A propos du “Voyage en Jamahiriya Libyenne“ (20-26 mai 2000)
”La Libye, qu’on décrit comme une dictature militaire de Kadhafi est en réalité l’Etat le plus démocratique du monde. En 1977 y a été proclamée la Jamahiriya qui est une forme élevée de démocratie où les institutions traditionnelles du gouvernement sont abolies, et où le pouvoir appartient directement au peuple à travers ses comités et congrès. L’État est divisé en de nombreuses communautés qui sont des “mini-États autonomes” dans un État ayant autorité sur leur district, y compris l’allocation des fonds budgétaires” (Vladimir Chamov, ex-ambassadeur russe en Libye)
Le rapport intitulé « Voyage en Jamahiriya Libyenne » vient enfin d’être mis en ligne . Ils’agit d’une observation indépendante sur le terrain, basée sur des débats sans concession, visites et dialogues avec des citoyens au sein Congrès de bases, Comités Populaires et Comités Révolutionnaires, éléments-clés du système original de la Jamahiriya. A posteriori, un tel document permet de mieux apprécier la force d’une expérience unique au monde (en tout cas par sa durée, son échelle et son contexte ; le monde africain en général et arabo-musulman en particulier): celle de la mise en pratique de la démocratie directe.
En effet, en raison du parasitage systématique de l’information par la machine totalitaire , certains croient que la notion de « démocratie », ou encore de « démocratie directe » (quand ils la connaissent), est propre à l’« Occident ». Si des expériences éphémères ont effectivement eu lieu en France après la révolution française, Mouammar Al-Gaddafi est, par contre, celui qui a non seulement théorisé un tel système en tenant compte d’un certain nombre de spécificités (africaine notamment) mais l’a aussi mis en pratique [3 et 4]. Ce fut là une immense audace que les impérialistes ne lui ont jamais pardonnée car l’expérience libyenne du « gouvernement des masses populaires par elles-mêmes et pour elles-mêmes (« jamahiriya » en arabe) s’est inscrite dans la durée et les consciences.
Le succès de cette option démocratique s’est non seulement illustré d’une manière éloquente par une longue série d’indicateurs objectifs dudéveloppement humain , mais fut encore démontré par l’épreuve du feu puisque le peuple libyen a, par « miracle » pour certains, résisté à 7 mois de bombardements intensifs par 42 Etats prédateurs, l’OTAN et aux assauts de bandes de fanatiques mercenaires de ces derniers. Depuis l’Amérique latine, des observateurs indépendants ont remarqué qu’aucune ««dictature»» au monden’aurait pu survivre à l’agression effrénée de la force militaire de l’OTAN pendant de si nombreux mois  .

-A propos des Comités Révolutionnaires(bénévoles chargés de veiller, au jour le jour, au fonctionnement harmonieux de la démocratie directe, notamment dans ses articulations entre Congrès de base et Comités populaires):
« [Ces instances ne constituent qu’un mouvement provisoire] jusqu’à ce que les populations soient complètement impliquées dans le pouvoir et participent activement aux différents comités [populaires] » (page6). Leurs références (théoriques et historiques) sont : la révolution française, la Commune de Paris, Proudhon, Bakounine, les mouvements libertaires » (ibid.). « Lorsque la société (les masses) sera consciente de son pouvoir, il [tout Comité révolutionnaire] devra disparaître […] » (page 7). Les Comités révolutionnaires « incitent les citoyen/nes à prendre le pouvoir » (ibid.). « Le premier ennemi est le gouvernement qui souvent empêche de libérer la volonté des gens de s’émanciper localement […]Les Comités révolutionnaires ne sont pas un parti politique, n’ont pas une structure de parti ; tout se décide toujours à la base » (page 11).
-A propos du rôle de Mouammar Al-Gaddafi :
« Mouammar Kadhafi est le Guide de la révolution. Il ne représente pas le peuple dans le pouvoir. Il est considéré comme le symbole. Son rôle essentiel est d’inciter le peuple à prendre tous les pouvoirs. Le Guide a souvent souhaité que les Congrès de base prennent telle ou telle décision. Par exemple, il avait souhaité la suppression des écoles en faveur d’un enseignement à domicile. Le Congrès a refusé. Le Guide a aussi souhaité la redistribution du revenu du pétrole aux citoyens ; le Congrès a aussi refusé »(page 7).
-A propos de l’armée :
« Son rôle est d’entraîner le peuple, de lui enseigner la défense populaire selon la troisième théorie universelle […] Le jour où tout le peuple sera entraîné, l’armée restera juste une structure. Elle a gardé à ce jour, une structure plutôt professionnelle […] Si l’armée reste en place, elle peut devenir à terme un danger pour le pouvoir du peuple, car elle pourrait prendre le pouvoir. Toute l’orientation actuelle tend à sa disparition pour être remplacée par une armée de citoyen/nes […] C’est le même exemple que pour les Comités révolutionnaires. Eux aussi devront disparaître dès qu’ils auront terminé leur rôle » (page 8).
