Carson praised African forces, principally Uganda and Kenya, for driving the terror group al-Shabab out of the Somalia’s main cities, Mogadishu and Kismayo. “The U.S.,” he boasted, “has been a significant and major contributor to this effort.” Indeed, the United States has emerged as a major force in the region, running training camps for Ugandan peacekeepers destined for battle with Somalia’s militants, and hosting eight Predator drones, eight more F-15E fighter jets, and nearly 2,000 U.S. troops and military civilians at a base in neighboring Djibouti.

But despite the array of forces aligned against it, Al-Shabab is demonstrating renewed vigor. “The military strength of al-Shabaab, with an approximately 5,000-strong force, remains arguably intact in terms of operational readiness, chain of command, discipline and communications ability,” according to a report by the U.N. Monitoring Group for Somalia and Eritrea. “By avoiding direct military confrontation, it has preserved the core of its fighting force and resources.”

“At present, al-Shabaab remains the principal threat to peace and security in Somalia,” the report adds. “The organization has claimed responsibility for hundreds of assassinations and attacks involving improvised explosive devices, ambushes, mortar shelling grenades and hit and run tactics.”

Not coincidentally, perhaps, American involvement in the region is again on the rise, as well. Last year, according to the U.N. group, the United States violated the international arms embargo on Somalia by dispatching American special operations forces in Russian M-17 helicopters to northern Somalia in support of operations by the intelligence service of Puntland, a breakaway Somali province.

(The U.N. Security Council in 1992 imposed an embargo “on all deliveries of weapons and military equipment to Somalia” The embargo was eased in March, 2013, allowing for the transfer of weapons, equipment or military advisors for the development of the federal government’s security forces. But the Somali government is required to inform the U.N. Security Council sanctions committee when it receives foreign military assistance.)

Two U.S. air-charter companies linked to American intelligence activities in Somalia have increased the number of clandestine flights to Mogadishu and the breakaway province of Puntland by as much as 25 percent last year.

Florida-based Prescott Support Co. and RAM Air Services, flew at least 84 civilian flights between August 2012 and March 2013. During the previous year, the two companies flew only 65 flights, “indicating an increase in United States support,” the U.N. report notes.

The flights — which have not been reported to the U.N. Security Council — suggest a further strengthening of American cooperation with Somalia’s National Intelligence Agency in Mogadishu and the Puntland Intelligence Service, which has been cooperating with U.S. counterterrorism operations for more than a decade.

Several flights last November by Prescott have been linked by the U.N. group with the construction of two buildings at the Puntland Intelligence Service compound, north of the town of Galkayo. “The construction of these two buildings during the month of November 2012 coincides with four Prescott Support Co. L-100-30 flights that landed at Galkayo airport between 3 and 9 November 2012 and constituted a load capacity of up to 80 tons of cargo,” according to the report.

It’s one of many ways that Western intelligence agencies — including those of the United States, Britain and France — have been secretly and “directly supporting intelligence services” in Mogadishu, Puntland and Somaliland, another breakaway Somali province, according to the U.N. investigators. At times, this assistance has been in violation of U.N. resolutions, claims their latest report, which runs nearly five hundred pages — not counting several classified annexes.

يصادف اليوم ذكرى ثورة 23 يوليو … ثورة الشعب المصري قلب الأمة النابض دوما .. بقيادة زعيما قوميا عروبيا … قاد شعبه وأمته العربية نحو العزة والشرف والكرامة .. زعيما ولد من رحم معاناة الشعب المصري الذي كان قابعا تحت الحكم الانجليزي البعيض .. وبشواته وملوكه المسيطرين على مقدرات الشعب وقوت يومه .. زعيما نفض عن مصر غبار العمالة والتبعية والهيمنة الاستعمارية … {{ جمال عبدالناصر }} هذا الاسم الذي إذا ذكر .. ذكرت معاني الكرامة والرجولة والبطولة … هذا الزعيم الذي قال عن الثورة الفلسطينية انها احدى اشرف ظواهر العصر الحديث .. الرجل الذي كان واحدا من ملهمي حركة التحرر الإفريقية
الرجل الذي ناضل وكافح ووقف سداً منيعاً أمام جبروت العدو الصهيوني ومن يدعمه
تصدى بكل شجاعة وثبات وإرادة لعدة حروب شنتها عليه قوى الظلم والعدوان والبغي
واليوم …..اكثر من أي وقت مضى .. نفتقد جمال عبدالناصر ومعمر القذافي وحافظ الاسد
وصدام حسين وغيرهم من القادة العظام الذين صمدوا وناضلوا من اجل كرامة وعزة وإستقلال امتهم العربية العظيمة … نعم ماأحوجنا اليهم الان ….. نفتقد اليوم جمال عبدالناصر . مثلما تفتقد مصر بثقلها وموقعها في الجسد العربي الذي يوشك ان ينهار
بفعل السهام التي تخترقها من كل زاوية .. نفتقد الى المد القومي العربي الذي عشنا به ومن خلاله جسدا واحد وكيانا واحد ونفس واحده .. هذا المد الذي قدم فيه هولاء الابطال
والقادة حياتهم ثمنا لكي تحيا شعوبهم وامتهم عزيزة مهابة شامخة بيدها مقدراتها
وسيادتها وقرارهاهكذا هو التاريخ الذي تذكره الاجيال في رحلة التعاقب المستمرة .. وهكذا هم الرجال الذين يصنعون التاريخ لاوطانهم واممهم وشعوبهم … المجد والعزة والخلود للابطال والشرفاء الباقون دوما في ارواح وقلوب الملايين من الاحرار … واللعنة والخزي والعار على تلك البيادق والدمى والعملاء
