Libya’s Tribal Cleansing: Why is the World Silent Now?
Thoragae is a Libyan coastal town about 30 km east of Misurata on the road to Sirte. It was home to approximately 30,000 people, mainly black Libyans. When the CIA-led revolt against the GREAT JAMAHIRIYA spread to Misurata, the Tawergha people became the de-facto front line between the rebels and the army fighting for the regime. Today their city of Thoragae is a ghost town: its homes looted, farm land destroyed and some of its inhabitants forcefully displaced or simply vanished. A couple of thousand people fled to Bani Walid, while the rest dispersed to cities as far away as Benghazi or Tripoli.

The Western powers came and went in Libya, and now some Libyans are being targeted due to their presumed loyalty to their leader-mentor and guide, Muammar al-Qathafi, writes Mustafa Fetouri, an academic and journalist.

However, that did not save them from humiliation and imprisonment where ever the rebels could reach them. The Internet is full of videos showing glimpses of the misery the people of Tawergha suffer even after they have fled their own homes. In some videos, black Tawergha men were forced to eat the flag of the former regime while others were forced to say “we are slaves” and other self-humiliating phrases. They are being called “niggers” and all sorts of dehumanizing names. I saw a video in which 10 of those people, with their hands tied behind their backs, were shouted at, insulted, and then shot dead in cold blood.

The Tawergha people’s fate is only one example of what is taking place in Libya nowadays. It is “tribal” cleansing in the most despicable sense of the word. Today, Thorghae, their city, is being used as an urban training ground for SALAFI fighters seeking terror for the world.

Bani Walid, home to the Warfalla tribe and my hometown, was under siege from January to March 2012 just because its tribal leaders, fearing unrest, looting and lack of security, refused to let the rebels enter the city. The town was left without any medicine, fuel or food supplies for almost three months, pushing it to revolt against the rebels and the loose interim government. Failing to force their way into the city, rebels camped on the highway and started to pick up any person, including women, they thought was a “loyalist.” When that failed to make the city surrender, militias in Tripoli started to pick up natives of Warfalla wherever they could find them.

Sirte is home to the Gaddafa tribe, the Leader’s own tribe. The people of Sirte have suffered tremendously after the former regime fell and the city was captured by rebels last October. Thousands of people were displaced, hundreds jailed, many more simply disappeared. Homes were demolished and farm land destroyed. Sirte is becoming,like Thorghae, a training gound for Salafi fighters. Terror reigns on every block.

The situation in Sabha, the capital of southern Libya is even worse, and bloodier. There, the main targeted groups are the Tabu and Tuareg, who also happen to be black Libyan citizens long since accused of supporting the Great Jamahiriya.

Earlier in the Libyan civil war it was widely believed that black African mercenaries were fighting alongside the former regime, when in fact some of those paraded on TV screens were actually regular army conscripts from the black Libyan populations mostly in the south. Such media portraits laid the background for the later ethnic cleansing and apartheid policies being implemented by the rebels and militias, prompting international groups to call for action.

Amnesty International has, on a couple of occasions, condemned such violations and called upon the Libyan interim government to take measures to protect its citizens. It also condemned the use of torture and other mistreatment of prisoners. It’s estimated that over one million Libyans are refugees in neighboring countries, which makes the total number of displaced people around two million. That’s one-third of the entire Libyan population.

A dozen of my friends, mostly university professors and highly qualified individuals, have already been killed, and are missing or in jail without any charges, access to lawyers or visits from their own families.

Does Libya mean anything to the world anymore; supposedly “a world that stood up in support of its ‘revolution’ “? Why are the Western so-called “guardians of freedom and defenders of human rights”, particularly France, the U.K, and the U.S., tight-lipped about the tragedy in Libya? Did NATO not intervene in Libya to “protect civilians” in the first place? (HAH! or was it really the wealth of it narural resouces and strategic location?) Or does “civilians” only certain Libyan tribes, but not others?

وإنتقال الظواهري الى ليبيا ، يستهدف أولا ضمان تفريغ التراب الأفغاني من تنظيم القاعدة بغاية توفير مناخ جيد لخروج أمريكي آمن من أفغانستان خلال العام الجاري ، وثانيا الإقتراب من الحدود المصرية حيث تواصل الجماعات المتشددة تحالفها مع الجماعة الإخوانية المحظورة في إطار الحرب المعلنة ضد الدولة المصرية وأجهزتها السيادية.

Ex-Guantánamo Prisoner Freed in Libya After Three Years’ Detention – And Information About “Ghost Prisoners”

Under the influence of Saif al-Islam, one of al-Qathafi’s sons and the head of the Gaddafi Foundation, a charity that includes a human rights committee, the Libyan regime has, in recent years, sought to reconcile itself with former political opponents, leading to the release of hundreds of prisoners since 2007. As Reuters explained, “Saif al-Islam has campaigned for reconciliation with Islamists who promise to lay down their arms. His initiative has met resistance from tribesmen in the GREAT JAMAHIRIYA with whom he is competing for influence.”

According to official Libyan figures, 705 prisoners have been released as part of the initiative. Tuesday’s release followed the release of 214 men in March, and on Tuesday Mohamed al-Allagi, the chairman of the human rights committee of the Gaddafi Foundation, stated, “These releases come in the context of national reconciliation and social peace,” adding, as AFP reported, that ”these people had completed their rehabilitation program, which was aimed at getting the prisoners to renounce violence and reintegrate them into Libyan society.” Although over 300 prisoners “accused of having ties to Islamist militant groups” are still imprisoned, al-Allagi also explained that the foundation was “working to free the other detainees so that there will no longer be any prisoners of opinion in Libya.”

