COMMUNIQUE

On

The Resolutions of the Libyan National People’s Movement: its Principles, Objectives, Orientations and Mechanisms; and the Determination of its Organizational Structure and Selection of its Leadership

 

In the name of Allah, the most merciful and most compassionate

–    Proceeding from the moral, domestic and national duty; and in defense of the freedom of the Libyan people, their dignity and identity, as well as the independence of Libya, its unity and Sovereignty.

–    In rejection of foreign interference in the Libyan affairs;

–    In order to preserve Libya from fragmentation, impoverishment and civil war; and to and being keen to restore stability, maintain the achievements of our people and resume their march towards progress;

–    In order to preserve our dear Libyan blood;

–    Sensing the depth of the tragedy experienced by our people, and in order to see to the rights of the martyrs, victims, prisoners, detainees, the displaced, the refugees, the dislodged, the marginalized and the oppressed;

–    In loyalty to the precious sacrifices made by the Libyan people in defense of the freedom of the homeland, the future of the nation and the message of Islam;

–    In order to achieve justice, freedom, and commitment to the principles of equality and human rights for all Libyans in general and especially for the internally dislodged, the displaced abroad and the detainees who suffer the scourge of torture in the militias’ public and secret detention centers;

–    In confirmation of the political and social ferment committed to the traditions of loyalty and, democracy and its inherent values;

–    In order to expose attempts to parade the militia-based regime in Libya and introduce it as a democratic system;

–    In contribution to the efforts of the faithful among the international community calling for dialogue and stability and supportive of the efforts towards national peace, which is part of regional and global peace; and in order to reduce the consequences of turning our country into a failed state that poses a threat to the security and stability of the neighboring countries and the region, while adhering to the principle of independence and rejection of domination and foreign intervention;

–    Guided by the traditions of peaceful political struggle, and the history of domestic, national and global struggle of the Libyan people and their Jihad against the Italian fascist invasion; in loyalty to the precious sacrifices of the Libyans for the freedom of the homeland, its dignity and its sovereignty; and inspired by the domestic, national and global struggle of Al-Fateh Revolution of September 1969;

–    In order to dispel discord, disintegration and individual action in our endeavor to save our homeland.

–    Confirming the need to channel the creative energies of the Libyans towards the unity of the country, its security and independence; and in order to preserve its role in achieving and safeguarding regional and international peace and security;

The Libyan National People’s Movement (LNPM) held its founding conference in the Diaspora in contact with its components inside the country. After conducting public meetings and specialized seminars, with the contribution of hundreds of political figures, leadership of active Libyan social groups, incorporating people from different segments from all over the country. And in an atmosphere of free, democratic, responsible and conscious discussion the conference adopted a series of resolutions, which was issued in a statement that we summarize in the following:

The Libyan People’s National Movement is founded on the following bases:

–    Consolidation of true democratic values, where the people possess sovereignty, without confiscation of their will by any means, including terrorism, deception, political fraud and foreign dependency. The goal is to attain a system of governance through the authentic democracy approach, which is acceptable and agreeable to all Libyans.

–    Commitment to human rights, individual and public freedoms and the values of citizenship; and opening up to plurality of opinions.

–    Belief that the homeland is for all and can accommodate all without marginalization, nor exclusion, nor deposition, nor distrust, nor intimidation nor deception. It is a homeland where no individual, group, bloc, party or tribe may practice control on other components of the society.

–    Refusal of the state of fragmentation imposed by the foreign intervention forces and internal dissention; and working to restore Libya free and unified void of injustice, armed groups, theft, looting and violence, away from the threat of partition.

–    Belief in public political action away from physical or moral violence.

–    Belief in the freedom of all Libyans in the choice of their political, economic and social system on which they agree out of their own free will, according to the “Great Universal Charter of Human Rights”*1 that all Libyans accept, respect and defend; in the context of the values of democracy and human rights; on the basis of the Holy Quran, the source of legislation in the society; and in emulation of the purified Sunnah of the Prophet as a way of life.

–    Rejection of all manifestations of hatred and rancor, moving forward to establish a comprehensive national peace that surpasses the disaster of the dissention, restores the nation, and rejects marginalization and exclusion. Such peace process should lay the foundations for a comprehensive national dialogue among the components of the Libyan people, leading to a comprehensive national reconciliation process whose purpose is to redress the grievances of the oppressed in all stages, and to consolidate the spirit of tolerance among the people of the same homeland.