Il n’y a pas, à proprement parler de hiérarchie militaire, ou bien elle n’est que formelle : « Le peuple entier est en armes. Personne ne peut prendre le pouvoir par les armes, sinon il sera bloqué par le peuple […] Il n’y a plus de Ministère de la Défense ; un Comité populaire vient de le remplacer » (page 8).
-A propos des Comités populaires :
« Pendant chaque réunion, chaque comité expose son compte-rendu […] Si les explications ne sont pas claires, ou s’il s’avère que le Comité n’a pas été capable d’exécuter ce qu’il était chargé de mettre en place, il peut être démis par le Congrès de base qui en élit immédiatement un autre » (page 9). A noter que les « les Congrès de base s’expriment aussi et « toujours » sur la politique étrangère page 9).
-Rappel au sujet des secteurs « sacrés » dans la Jamahiriya libyenne:
La “révolution” tunisienne… Nouvelles scènes de la vie quotidienne (ici au pied de la Cathédrale Saint Augustin à Tunis). Le graffiti “révoutionnaire” dit: “Le pouvoir au peuple”…
« Chaque famille habitant une maison l’occupe gratuitement. Elle lui est donnée. Elle ne peut en être propriétaire car elle appartient à la collectivité. Les loyers ne son pas non plus autorisés. Les étrangers habitent dans des appartements publics. C’est pour cela que vous ne rencontrerez jamais de gens qui dorment dans le rues comme chez vous […] Il y a certains secteurs qui sont sacrés pour nous : la maison, car personne doit dormir dehors s’il ne l’a pas choisi librement ; les soins médicaux pour l’accès aux soins de tous, actifs ou inactifs »(page 10)
-Nécessité du recul historique pour apprécier les avancées :
« La Libye a été colonisée pendant 600 ans ; ce n’est que depuis 30 ans que nous avons pris notre vie en charge »(page 11)
-A propos du monde de l’entreprise, de l’organisation du travail, de l’égalité entre les sexes:
Dans les entreprises libyennes, on trouve en général un congrès populaire de production. Par exemple :« Notre entreprise n’a pas de patron ; c’est la société libyenne qui en définit les règles ; l’usine est en autogestion, comme toutes les entreprises libyennes. Le fruit de la production est partagé en trois parties égales : 1/3 pour le capital, c’est-à-dire le Congrès général, 1/3 pour l’investissement, machines, achat de matières premières, fonctionnement, commander et ; 1/3 revient aux travailleurs » (page 14)
L’armée “révolutionnaire” et “populaire” tunisienne protège en permanence l’hypermarché Carrefour (Tunis) des hordes de pauvres qui ont cru faire une “révolution”… Pourtant Gaddafi s’était adressé à eux pour les avertir de ne pas tomber dans le piège et les exhorter à établir un système de démocratie directe dans leur pays; en d’autres termes, une jamahiriya tunisienne gouvernée par eux-mêmes (le peuple) et pour eux-mêmes (le peuple).
L’égalité totale entre hommes et femmes est totale. Par ailleurs : « après un accouchement, nous bénéficions de trois mois de congés payés. Lors d’un mariage, nous avons un congé payé d’un mois, plus une indemnité de mariage. C’est un don non remboursable, en plus des appareils ménagers et de communication qui sont généreusement offerts par la société. Pour les décès, l’entreprise se charge aussi de tous les frais funéraires » (page 15).
S’agissant de licenciements éventuels: « Nos traditions sociales nous interdisent de mettre quelqu’un à la porte. En cas de contrainte, nous préférons diminuer les heures de travail pour tous »(page 16)
Quant à la mondialisation : « Nous ne sommes pas favorables à la mondialisation s’il s’agit d’augmenter uniquement le rendement et de baisser les coûts de production […] Nous ne voulons surtout à aucun prix de hiérarchie, car nous sommes tous des travailleurs et fiers de notre production »(page 16)
Et puisque même les « corvées » ne sont pas ignorées par ce système de démocratie directe (« Nous sommes responsables de la propreté de chaque chaîne, de chaque secteur et nous nettoyons tous par rotation »)(page15), on comprendra aisément la conclusion des citoyens de la Grande Jamahiriya Libyenne : « L’entreprise pour nous, c’est comme une famille, nous nous y sentons à l’aise… un peu comme chez nous…. »(ibid.)
La force de la machine totalitaire qui contrôle et détruit nos vies provient de son pouvoir planificateur et centralisateur renforcé récemment par sa mainmise sur les nouvelles technologies de l’information. Par conséquent, seules des actions populaires et décentralisées permettront d’arrêter son mouvement génocidaire et liberticide. Or, le secret de la résistance historique et légendaire de la Jamahiriya libyenne aux assauts répétés de l’impérialisme, réside dans sa nature populaire et déconcentrée. Mouammar Al-Gaddafi a, jusque dans ses derniers discours radiodiffusés avant son éclipse, exhorté les peuples égyptien et tunisien à réaliser une authentique révolution par la création de systèmes de gouvernement basés sur la démocratie directe : pour une Jamahiriya tunisienne, une Jamahiriya égyptienne, une jamahiriya sousquelqu’autre nom (y compris celui de conseils communistes) que ce soit .