As Reuters explained, five of the prisoners released on Tuesday had links to the Libyan Islamic Fighting Group (LIFG), according to Abdelhakim Belhadj, a former leader of the group who was freed in March. Formed by former Libyan mujahideen who had traveled to Afghanistan in the 1980s to fight the Soviet Union, the LIFG was formed in 1995, and dedicated to the overthrow of the Gaddafi regime. In 2007, as AFP explained, “Al-Qaeda announced that the LIFG had joined the jihadist network and Abu Laith al-Libi, one of bin Laden’s top lieutenants, was thought to be directing it for a time from Central Asia. Libi was killed in a 2008 US missile strike in the tribal zone of northwest Pakistan and last year, the Gaddafi Foundation announced that Islamists being held in Libyan prisons that had previously had links with Al-Qaeda had renounced those ties.”

Belhadj, one of three significant LIFG figures released in March, along with “military chief” Khaled Sharif and “ideological official” Sami Saadi (as AFP described them) also said that the rest of the prisoners released on Tuesday had been detained “because they sympathized with Islamist militant movements, but were not LIFG members.”

The release of ex-Guantánamo prisoner Abu Sufian Hamouda

They included a former Guantánamo prisoner transferred to Libyan custody nearly three years ago, in October 2007, named by AFP as Abu Sofian Ben Guemou, and by Reuters as Sofiane Ibrahim Gammu. Reuters noted that media reports had “quoted an official in the Gaddafi Foundation as saying Gammu was a former driver for al-Qaeda leader Osama bin Laden,” but as he left the prison on Tuesday, he stated, “I am not bin Laden’s driver. It’s a misunderstanding.”

This was almost certainly true. Identified in Guantánamo as Abu Sufian Hamouda or Abu Sufian bin Qumu, his story, as revealed in publicly available documents, suggests that the bin Laden connection was only relevant in relation to a job that he took in Sudan for a company owned by bin Laden, when the al-Qaeda leader was involved in construction work and other activities unrelated to terrorism between 1992 and 1996, prior to his expulsion from Sudan and his return to Afghanistan.

As Hamouda explained in Guantánamo (and as I reported at the time of his transfer to Libyan custody):

[H]e had served in the Libyan army as a tank driver from 1979 to 1990, but was “arrested and jailed on multiple occasions for drug and alcohol offenses.” Having apparently escaped from prison in 1992, he fled to Sudan, where he worked as a truck driver. In an attempt to beef up the evidence against him, the Department of Defense alleged that the company he worked for, the Wadi al-Aqiq company, was “owned by Osama bin Laden,” and also attempted to claim that he joined the Libyan Islamic Fighting Group … even while admitting that an unidentified “al-Qaeda/LIFG facilitator” had described him as “a noncommittal LIFG member who received no training.”

After relocating to Pakistan, [he] apparently stayed there until the summer of 2001, when he and a friend crossed the border into Afghanistan, traveling to Jalalabad and then to Kabul, where [he] found a job working as an accountant for Abdul Aziz al-Matrafi, the director of al-Wafa, a Saudi charity which provided humanitarian aid to Afghans, but which was regarded by the US authorities as a front for al-Qaeda.

In the years since Hamouda’s transfer to Libyan custody, everyone connected to al-Wafa, including Abdul Aziz al-Matrafi, has been released, but in any case, as I also explained at the time:

[His] involvement with the organization centered on its humanitarian work … In the “evidence” presented for his Combatant Status Review Tribunal — under factors purporting to demonstrate that he “supported military operations against the United States or its coalition partners” — it was stated that, while working for al-Wafa, he traveled to Kunduz “to oversee the distribution of rice that was being guarded by four to five armed guards.” In Guantánamo, it seems, even the distribution of rice can be regarded as a component in a military operation.

I also explained:

Captured in Islamabad, after fleeing from Afghanistan following the US-led invasion, [he] was held for a month by the Pakistani authorities, and was then handed over to the Americans, who began mining him for the flimsy “evidence” of terrorist activities outlined above. Earlier this year [2007], he was cleared for release, and, despite misgivings on the part of his lawyers, stated that he was prepared to return to Libya, even though what awaits him may not be any better than what he was suffered over the last five years. Perhaps, as one of Guantánamo’s truly lost men, he has decided that, if he is to spend the rest of his life in prison for no apparent reason, he would rather be in Libya, where his wife and his family might be able to see him, than in Guantánamo, where, like every other detainee, he was more isolated from his relatives than even the deadliest convicted mass murderer on the US mainland.

In September 2008, Human Rights Watch stated in a report that, according to the US State Department, officials had visited Hamouda in December 2007, and that, although the Libyan security forces “were holding him on unknown charges and apparently without access to a lawyer … he did not complain of maltreatment [and] was scheduled to receive a family visit” at the end of the month. The Gaddafi Foundation subsequently claimed that he had indeed been “granted a family visit,” and added that the foundation was providing an apartment for his family in Tripoli.

As a result, Hamouda may indeed be regarded as fortunate, given that, two years after the Human Rights Watch report, he has eventually been released, and also because so many of the men held with him in Guantánamo are still there, are still totally isolated from their families, and have no notion of when, if ever, they will be released. However, it should also be noted that being returned to Libya from Guantánamo — or from any of the secret prisons operated by the Bush administration — is no guarantee that prisoners will finally be released after three years in Abu Salim prison.