–    Pride in the Libyan national personality and consolidation of Libya’s Arab, Islamic and African identity.

–    Reinforcing the Arab Muslim belonging; cooperating fully with the Arab and African peoples; and establishing Libya’s relations with the international community on the basis of a fixed parity, mutual respect, and common interests.

–    Confirming that the Holy Quran alone (reflecting a purified Sunnah) is the cresset of guidance and illumination that leads the society in Libya towards goodness, development and stability; and believing that Islam is a progressive religion, suitable for every time and place, a religion of tolerance, love and dialogue on the basis of wisdom and meaningful preaching. Rejecting, at the same time, the methods of atonement, extremism, obscurantism, compulsion, dervishism, superstition, sorcery and use of religion as a commodity because such practices are contrary to the principles of Islam, and guide the homeland to the maze of hatred, terrorism and obscurantism.

–    Lifting injustice off all Libyans either as individuals or groups by seeking to free all detainees and political prisoners; to restore respect to the martyrs; to enable millions of displaced and dislodged Libyans to return to their families and their properties, maintain their security and that of their families, and stop harassing them; to suspend all procedures and laws that infringe on the humanitarian and political rights of the Libyans; to prohibit and criminalize all practices of media incitement for temptation, hate and sowing malice in the hearts of people; and to return re-movable and immovable properties to their respective owners.

-Working on regaining the pioneering Libyan role in maintaining international peace and security; recovering the sovereign decision-making and territorial integrity of Libya; and establishing a Libyan foreign policy based on the country’s security, its unity and independence from all foreign influence, according to the principles of mutual respect.

-Resisting all aspects of corruption; defending the independence of the judiciary and its respect; and ensuring commitment to adhere to the laws and regulations enacted by the legitimate institutions of the people.

-Defending the cultural, civil and political rights of the marginalized and minorities; refusing domination on the basis of tribal, cultural or regional affiliation; and making citizenship the fundamental value in conduct, rights and duties in the homeland.

-Consolidating the grounds of a free civil society and activating its institutions through the support of syndicates, associations and social, economic, scientific, literary, and professional as well as labour unions. Such a society is to be developed from the inside away from suspicious foreign agendas or those alienated from our Libyan Arab Islamic identity.

-Respecting the laws and regulations that govern the peaceful political action in the host countries of the Movement’s members and branches; operating within these countries transparently in full cooperation with the local authorities for the sake of security and stability; and being committed not to interfere in the internal affairs of these countries.

-Calling for the return and reinforcement of the national armed forces and the official security agencies on professional and patriotic bases in order to shoulder their responsibilities in preserving the interests of the people; ensuring their support and keeping their doctrine in a way that ensures professionalism and loyalty to the people and the nation.

-Respecting and being devoted to the rights and visions of youth and women and to their role; and ensuring their effective participation in the construction of modern Libya.

-Protecting Libya’s natural wealth; preventing its monopolization by any region or class; and working to invest the oil wealth in the service of the requirements of development and justice.

 

Mechanisms of Action of LNPM:

 

The Movement seeks to serve its principles and achieve its objectives with effective mechanisms including:

 

– Seeking to address the consequences of the Libyan tragedy by renouncing violence as a means to achieve rights and realize demands.

– Seeking to start the healing process, overcome the personal and national pain, and consolidate the meanings of Libyan fraternity and full citizenship as well as the quest for a national dialogue among the components of the Libyan people, leading to a genuine national reconciliation, based on tolerance and fairness, and based on two inextricably linked grounds. The first is independent judiciary that is not subject to the force of arms, the logic of winner and loser, and regional and revenge agendas, and secondly, is to ensure freedom of Libyans to choose the political, economic and social system, which they agree upon out of their own consent, without exclusion.

– Preparing the intellectual and democratic ground suitable for the continuation of a comprehensive intellectual, cultural and artistic renaissance. Such renaissance should be inspired by a genuine intellectual approach, and interacts with the needs of modern life, and humanitarian achievements, in confirmation of Libya’s enlightening role, and its contributions to civilization regionally and globally.