Not released: Muhammad al-Rimi, transferred from Guantánamo to Libyan custody in December 2006

In December 2006, Muhammad al-Rimi (also identified as Muhammad al-Futuri or Abdesalam Safrani), a 40-year old who had been held at Guantánamo for four years, also voluntarily accepted repatriation. Accused of being a member of the LIFG, al-Rimi had denied the charges (and had been approved for release from Guantánamo by a US military review board), although he did tell the authorities, “I have a problem with the Libyan government and it is a long story.”

According to the Human Rights Watch report in September 2008, the Gaddafi Foundation stated that al-Rimi was treated for tuberculosis upon his return. An official also said that he would “go back to his family soon,” but by all accounts he is still held in Abu Salim prison, three years and eight months after his return. The US State Department told Human Rights Watch in January 2008 that US officials visited al-Rimi in August and December 2007 and stated that “Libyan security forces were detaining him but were treating him well.” Human Rights Watch also noted that, at the meeting in December 2007, which took place in the presence of Libyan officials and an official from the Gaddafi Foundation, al-Rimi was not informed of the charges against him, and apparently explained that he “had not seen a lawyer since his return” and “had received no family visits.”

Reasons to be wary: the death of Ibn al-Shaykh al-Libi

Moreover, al-Rimi is not the only returnee from US custody who might be tempted to regard Abu Sufian Hamouda as fortunate. The most horrendous recent story is that of Ali Mohamed Abdelaziz al-Fakheri, more commonly known as Ibn al-Shaykh al-Libi, a former CIA “ghost prisoner,” who, notoriously, was sent to Egypt by the CIA after his capture on the Pakistani border in December 2001, where, under torture, he made a false confession about connections between al-Qaeda and Saddam Hussein, regarding the use of chemical weapons, that was used by the Bush administration to justify the invasion of Iraq in March 2003.

Al-Libi was subsequently held in a variety of secret prisons in a number of different countries, either directly run by the CIA (in Afghanistan) or on behalf of the CIA (in countries including Jordan and Morocco), but was finally returned to Libya in 2006, where, last May, he reportedly died in Abu Salim prison by committing suicide, even though most observers concluded that this was highly unlikely — and also noted that, with suspicious timing, the US embassy in Tripoli reopened just three days after his death.

Al-Libi’s death, in such dubious circumstances, reinforces the warnings contained in recent reports by Amnesty International (PDF, June 2010) and Human Rights Watch (December 2009) that, although improvements have been made in recent years, “The human rights situation in Libya remains dire” (as Amnesty International described it), and Libya’s human rights record “remains poor, despite some limited progress in recent years,” as Human Rights Watch explained.

Other Libyans held in secret CIA prisons

For cases involving the United States, al-Libi’s remains the bleakest of benchmarks for suspicion of all the parties involved, but questions also remain about the fate of a number of other men repatriated after being held in secret CIA prisons. As the UN explained in a major report on secret detention earlier this year, four other Libyans (along with al-Libi) were returned to Libya in 2005 or 2006. The four men were:

Hassan Raba’i and Khaled al-Sharif, both captured in Peshawar, Pakistan, in 2003, who had “spent time in a CIA prison in Afghanistan”; Abdallah al-Sadeq, seized in a covert CIA operation in Thailand in the spring of 2004; and Abu Munder al-Saadi, both held briefly before being rendered to [Libya]. In May 2009, Human Rights Watch reported that its representatives briefly met Ibn al-Shaykh al-Libi on a visit to Abu Salim prison in Tripoli, although he refused to be interviewed. Human Rights Watch interviewed four other men, who claimed that, “before they were sent to [Libya], United States forces had tortured them in detention centers in Afghanistan, and supervised their torture in Pakistan and Thailand.” One of the four was Hassan Raba’i, also known as Mohamed Ahmad Mohamed al-Shoroeiya, who stated that, in mid-2003, in a place he believed was Bagram prison in Afghanistan, “the interpreters who directed the questions to us did it with beatings and insults. They used cold water, ice water. They put us in a tub with cold water. We were forced [to go] for months without clothes. They brought a doctor at the beginning. He put my leg in a plaster. One of the methods of interrogation was to take the plaster off and stand on my leg.”

In a visit to Abu Salim prison in May 2009 (the details of which were not reported until June 2010), representatives of Amnesty International confirmed that the four men discussed above were held, and also that two other men previously held in secret CIA prisons — al-Mahdi Jawda, aka Ayoub al-Libi, and Majid Abu Yasser, aka Adnan al-Libi — were also held. These were important revelations, as the whereabouts of both men were previously unknown, and they provide a few more crucial details for the handful of researchers — myself included — who continue to regard the fate of the 94 prisoners held in secret prisons, and the unknown number rendered to prisons in other countries, as an outstanding crime of the Bush administration that needs exposing, and that President Obama has lamentably failed to address.

Noticeably, three of these men were released in March this year, as AFP mentioned: in their report, Khaled Sharif is Khaled al-Sharif, Sami Saadi is Abu Munder al-Saadi (also identified as Sami Mustafa al-Saadi) and Abdelhakim Belhadj is Abdallah al-Sadeq. Their release apparently brings to an end their long, extra-legal detention as a result of cooperation between the US and Libyan authorities, although it is of concern that the other three are still held, and as the Amnesty report pointed out, “To the best of Amnesty International’s knowledge, before they were released Abdelhakim Belhadj was sentenced to death and Khaled al-Sharif aka Abu Hazem was facing trial proceedings for terrorism-related offences” that could also lead to a death penalty being imposed. Although these sentences have now been suspended, their imposition obviously means that a great weight still hangs over both men.