-Cooperating with all political, social and intellectual forces in the society that are committed to serve the Libyan case, respecting the needs of the diverse social groups in Libya, and be willing to discuss any honest national projects proposed by committed national political institutions.

– Being keen on presenting its truth as a mass opposition movement that utilizes the peaceful legal political struggle to achieve its objectives within the framework of international conventions and to enable the Libyan people to determine their own destiny.Stressing, at the same time, that it is not a substitute for any other initiatives whose owners see their importance in dealing with the Libyan crisis.

 

The movement’s institutions seek to achieve this through the following means:

 

First:

To put into effect the Comprehensive Dialogue Initiative Solution among the Libyan people, organizing peaceful conscious popular mobilization campaigns at home and abroad (demonstrations, conferences, seminars, sit-ins .etc.), and consolidating the active groups of the community and its tribal, institutional and religious components without marginalization or exclusion, benefiting from the social and cultural diversity of all the Libyans.

Second:

To organize legal struggle through regional and international organizations as well as international legal and societal institutions for the purpose of addressing grievances, realizing rights, exposing malpractice; and removing the political, social and cultural distortion and falsification taking place in Libya.

Third

To establish research centres, launch television and radio stations and websites and issue publications of all kinds, in order to facilitate constant communication with local and international media to ensure influential dissemination of the Initiative both inside and outside of Libya.

The Movement’s Organizational Structure is made up of:

1.     The General Forum

2.     The General Congress

3.     The Executive Committee

4.     Specialized committees

5.     Offices

6.     Braches in foreign countries

The Founding Conference chose a collective leadership to assume the functions of the General Secretariat of General Congress, the Executive Committee, the specialized committees of the movement among patriotic individuals known for their loyalty, honesty and courage at home and abroad. The Conference adopted the style of teamwork and the rotation approach in carrying out the administrative tasks of the General Secretariat and the various committees in accordance with the standards of democracy. The Conference entrusted to the Executive Committee of the movement the task of estimating when to announce the names of the leaders of the movement according to the need, struggle and security circumstances of each of them. These precautions were precipitated by the policy of harassment, liquidation and terrorism practiced by the current regime in Libya against the patriotic militants, their families and their kin in order to discourage them from their struggle for the Homeland.

Dear Libyans of all tribes, cities and villages, whatever are your orientations, concerns and opinions, we face a crucial historic moment in the march of our people and the future of our country and our future generations. We call upon you all to stand for the homeland; to overcome all differences in order to defend the sovereignty of Libya and the freedom and dignity of its people; and to gain the honour of contributing to the process of healing the wounds of our people, removing the effects of the dissention and ushering in a new Libya. The new country that we envision is a free country void of terrorism, oppression and injustice where tribes, cities and villages coexist in an atmosphere of harmony and love; independent, safe and nobody can interfere in its internal affairs and whose enemies will not able to plunder its riches. The hour of action has sounded. Let’s shake hands in order to bury forever the period of hatred and discord and carry the shovels of construction to reconstruct Libya with our hands and our pure hearts.

National Movement of popular opposition in Libya calls for international community support: creation of a new national movement to be reflective of the Libyan people under the name of PNM Libya, to defend the freedom of the Libyan people, dignity and identity and independence of Libya and its unity, sovereignty and rejection of foreign interference in the affairs of Libya and Libya preserve, fragmentation and impoverishment and civil war, and in order to restore stability and preservation the achievements of the Libyan people and to resume its march towards progress and injected the blood of Libya.
A member of the Movement called Mahmoudi said today in a statement in Cairo that the move abroad met to declare their creation to be meat political opposition, noting that this movement for far more than 30 of the Assembly Member State.

The Libyan Arab People, gathered in Basic Popular Congresses,
Inspired by the First Declaration of the Great Fatah Revolution (01st September 1969)
which was the final triumph of freedom on this Earth,
Directed by the principles from the historic Declaration of the Institution of the
People’s Power on 2nd March 1977, for an event which opened up a whole new era, thus crowning the unremitting centuries long struggle of Mankind and confirming its
unceasing aspiration for Freedom and emancipation,
Led by the Green Book, Humanity’s guide towards total deliverance from power, be it
held by individuals, classes, clans, tribes or parties, and the path towards the founding
of a society for all Men, where all human beings will be free and equal in the exercise
of power and in the possession of wealth and arms,
In response to the constant incitement of the internationalist Leader, Muammar
al-Qathafi, founder of the Great Jamahiriya Era, who incarnates through his thought and
labor the aspirations of the oppressed and the enslaved throughout the world, and
opens the way before the peoples towards an change through by popular revolution,
the essential instrument to institute the Great Jamahiriya society,
Convinced that the rights of Man, God’s substitute on Earth, can not be a gift from
anyone, nor can they exist within societies where exploitation and tyranny are
practiced, nor can they be fulfilled, other than through the victory of popular masses
over their oppressors and through the disappearance of regimes which annihilate
Freedom,
Convinced that the instituting of the power of popular masses will consolidate their
existence on Earth, once the sovereignty of the People is exercised through Popular
Congresses,
And convinced also that Human Rights can not be guaranteed in a world where rulers
and subjects, masters and slaves, rich and poor coexist,
Aware that human misery can not disappear nor Human Rights assert themselves
other than through the establishment of a Jamahiriya world where the peoples will
hold the power, the wealth and the arms, a world from where governments and armies
will have vanished, where communities, peoples and nations will be relieved of any
danger of war, a world of peace, respect, harmony and cooperation.
On the basis of the foregoing and of the decisions made by the national and
international Popular Congresses, held on this land and abroad, the Arab Libyan
People, guided by the famous motto of Omar Ibn Al Khattab “Since when may
anyone enslave men whom their mothers have borne into this world as free men”,
words which were the first declaration of Freedom and of human rights in the history
of Mankind,
Hereby resolve to promulgate the Great Green Universal Charter of Human Rights of the
Great Jamahiriya Era, which sets forth the following principles:
1. Democracy means popular power, not popular expression. The members of the Great
Jamahiriya society proclaim that power belongs to the People. The People
exercise this power directly, without intermediary nor representative, within the
Popular congresses and the People’s committees.
2. The members of Great Jamahiriya society hold sacred the life of the individual and
protect it. They prohibit his alienation. Imprisonment may be used only against an
individual whose freedom represents an danger or a contamination for others.
The goal of any punishment is cleansing of society, protection of its values and its
interests.
The Great Jamahiriya society proscribes any punishment that would violate the dignity and
the integrity of a human being, such as forced labor or long term imprisonment.
The Great Jamahiriya society prohibits any and all injuries, whether physical or moral,
against the person of a prisoner. It condemns any and all speculations and
experiments, whatever their nature, to which he might be subjected.
A punishment is personal and is to be suffered by an individual as a consequence
of a criminal act upon which it is necessarily contingent. The punishment and its
consequences can not be extended to the parents and relatives of the criminal.
“Each soul earneth only on its own account, not doth any laden bear another’s
load.”
3. The members of the Great Jamahiriya society are, in times of peace, free to travel
wherever they please and free to choose their place of residence.
4. Citizenship in theGreat Jamahiriya society is a sacred right. No one may be deprived or
dispossessed of it.
5. The members of the Great Jamahiriya society prohibit clandestine action, resorting to force
in all its forms, violence, terrorism and sabotage.
Such acts constitute a betrayal of the values and principles of the Great Jamahiriya society
which affirm the sovereignty of the individual within the Basic Popular
Congresses, thereby guaranteeing him the right to publicly express his opinion.
They reject violence as a means intended to dictate ideas and opinions. They adopt
the democratic dialogue as the one and only method of debate, and consider any
hostile act against the Great Jamahiriya society, whatever it may be, and connected with a
foreign entity, as high treason towards it.
6. The members of the Great Jamahiriya society are free to form associations, trade unions
and leagues in order to defend their professional interests.
7. The members of the Great Jamahiriya society are free in their private acts and their
personal relationships. No one may interfere with their privacy, save in the event
of a complaint from one of the partners involved, or if the act or the relationship
are harmful or prejudicial to society or are conflicting with its values.
8. The members of the Great Jamahiriya society hold sacred the life of a human being and
protect it. The goal of the Great Jamahiriya society is to abolish capital punishment. In
view of this, the death penalty should only be ruled against and individual whose
very existence constitutes a danger or is deleterious to society.
The condemned man may request a mitigation of his sentence or he may, in
compensation for his life, offer a personal tribute. The court may commute the
sentence if this decision is neither prejudicial to society nor conflicting with
human values.
The members of the Great Jamahiriya society condemn the enforcement of capital
punishment through loathsome methods, such as the electric chair, toxic gases or
injections.
9. the Great Jamahiriya society guarantees the right to plead before a court and the
independence of justice. Each of its members is entitled to a fair and honest trial.
10. The members of the Great Jamahiriya society base their judgments on a sacred law:
religion or custom, whose provisions are lasting and unalterable, and for which no
other law may substitute.
They proclaim that religion is absolute faith in the Divinity, and that it is a sacred