During visits by Amnesty representatives in 2009 and 2010, only one of these men, Khaled al-Sharif, agreed to speak to them, and his descriptions of his treatment are worth repeating, if only to emphasize how a full accounting for the Bush administration’s program of rendition and detention in secret prisons remains of the utmost importance. As Amnesty described al-Sharif’s testimony:

He described his arrest by US and Pakistani forces in Peshawar on 3 April 2002 along with Mohamed Shu’iya, known as Hassan Ruba’i, and his detention in various facilities in Afghanistan and Pakistan — in Peshawar, Islamabad, Kabul and Bagram. He recounted being tortured in a detention facility in Peshawar, where he spent a week, by Pakistani officials who beat him with a leather belt and stepped on his injured foot, while being questioned by an American man. He also said that he was tortured while detained in Kabul for about a year [perhaps in the CIA’s “Salt Pit” prison], including by having icy water poured on him and being punched in the stomach. He also described being attached to the ceiling and left suspended for days and being handcuffed to an iron bar in an uncomfortable position for months — the handcuffs were only removed for 15 minutes during meals, either once or twice a day. He was not allowed to shower during the time spent attached to the iron bar. He said that in Kabul, he was interrogated and tortured by US officers. After about a year, he was transferred to Bagram in Afghanistan, where he spent another year before being taken to a US airbase and flown to Libya with Mahdi Jawda, aka Ayoub al-Libi in April 2005.

What this means for the future

The lesson from all this — beyond the hope that calls will be made for President Obama to reveal the names of all those held in Bush’s secret program, and what happened to them — is that, although Saif al-Islam and the Gaddafi Foundation are to be cautiously congratulated for their reforms, the release of the 37 men on Tuesday — and of Abu Sufian Hamouda in particular — cannot be regarded as providing the Obama administration with a viable rationale for repatriating any of the four remaining Libyans in Guantánamo, unless they are clear about what awaits them.

This year, two Libyans who feared repatriation were given new homes — one, Abdul Ra’ouf al-Qassim, who had been fighting against enforced repatriation since 2007, was sent to Albania in February, and Abdul Hamid al-Ghizzawi was sent to Georgia in March. As I have recently heard uncomfortable rumors that the US authorities are sounding out the possibility of repatriating other Libyans from Guantánamo, the lesson of Abu Sufian Hamouda and Muhammad al-Rimi should not be forgotten — unless, of course, the men in question have concluded, as Hamouda and al-Rimi did under George W. Bush, that anything is better than remaining in Guantánamo with less chance of being released under Barack Obama than existed under his predecessor.

And that, sadly, is a very real possibility.

(CNN) — Libyan authorities Tuesday released three top leaders of the Libyan Islamic Fighting Group, successfully concluding a three-year peace process that has produced an alliance against al Qaeda.
“This was a big event,” Noman Ben Othman, a former commander in the LIFG and a key intermediary in the peace talks, told CNN. “The leaders still have big credibility in the jihadist movement, and they can now play a big role in the future in countering al Qaeda’s ideology. Al Qaeda [leaders] are not going to be happy about this.”
In September, the leaders of the LIFG — once on close personal terms with al Qaeda’s leaders — formally ended the group’s nearly two decades of armed struggle against Col. Moammar Gadhafi’s regime in Libya. It issued a 417-page religious document, “Corrective Studies,” repudiating al Qaeda’s ideology.
At the time, counterterrorism experts viewed the document — in essence a new code for jihad — as one of the most important breakthroughs against al Qaeda post-9/11.

The breakthrough in September was the result of two years of intense and secret talks between the leaders of the LIFG and Libyan security officials, initiated and overseen by Saif al Islam al Gadhafi, the second eldest son of Libya’s leader. He made a personal promise to the leaders of the LIFG that in return, they would eventually be released.
Benotman told CNN the three leaders released Tuesday from Abu Salim prison in Tripoli were Abdullah Sadeeq, the group’s emir; Abu Mundhir al Saadi, the group’s religious guide; and Abu Hazem, the deputy leader of the group.
Around 40 other members of the group also were released among more than 200 jihadist prisoners released Tuesday. The release orders came directly from the elder Gadhafi himself.
In September, several jihadist critics of the LIFG’s revisions argued that the document lacked legitimacy because it was authored from prison.
“They [LIFG leaders] are now out of prison and will be able to defend their own arguments,” Benotman told CNN, adding, “They wrote what they wrote and now they will be able to walk the talk.”
The code’s most direct challenge to al Qaeda is this: “Jihad has ethics and morals because it is for God. That means it is forbidden to kill women, children, elderly people, priests, messengers, traders and the like. Betrayal is prohibited, and it is vital to keep promises and treat prisoners of war in a good way. Standing by those ethics is what distinguishes Muslims’ jihad from the wars of other nations.”
In essence, the new code for jihad is exactly what the West has been waiting for — a credible challenge from within jihadist ranks to al Qaeda’s ideology.
Saif al Islam al Gadhafi was motivated not just to bring a formal end to the civil war but to put a stop to al Qaeda’s growing influence in Libya. As recently as 2006, al Qaeda documents captured by U.S. forces in Iraq showed that per capita more Libyans than citizens in any other Arab nation were joining al Qaeda’s fight. The regime’s fear was that they’d bring their fight back to Libya.
The respect with which the LIFG is held in jihadist circles will likely hurt al Qaeda’s recruiting efforts in Libya and further afield.
“If someone from the government starts talking [about] how bad is that terrorist activities it will not be received in the same way as when it comes from the leaders of the terrorist group because [they] have more credibility,” Saif al Islam Gadhafi told CNN in an exclusive interview in September.
Al Saadi, the group’s religious guide, was a figure greatly respected by Osama bin Laden and Ayman al Zawahiri. In Afghanistan in the late 1990s, he was also a close confidant to Taliban leader Mullah Omar, who viewed him — not bin Laden — as “the emir of the Arabs,” according to sources.
According to Libyan sources, Saif al Islam al Gadhafi lobbied hard in recent months for the LIFG leaders to be released in the face of some resistance from security officials. Key to the breakthrough was the support of Abdullah al Sanussi, a powerful figure within Libyan security services.
Three other LIFG leaders remain in prison but are expected to be released in the coming months along with more than 200 other prisoners, according to Libyan sources.
The peace deal will help pave the way for the political opening and economic modernization of Libya, Saif al Islam al Gadhafi told CNN in September.