spiritual value. Religion is personal to each one and common to all. It is a direct
relationship with the Creator, without any intermediary.
The Great Jamahiriya society proscribes the monopoly of religion as well as its exploitation
for purposes of subversion, fanaticism, sectarianism, partisan spirit and fatricidal
wars.
11. The Great Jamahiriya society guarantees the right to work. This is a right and a duty for
everyone, within the limits of his own personal efforts or in association with
others. Each member of society is entitled to practise the profession of his choice.
The Great Jamahiriya society is a society of partners and not of wage-earners. Property,
which is the fruit of much labor, is sacred and protected; it may not be touched
save in the public interest and against fair compensation.
The Great Jamahiriya society is free from wage-earning slavery and asserts the right of each
worker to his labor and his production. Only he who produces, may consume.
12. The members of The Great Jamahiriya society are liberated from any feudalism. Land is the
property of no one. Each one has the right to farm it and to derive profit from it
through labor, agriculture or breeding during his lifetime and the lives of his heirs,
within the limits of his own efforts and the fulfilment of his needs.
13. The members of The Great Jamahiriya society are free from any rental fees. A house
belongs to the one who dwells in it. It enjoys a sacred immunity, in the respect of the
neighborhood rights, the rights of “Your close or faraway neighbors.” The
dwelling may not be used for purposes harmful to society.
14. The Great Jamahiriya society is one of solidarity. It ensures to every one of its members a
dignified and prosperous live, it provides them with high quality health care so
that it may become a healthy society. And it guarantees the protection and care of
childhood, motherhood, old age and of the handicapped.
The Great Jamahiriya society is the guardian of all those without protection.
15. Instruction and knowledge are natural rights of each and everyone. Any individual
is entitled to select his instruction and the knowledge that suits him, without
restrictions nor forced guidance.
16. The Great Jamahiriya society is a society of the Good and of noble values. It holds human
ideals and principles sacred. Its ultimate purpose is a humanitarian society from
which aggresion, war, exploitation and terrorism will be banished, and where no
difference will subsist between the powerful and the powerless.
All nations, all peoples and all national communities have the right to live freely,
according to their choices and the principles of self-determination. They have the
right to establish their national entity. Minorities have the right to safeguard their
own entity and heritage.
The legitimate aspirations of those minorities can not be
repressed. Minorities may not either be forcefully assimilated within one or
several nations or national communities.
17. The members of the Great Jamahiriya society affirm the right of everyone to share in the
benefits, advantages, values and principles which are the fruit of harmony,
cohesion, unity, affinity and affection among the family, the tribe, the nation and
mankind.
To this end, the members of the Great Jamahiriya society are working to establish the
natural national entity of their nation and support all those who are fighting to
achieve this same goal.
They reject any and all segregation between men, whether based on color, race,
creed or culture.
18. The members of the Great Jamahiriya society protect freedom. They defend it throughout
the world. They support the oppressed, and incite all peoples to face injustice,
oppression, exploitation and colonialism. They encourage them to fight
imperialism, racism and fascism, in accordance with the principle of the collective
struggle of peoples against the enemies of freedom.
19. The Great Jamahiriya society is one of splendor and fulfillment. It guarantees everyone the
right of thought, of creation and innovation.
The Great Jamahiriya society is working towards the development of sciences, arts and
humanities. It ensures their dissemination among the popular masses so as to
prevent their monopoly.
20. The members of the Great Jamahiriya society affirm the sacred right of man to be born into
a cohesive family where motherhood, fatherhood and brotherhood are offered to
him.
The development of a human being conforms to its own nature only if it is the
fruit of natural maternity and nursing. A child must be raised by his mother.
21. The members of the Great Jamahiriyan society, whether men or women, are equal in every
human respect. The distinction of rights between men and women is a flagrant
injustice that nothing whatsoever can justify.
They proclaim that marriage is an equitable association between two equal
partners. No one may be coerced into a marriage contract, nor divorce except by
mutual consent or after a fair judgment. It is unjust to deprive children of their
mother and the mother of her home.
22. The members of the Great Jamahiriya society consider servants to be the modern-age
slaves, human beings enslaved by their masters. In that  situation, no law governs their situation
and no guaranties or protection are afforded them.
If they live under the despotism of their master, they are the victims of this tyranny.
(In order to survive, they are compelled by necessity to accomplish work that
insults their dignity and their human feelings.)
In view of this, the Great Jamahiriya society prohibits the hiring of servants in the homes.
A house should be maintained by its owners.
23. The members of the Great Jamahiriya society are convinced that peace among nations can
ensure them prosperity, abundance and harmony. They call for an end to the arms
trade and to their manufacturing for exporting purposes.
The arms industry constitutes a squandering of the wealth of societies, an increase
of the individual tax burden, a propagation of destruction and annihilation
throughout the world.
24. The members of the Great Jamahiriya society call for the suppression of nuclear,
bacteriological and chemical weapons, as well as of any other means of massive
extermination and destruction.
They call for the elimination of all existing stocks, for the preservation of mankind
against the dangers represented by the waste from unclear power plants.
25. The members of the Great Jamahiriya society pledge to protect their society as well as the
political system based on popular power.
They further pledge to safeguard its values, principles and interests. They regard
collective defence as the only means to preserve these.
They consider that the defence of their society is the responsibility of
each and every citizen, man and woman.
None can find a substitute in the face of death.