–Terrorist Rehabilitation and Succession Politics in Libya:Opportunities for the United States?

Dunne | 31 MAR 2010A remarkable event was taking place in Libya: the release of hundreds of security prisoners, many with terrorist ties, under the auspices of a rehabilitation program which some in Libya hope could be a model for the rest of the region.During a visit to Tripoli hosted by the non-governmental but politically active Qaddafi Charity and Development Foundation, foreign experts had a first-hand opportunity to interact with former members of a Libyan extremist group as well as government officials to learn more about the program and its results. Instituted and overseen by the Qaddafi Foundation’s chairman, Saif al-Islam al Qaddafi (Muammar Qaddafi’s son), the program is noteworthy not just for its accomplishments, but also its risks. And it may have an impact on Libyan succession politics, while presenting opportunities and pitfalls for US policy.

Terrorist Rehabilitation: A Libyan Approach. The program was initiated several years ago to cope with the challenge of the Libyan Islamic Fighting Group (LIFG), which arose in the early 1990s to overthrow the Libyan government, deemed un-Islamic by the Group’s leadership. During its heyday LIFG was responsible for numerous attacks on police and other security forces, as well as four attempts on Muammar Qathafi’s life. Largely defeated in an intense government crackdown in 1995-97, LIFG remnants, including many who had fled to Afghanistan, nevertheless presented a significant lingering challenge to the Libyan government. A few, such as Abu Laith al-Liby, assumed prominent positions in Al Qaeda itself.

Saif al-Islam founded the program to handle the toxic fallout. Proceeding from the premise that a security response alone would fail to address the root causes of extremist violence, Saif initiated efforts to repatriate fighters and their families from Afghanistan as well as neighboring countries such as Mali and Mauritania where many had fled following the peak of the fighting.

According to Sheik Ali Salabi, whom Saif al-Islam handpicked to head the rehabilitation effort based in Libya’s Abu Salim prison, both LIFG expatriates and those in prison were told they remained valued citizens of Libya despite their transgressions and would be treated with respect should they return and while in the custody of the state. Salabi recounted the Libyan message to the LIFG: continued pursuit of the path of violence would cause a harsh reaction from the government. Those who remained open to reconciliation with the political system and renounced violence, however, would find the state willing to do everything it could to help them. Understanding, reconciliation, inclusion and dialogue were allegedly to be the hallmarks of the new approach.This message was reinforced by open dialogue between the religious authorities and imprisoned LIFG members. All topics were to be on the table, including the meaning and utility of jihad, and everyone involved was allowed to express his opinions freely. Crucial to the success of the dialogue aspect of the rehabilitation program was the proper choice of interlocutors. Sheikh Salabi has a reputation for independence and occasional criticism of the Libyan government. Saif al-Islam reportedly encouraged imams who had previously been banned from speaking publicly to engage in the debate. Prisoners were allowed liberal access to their families, who were also enlisted to support the goals of the project. Former LIFG leaders were permitted to visit their colleagues in prison to further the dialogue. Those who gave up violence against the Libyan state and were willing to condemn armed struggle were offered release from prison following completion of their rehabilitation.The Libyan security services were evidently the last to be persuaded of the utility of this program, and gaining their cooperation proved extremely difficult, according to Sheikh Salabi. Resources and facilities were eventually provided to make the program possible. Nonetheless, the security services remain unhappy with the undertaking and, most likely, with Saif al-Islam himself.The Results So Far: The fruits of the program first became apparent in July 2009, when LIFG leaders in the United Kingdom issued a communiqué disavowing the merger two years before of LIFG and Al Qaeda. In September 2009, Group leaders in Tripoli’s Abu Salim prison published a 417-page manifesto renouncing violence and asserting the soundness of its theology over that of Al Qaeda’s. More than 100 LIFG members pledged to adhere to this manifesto and were subsequently released.But the grandest gesture of all took place before an audience of international terrorism experts, academics and the press on March 24, 2010 at Abu Salim, when the Libyan authorities released approximately 214 rehabilitated prisoners to their families following a highly publicized announcement by Saif al-Islam. Between 35-40 of these were members of LIFG. Of the remainder, 85 had been caught attempting to sneak into Iraq to join foreign fighters there; the remainder was captured in Iraq or affiliated with Al Qaeda or other extremist groups. (Some 705 security prisoners were released through the program earlier.)Streaming out of the inner prison wards, the freed inmates broke into exuberant fist-pumping chants and took refreshments in a tent just before the outer gates of the prison were opened. Hundreds of relatives streamed in to embrace their kinsmen. The emotional families eddied and swirled about the courtyard but soon flowed out the gates again, arm in arm. Watchful security plainclothesmen mingled with the crowd and eyed them out the door.A Model for Others: Questions remain, however, about whether the Libyan program is sustainable, or whether it is even intended to be so. Beyond general principles, few of the practical details were made available to foreign experts, including the role of the security services in compelling the adherence of prisoners and their families to the program, and the exact structure of the program itself. It is unclear how many of the freed prisoners took part in the entire rehabilitation process, which, a former LIFG fighter told this author, lasts on average three years (at least some of the Iraq detainees had been jailed for only two years). Moreover, as Saif al-Islam admitted to this writer, the program makes no effort to address the problems of alienated youth to prevent them from becoming radicalized in the first place. Continued resources to sustain the program are a matter of some doubt.Follow up with the prisoners once they have been released, beyond monitoring by internal security, is another question mark. Unlike the better known Saudi Arabian rehabilitation program, few resources appear to have been devoted to job training, family support and the like to reintegrate former prisoners more fully into society. This raises doubts about whether the Libyan program is in fact a rehabilitation program at all in a technical sense, or simply a very particular Libyan approach involving a modicum of reeducation with a healthy dollop of political allegiance extracted during the process.

In addition—and this should be of keen concern to the United States—no mechanism is in place to address the challenge of recidivism beyond Libya’s borders. Sheikh Salabi told foreign experts that some released prisoners do return to armed struggle, and that no religious authority could condemn violence against occupation. In other words, attacks within Libya are unacceptable, but attacks on foreign forces elsewhere, such as Iraq or Afghanistan, are beyond the scope of the program’s dialogue or moral reach.

Finally and perhaps most important, the program in and of itself cannot address the structural causes of radical violence: the lack of social, economic and political progress within Libya. Noman Ben Othman, a former LIFG fighter currently with the Libya Human and Political Development Forum in London, says that Libya’s “closed, controlled society” provided motivation for LIFG’s war against the state. A senior LIFG leader told foreign experts immediately after his March 23 release that while he personally would not return to violence, the dearth of opportunities for rehabilitated fighters could lead others to do so. According to another LIFG associate, social injustice and the deficit of political liberty and religious freedom could spark additional violence in the future, either by LIFG remnants or from groups yet to be formed.

What Lies Beneath: Whatever the merits of the rehabilitation program, it is noteworthy more for its potent political subtext than its ostensible counterterrorism purpose and effectiveness. It is in fact a key part of Saif al-Islam’s efforts to strengthen his position as successor to his father.

A successful initiative of this type will help raise Saif’s profile both inside Libya and internationally. Internally, Saif (who holds no government rank) stands to position himself as a reformer concerned with Libya’s social and political problems, possibly helping him to establish a popular base of support and outflank the security services. Externally, Saif is clearly bidding for closer ties to the United States by portraying himself as modernizer with a new and more effective approach to counterterrorism that has broad regional applications.

It is a risky stratagem. The return to violence within Libya of even a small number of released prisoners would hand Saif al-Islam’s enemies a potent weapon against him. Worse yet, from the US standpoint, would be attacks on American forces in Iraq or Afghanistan by Libyan extremists. That would prove a serious blow to the nascent and tortuous US-Libyan relationship that would play poorly with the Administration and the United States Congress.

Options for US Policy: The United States should see the developments of the last week for what they are: a dramatic attempt by a credible potential successor to al-Qathafi to enmesh the United States in succession politics. While the United States should be extremely wary of becoming too closely involved in this game, there are certain opportunities here. First, the US should carefully examine both the strengths and the weaknesses of the rehabilitation program. While terrorist rehabilitation efforts are culturally specific and hard to export verbatim, elements of the Libyan approach may provide the basis for a more creative counterterrorism dialogue with our other partners in the region. In particular, identifying effective ways to turn renunciations of armed struggle into a potent critique of Al Qaeda’s basic ideology, as the Libyans have at least partly succeeded in doing, is the gold standard in the international fight against Islamic extremism.

Second, the US should expand counterterrorism cooperation with the Libyans, as well as help them address the program’s shortcomings—especially the possibility that Libyan fighters released from prison may turn up to inflict violence on American and allied forces elsewhere.

Finally, the United States should take these recent developments as an opening to expand its dialogue with Libya—both the government and non-governmental actors—and to have a wide-ranging discussion on the need for political and economic reforms. The US must make clear that stability in Libya, sustainable success in the country’s counterterrorism efforts, and genuine improvement in the relationship with the United States all lie in this direction.

TRIPOLI, Libya — In what may prove one of the biggest breakthroughs against Islamist terrorism since 9/11, the Libyan Islamic Fighting Group (LIFG), a militant Libyan Jihadist group, once allied with Osama bin Laden, is publicly repudiating Al-Qaeda’s ideology.
Many expect the breakthrough talks to have an impact far beyond Libya.The LIFG’s disavowal of the use of violence to achieve political ends, its criticism of attacks in the West and its clear-cut ruling that the killing of civilians is never legitimate from an Islamic point of view, amount to a stunning rebuke of Bin Laden’s brand of Jihad from former allies with significant credibility among Jihadists worldwide.The respect with which the LIFG is held in Jihadist circles will likely hurt Al-Qaeda’s recruiting efforts in Libya and abroad.Government condemnations [of violent extremism] do not have the same impact as condemnations from the leaders of a terrorist group. Jihadi leaders condemning violence have more credibility in terror circles, Saif al Islam Gadhafi told CNN.Gadhafi was in no doubt about the significance of the breakthrough: “It’s big news. In the last two years, Libyan security services have grown increasingly concerned about the rising number of attacks launched across the region by Al-Qaeda in the Islamic Maghreb (AQIM).