THE GREAT GREEN CHARTER OF HUMAN RIGHTS OF THE JAMAHIRIYA ERA:
The Libyan Arab People, gathered in Basic Popular Congresses,
Inspired by the First Declaration of the Great Fatah Revolution (01st September 1969)
which was the final triumph of freedom on this Earth,
Directed by the principles from the historic Declaration of the Institution of the
People’s Power on 2nd March 1977, for an event which opened up a whole new era,
thus crowning the unremitting centuries long struggle of Mankind and confirming its
unceasing aspiration for Freedom and emancipation,
Led by the Green Book, Humanity’s guide towards total deliverance from power, be it
held by individuals, classes, clans, tribes or parties, and the path towards the founding
of a society for all Men, where all human beings will be free and equal in the exercise
of power and in the possession of wealth and arms,
In response to the constant incitement of the internationalist Leader, Muammar
al-Qathafi, founder of the Great Jamahiriya Era, who incarnates through his thought and
labor the aspirations of the oppressed and the enslaved throughout the world, and
opens the way before the peoples towards an change through by popular revolution,
the essential instrument to institute the Great Jamahiriya society,
Convinced that the rights of Man, God’s substitute on Earth, can not be a gift from
anyone, nor can they exist within societies where exploitation and tyranny are
practiced, nor can they be fulfilled, other than through the victory of popular masses
over their oppressors and through the disappearance of regimes which annihilate
Freedom,
Convinced that the instituting of the power of popular masses will consolidate their
existence on Earth, once the sovereignty of the People is exercised through Popular
Congresses,
And convinced also that Human Rights can not be guaranteed in a world where rulers
and subjects, masters and slaves, rich and poor coexist,
Aware that human misery can not disappear nor Human Rights assert themselves
other than through the establishment of a Jamahiriya world where the peoples will
hold the power, the wealth and the arms, a world from where governments and armies
will have vanished, where communities, peoples and nations will be relieved of any
danger of war, a world of peace, respect, harmony and cooperation.
On the basis of the foregoing and of the decisions made by the national and
international Popular Congresses, held on this land and abroad, the Arab Libyan
People, guided by the famous motto of Omar Ibn Al Khattab