They have also become concerned about the number of Libyans travelling to Algeria to join the group. Over the last months the LIFG “Jihadi Code” has been serialised in leading newspapers in Algeria and disseminated by the government to militants across the country. Libyan sources told CNN that, while it is still early in the day, the document may already have had an impact in Algeria, as attacks are down since the code was published.

“We have to prevent those people from killing Muslims and Arabs and innocent people in Libya and Algeria and the best thing is to let those people who led terrorist activities in the past show up and talk about their experience, and this is the best weapon against terrorism in our world,” Gadhafi told CNN.

The impact the LIFG “Jihadi Code” will have will likely depend on how they are viewed among the radical-leaning Muslims Al-Qaeda is targeting for recruitment. Several hard-line Jihadist critics have already claimed that the LIFG only wrote the revisions because it was coerced to do so by the Libyan security services in prison.

However, LIFG leaders insist the document is genuine. So too does Gadhafi: “We didn’t dictate anything on them, and we are not telling them you have to write this or say this, no, no, no. Not at all. Otherwise it would be a fake game. Nobody can impose anything on them,” he told CNN.

Libya frees 37 prisoners with radical links

Libya freed 37 prisoners late on Tuesday, including at least one former detainee at the US military prison at Guantanamo Bay,

who had been jailed for links to radical Salafist groups but have since “renounced violence”. (HAH!!)

The prisoners were kissed and hugged by waiting relatives when they walked out of the Abu Salim prison near Tripoli,

in the latest in a series of releases designed to draw a line under radical Salafist violence in Libya.

“These releases come in the context of national reconciliation and social peace,” said Mohamed al Allagi, chairman of the human rights committee of the Gaddafi Foundation, the charity which helped organise the release.

Saif al-Islam has campaigned for reconciliation with Islamists who promise to lay down their arms. His initiative has met resistance from conservatives in the GREAT JAMAHIRIYA , tribesmen with-whom Saif al-Islam is competing for influence.

The 37 prisoners, all dressed in traditional Libyan costume, were given refreshments in a tent inside the prison grounds before being greeted by relatives, many of whom were in tears, said a Reuters reporter at the prison.

Five of the prisoners had links to the Libyan Islamic Fighting Group (LIFG), which tried to overthrow Gaddafi but whose leaders have since renounced violence, said Abdelhakim Belhadj, a former LIFG leader freed earlier this year.

Belhadj said the rest of the prisoners released on Tuesday had been detained because they sympathised with Islamist militant movements, but were not LIFG members.
Belhadj was among about 200 former Islamist militants who were freed from Abu Salim prison in March, in another release organised by Saif al-Islam’s foundation.

One of the prisoners released on Tuesday, Sofiane Ibrahim Gammu, said he was detained in the US military prison in

Guantanamo Bay for six years before serving a further three years in Abu Salim prison.

Media reports had earlier quoted an official in the Gaddafi Foundation as saying Gammu was a former driver for al Qaeda leader Osama bin Laden.

Asked about the allegation as he left the prison on Tuesday night, Gammu said: “I am not Bin Laden’s driver. It’s a misunderstanding.”

More than 700 prisoners accused of having ties to Islamist militant groups have now been released under the reconciliation programme,

but over 300 are still behind bars, according to figures given by Libyan officials.

TRIPOLI, Libya – Libyan authorities released on Tuesday 90 members of an Al Qaeda-affiliate from a Tripoli prison after they denounced violence, a government-backed charity said.

The released were members of the Libyan Islamic Fighting Group which purportedly has links to the Al Qaeda terror network. They were convicted to prison terms ranging from 10 years to life imprisonment, but most had already spent between six to eight years behind bars.

The group has long been accused in Libya of plotting to overthrow the country’s autocratic leader Moammar Gadhafi.

The release was mediated by the Gadhafi International Foundation for Charity Associations, an organization funded by the government and chaired by Seif al-Islam, the eldest son of Libyan leader.

It followed two months of talks between the charity and the group’s imprisoned leaders. The charity said those released represent a third of the group’s members held in Libyan prisons.

The group, also known by its acronym LIFG, recently joined Al Qaeda’s ranks, according to an audio tape released on the Internet last November and attributed to the terror network’s second-in-command, Aymen Al-Zawahri.

“All the released have denounced violence,” Saleh Abdul-Salam, director of the Libyan charity organization, said Tuesday. “The foundation will help them in finding work and integrating better into society.”

Al-Islam’s foundation, named after Gadhafi, has pushed for the release of those imprisoned LIFG members who showed “willingness to assimilate into the society.”

Abdul-Salam said “long talks and discussions” preceded release and that “thinkers and clerics” took part in these talks “inside and outside Libya.”

One of the released from the capital’s Abu Salim prison, Noureddin Ragab, told reporters he was arrested as a suspected LIFG member but that he stands “against violence.”

“Our religion and our society do not accept violence,” he said.