“Since when may anyone enslave men whom their mothers have borne into this world as free men”,

words which were the first declaration of Freedom and of human rights in the history of Mankind,”

Hereby resolve to promulgate the Great Universal Green Charter of Human Rights of the
Jamahiriya Era, which sets forth the following principles:
1. Democracy means popular power, not popular expression. The members of
Jamahiriyan society proclaim that power belongs to the People. The People
exercise this power directly, without intermediary nor representative, within the
Popular congresses and the People’s committees.
2. The members of the Great Jamahiriya society hold sacred the life of the individual and
protect it. They prohibit his alienation. Imprisonment may be used only against an
individual whose freedom represents an danger or a contamination for others.
The goal of any punishment is cleansing of society, protection of its values and its
interests.
The Great Jamahiriya society proscribes any punishment that would violate the dignity and
the integrity of a human being, such as forced labor or long term imprisonment.
The Great Jamahiriya society prohibits any and all injuries, whether physical or moral,
against the person of a prisoner. It condemns any and all speculations and
experiments, whatever their nature, to which he might be subjected.
A punishment is personal and is to be suffered by an individual as a consequence
of a criminal act upon which it is necessarily contingent. The punishment and its
consequences can not be extended to the parents and relatives of the criminal.

3. The members of the Great Jamahiriya society are, in times of peace, free to travel
wherever they please and free to choose their place of residence.
4. Citizenship in the Great Jamahiriya society is a sacred right. No one may be deprived or
dispossessed of it.
5. The members of the Great Jamahiriya society prohibit clandestine action, resorting to force
in all its forms, violence, terrorism and sabotage.
Such acts constitute a betrayal of the values and principles of the Great Jamahiriya society
which affirm the sovereignty of the individual within the Basic Popular
Congresses, thereby guaranteeing him the right to publicly express his opinion.
They reject violence as a means intended to dictate ideas and opinions. They adopt
the democratic dialogue as the one and only method of debate, and consider any
hostile act against the Great Jamahiriya society, whatever it may be, and connected with a
foreign entity, as high treason towards it.
6. The members of the Great Jamahiriya society are free to form associations, trade unions
and leagues in order to defend their professional interests.
7. The members of the Great Jamahiriya society are free in their private acts and their
personal relationships. No one may interfere with their privacy, save in the event
of a complaint from one of the partners involved, or if the act or the relationship
are harmful or prejudicial to society or are conflicting with its values.
8. The members of  the Great Jamahiriya society hold sacred the life of a human being and
protect it. The goal of the Great Jamahiriya society is to abolish capital punishment. In
view of this, the death penalty should only be ruled against and individual whose
very existence constitutes a danger or is deleterious to society.
The condemned man may request a mitigation of his sentence or he may, in
compensation for his life, offer a personal tribute. The court may commute the
sentence if this decision is neither prejudicial to society nor conflicting with
human values.
The members of the Great Jamahiriya society condemn the enforcement of capital
punishment through loathsome methods, such as the electric chair, toxic gases or
injections.
9. The Great Jamahiriya society guarantees the right to plead before a court and the
independence of justice. Each of its members is entitled to a fair and honest trial.
10. The members of the Great Jamahiriya society base their judgments on a sacred law:
religion or custom, whose provisions are lasting and unalterable, and for which no
other law may substitute.
They proclaim that religion is absolute faith in the Divinity, and that it is a sacred
spiritual value. Religion is personal to each one and common to all. It is a direct
relationship with the Creator, without any intermediary.
The Great Jamahiriya society proscribes the monopoly of religion as well as its exploitation
for purposes of subversion, fanaticism, sectarianism, partisan spirit and fatricidal
wars.
11. the Great Jamahiriya society guarantees the right to work. This is a right and a duty for
everyone, within the limits of his own personal efforts or in association with
others. Each member of society is entitled to practise the profession of his choice.
The Great Jamahiriya society is a society of partners and not of wage-earners. Property,
which is the fruit of much labor, is sacred and protected; it may not be touched
save in the public interest and against fair compensation.
The Great Jamahiriya society is free from wage-earning slavery and asserts the right of each
worker to his labor and his production. Only he who produces, may consume.
12. The members of the Great Jamahiriya society are liberated from any feudalism. Land is the
property of no one. Each one has the right to farm it and to derive profit from it
through labor, agriculture or breeding during his lifetime and the lives of his heirs,
within the limits of his own efforts and the fulfillment of his needs.
13. The members of the Great Jamahiriya society are free from any rental fees. A house
belongs to the one who dwells in it. It enjoys a sacred immunity, in the respect of
neighborhood rights, the rights of “Your close or faraway neighbors.” The
dwelling may not be used for purposes harmful to society.
14. The Great Jamahiriya society is one of solidarity. It ensures to every one of its members a
dignified and prosperous live, it provides them with high quality health care so
that it may become a healthy society. And it guarantees the protection and care of
childhood, motherhood, old age and of the handicapped.
The Great Jamahiriya society is the guardian of all those without protection.
15. Instruction and knowledge are natural rights of each and everyone. Any individual
is entitled to select his instruction and the knowledge that suits him, without
restrictions nor forced guidance.
16. The Great Jamahiriya society is a society of the Good and of noble values. It holds human
ideals and principles sacred. Its ultimate purpose is a humanitarian society from
which aggresion, war, exploitation and terrorism will be banished, and where no
difference will subsist between the powerful and the powerless.
All nations, all peoples and all national communities have the right to live freely,
according to their choices and the principles of self-determination. They have the
right to establish their national entity. Minorities have the right to safeguard their
own entity and heritage. The legitimate aspirations of those minorities can not be
repressed. Minorities may not either be forcefully assimilated within one or
several nations or national communities.
17. The members of the Great Jamahiriya society affirm the right of everyone to share in the
benefits, advantages, values and principles which are the fruit of harmony,
cohesion, unity, affinity and affection among the family, the tribe, the nation and
mankind.
To this end, the members of the Great Jamahiriya society are working to establish the
natural national entity of their nation and support all those who are fighting to
achieve this same goal.
They reject any and all segregation between men, whether based on color, race,
creed or culture.
18. The members of the Great Jamahiriya society protect freedom. They defend it throughout
the world. They support the oppressed, and incite all peoples to face injustice,
oppression, exploitation and colonialism. They encourage them to fight
imperialism, racism and fascism, in accordance with the principle of the collective
struggle of peoples against the enemies of freedom.
19. The Great Jamahiriya society is one of splendor and fulfillment. It guarantees everyone the
right of thought, of creation and innovation.