Talks are still ongoing with other LIFG members who are in jail to get them to renounce violence as well, a prison official said speaking on condition of anonymity because he was not allowed to speak to the media. “Anyone who announces his denunciation of violence will be released,” said the official.

It was not clear when and how the militants were captured, or when they stood trial.
“I have spent eight years in prison so far,” another of the released, Fadlallah Abu-Bakr, said. “Now, I feel reborn.”

Libya to demolish prison, frees 88 Islamists with Al-Qaeda links:

The Islamists with Al-Qaeda links walked out of the Tripoli prison, an AFP correspondent at the scene reported.

The Kadhafi Foundation, headed by Libyan leader Muammar al-Qathafi’s son Saif al-Islam, confirmed the planned closure of Abu Salim, saying the remaining inmates would be transferred to another jail.

The building “will be destroyed in the next few days,” a Libyan source told AFP, adding that a residential district and a green space would replace the prison, which has often been used to detain political prisoners.

The Foundation, in a joint statement with lawyers’ groups, said: “45 members of the Libyan Islamic Fighting Group (LIFG) and 43 members of other jihadist groups were freed” from Abu Slim on Thursday.

“Apart from the LIFG members, the other people freed were former Al-Qaeda members who were active in Afghanistan or Iraq,” Saleh Saleh Abdessalem, an aide to Saif al-Islam, told AFP.

Gathered in the prison courtyard, the detainees met journalists before greeting their families amid ululation by women and cries of “Allahu Akbar” (God is greatest).
Some broke down in tears in front of their children, wives and relatives.

Ibrahim Buhlig, 35, is free after 11 years in prison. He told AFP he left Libya at the age of 16 to fight against Russian troops in Afghanistan. He was arrested in Saudi Arabia in 1998, then extradited to Libya.

According to Abu Hashem, his nom-de-guerre, the release programme followed “talks with Saif al-Islam

through the intermediary of (Libyan cleric) Ali Sallabi.”

The Kadhafi Foundation said it is “working to strengthen peace in Libya,” emphasising the “big success” of the dialogue with the LIFG, formed in secret in Afghanistan in the early 1990s and which came to public notice in 1995 when it launched an armed campaign against the GREAT JAMAHIRIYA.

Libya hopes its mix of exotic vistas and historic cultures will bring in millions of tourists each year.

TRIPOLI, Libya —

Since the late 1990s, al-Qathafi has been reaching out to the West in an effort to rebrand Libya, Africa’s second-largest oil producer after Nigeria, as an economic El Dorado. Last month, the first American tourist group to visit Libya in 23 years was led by Richard Bangs, co-founder of Mountain Travel Sobek, the outfitter for the tour, as well as producer-editor of MSNBC’s Great Escapes.

While there, Bangs interviewed Tourism Minister Ammar Mabrouk Eltaye. Some excerpts are below:

How many tourists are coming to Libya now, and are you projecting growth?
Eltaye: As you have witnessed, Libya is a very rich country with cultural sites from ancient civilizations that date back 5,000 years, and great desert nature. Libya is a tourist country. But before now we weren’t dependent on holiday tourism as an income for the country. Now we have started. The numbers that visit Libya now are very limited. For example, 100,000 is a very meager number. We are planning in the future to have 10 million tourists.

Are you planning on building more hotels? (There is currently just one five-star hotel in Libya, the year-old, Maltese-owned Corinthian Bab.)
Eltaye: We [plan] … building 100,000 beds by 2010.

Do you see Libya attracting the numbers and kinds of tourists that Egypt does?
Eltaye: We offer more. The Egyptians depend upon the pharaohs’ civilization (as the primary tourist attraction). Whereas in Libya we have many civilizations, such as the Roman, Phoenician, Greek and ancient Libyan. Also, the 2,000-kilometer Libyan coast is still clean.

Will it become easier for Americans to obtain visas? (It took Bangs’ excursion more than a month to get visas, and even then they were issued at the very last minute).
Eltaye: We’ll be working on changing the visa process. Investors will be given a half-year or year visa. We are working on allowing visas at the airport in the future. As for American tourists, the problems are with your government, not our government. They are still not allowing U.S. airlines into Libya.

Do you have plans to develop the Sahara for tourism?
Eltaye: Yes, we are developing the areas in Ghat and around the Akakus Mountains, where you were. We are seeking foreign investment for such. If you have any Microsoft investors, please let us know. (Microsoft is a partner in the joint venture that owns MSNBC.)

Are you going to build golf courses and resorts?
Eltaye: Yes, and a yacht club.

How important is tourism to Libya?
Eltaye: We were relying on oil in the past; we now want tourism to bring in national money and improve our way of living. Now the tourism industry is very crucial for any country. So, we seek 10 percent of our foreign income from tourism. In Spain it is 11 percent. In five years time, Libya will be a tourist country.

Most tourists like to pay with credit cards. Are you working to allow use of credit cards?
Eltaye: Yes, we are working with the Libyan National Bank. Tourism needs an infrastructure here.

If the hotels could serve alcohol to their guests that might bring in more tourists.
Eltaye: In Libyan law, alcohol is not allowed. We don’t think this a problem.

In America, many like adventure travel; people who like to climb and hike.
Eltaye: What is starting now is desert tourism, which is an adventure itself.

Do you have any final comments?
Eltaye: In terms of tourism, we have a wonderful country. The Libyan citizens are very friendly; Libya is safe in terms of security. Libyans are people who like to enjoy themselves, who like music, art, poetry. We welcome any visitors. We welcome any investors.