partners. No one may be coerced into a marriage contract, nor divorce except by
mutual consent or after a fair judgment. It is unjust to deprive children of their
mother and the mother of her home.
22. The members of the Great Jamahiriya society consider servants to be the modern-age
slaves, human beings enslaved by their masters. (In such a “society”, no law governs their situation
and no guaranties or protection are thus afforded to them.)
If they live under the despotism of their master, they are the victims of this tyranny.
(In order to survive, they are compelled by necessity to accomplish work that
insults their dignity and their human feelings.)
In view of this, the Great Jamahiriya society prohibits the hiring of servants in the homes.
A house should be maintained by its owners.
23. The members of the Great Jamahiriya society are convinced that peace among nations can
ensure them prosperity, abundance and harmony. They call for an end to the arms
trade and to their manufacturing for exporting purposes.
The arms industry constitutes a squandering of the wealth of societies, an increase
of the individual tax burden, a propagation of destruction and annihilation
throughout the world.
24. The members of the Great Jamahiriya society call for the suppression of nuclear,
bacteriological and chemical weapons, as well as of any other means of massive
extermination and destruction.
They call for the elimination of all existing stocks, for the preservation of mankind
against the dangers represented by the waste from unclear power plants.
25. The members of  the Great Jamahiriya society pledge to protect their society as well as the
political system based on popular power.
They further pledge to safeguard its values, principles and interests. They regard
collective defence as the only means to preserve these.
They consider that the defence of their society is the responsibility of each and
every citizen, man and woman. None can find a substitute in the face of death.

The CIA has begun closing clandestine bases in Afghanistan, marking the start of a drawdown from a region that transformed the agency from an intelligence service struggling to emerge from the Cold War to a counter­terrorism force with its own prisons, paramilitary teams and armed Predator drones.

The pullback represents a turning point for the CIA as it shifts resources to other trouble spots. The closures were described by U.S officials as preliminary steps in a plan to reduce the number of CIA installations in Afghanistan from a dozen to as few as six over the next two years — a consolidation to coincide with the withdrawal of most U.S. military forces from the country by the end of 2014.

U.S. officials stressed that the CIA is expected to maintain a significant footprint even after the pullback, with a station in Kabul that will remain among the agency’s largest in the world, as well as a fleet of armed drones that will continue to patrol Pakistan’s tribal belt.