Elle a de ce fait réduit la redistribution et je pense que cela a généré beaucoup de mécontentement. Les congrès populaires sont l’unique moyen de la démocratie populaire. Tout autre système est une forme non démocratique de gouvernement. Tous les régimes gouvernementaux qui prévalent actuellement dans le monde ne seront pas démocratiques tant qu’ils n’auront pas découvert ce moyen. Les congrès populaires sont l’aboutissement du mouvement des peuples vers la démocratie. Les congrès populaires et les comités populaires ne sont pas des inventions de l’imagination, dans la mesure où ils sont le produit de la pensée humaine qui a assimilé les différentes expériences des peuples pour aboutir à la démocratie.
La démocratie directe, quand elle est mise pratique, est indiscutablement et incontestablement la méthode idéale de gouvernement. Comme une nation, quelque soit sa population, ne peut être rassemblée pour discuter, étudier et décider de sa politique, les sociétés sont détournées de la démocratie directe, qui est demeurée une idée utopique éloignée de la réalité. Elle a été remplacée par de nombreuses théories de gouvernement, telles que les assemblées parlementaires, les coalitions de partis, les référendums. Toutes ont conduit à isoler le peuple de l’activité politique, à usurper sa souveraineté, et à confisquer son pouvoir au profit d'”appareils de gouvernement” successifs et en conflit, qu’ils soient individu, classe, secte, tribu, Parlement ou parti.
Le “Livre vert” annonce au peuple la découverte du chemin de la démocratie directe grâce à un procédé novateur. Puisque l’idée de l’exemplarité de la démocratie directe faisait l’unanimité mais qu’il était impossible de la mettre en pratique et puisque la troisième théorie universelle nous présente une expérience réaliste de la démocratie directe, le problème de la démocratie se trouve donc définitivement résolu dans le monde. Il ne reste plus aux masses qu’à lutter pour abattre toutes les formes dictatoriales de gouvernement qui dominent actuellement l’univers et qui sont fallacieusement baptisées démocraties; du Parlement à la secte, de la tribu à la classe, du système de parti unique au bipartisme ou au multipartisme !
La démocratie n’a qu’une seule forme et une seule théorie. Les différences et les divergences entre les systèmes dits démocratiques sont la preuve qu’ils ne sont pas démocratiques. Le pouvoir du peuple n’a qu’un seul visage et on peut réaliser le pouvoir populaire que d’une seule manière: par les congrès populaires et les comités populaires: “Pas de démocratie sans congrès populaires” et des comités populaires partout.
Premièrement, le peuple se divise en congrès populaires de base. Chaque congrès choisit son secrétariat. L’ensemble de ces secrétariats forment à leur tour des congrès populaires, congrès différents de ceux de la base. Puis l’ensemble des congrès populaires de base choisit des comités administratifs populaires pour remplacer l’administration gouvernementale. Dès lors, tous les services publics se trouvent dirigés par des comités populaires responsables devant les congrès populaires de base, lesquels leur fixent la politique à suivre et en contrôlent l’exécution. Ainsi l’administration et son contrôle seront populaires et il sera mis fin à la définition désuète de la démocratie selon laquelle: “La démocratie, c’est le contrôle du gouvernement par le peuple.” La définition juste qui la remplacera est: “La démocratie, c’est le contrôle du peuple par le peuple.”
Tous les citoyens membres de ces congrès populaires appartiennent, par leurs fonctions ou leurs professions, à des groupes ou des catégories différentes: ouvriers, paysans, étudiants, commerçants, artisans, fonctionnaires, etc. En plus de leur appartenance en tant que citoyens, aux congrès populaires de base ou aux comités populaires, ils doivent constituer des congrès populaires professionnels qui leur sont propres.
Les problèmes évoqués par les congrès populaires de base, les comités populaires, les syndicats et les associations professionnelles, prendront leur forme définitive au Congrès Général du Peuple où se retrouveront les groupes exécutifs des congrès populaires, des comités populaires, des unions syndicales ou professionnelles.
Ce qui est débattu par le Congrès Général du Peuple, qui se réunit une fois par an, sera soumis à son tour aux congrès populaires et aux comités populaires, aux syndicats et aux associations. Les comités populaires, responsables devant les congrès populaires de base, commenceront alors de mettre à exécution le programme ainsi élaboré contrairement aux assemblées parlementaires.
Le Congrès Général du Peuple n’est pas un rassemblement de membres d’un parti ou de personnes physiques mais la rencontre des congrès populaires de base, des comités populaires, des syndicats et de toutes les associations professionnelles. Ainsi la question de “l’appareil de gouvernement” sera résolue et même temps il sera mis fin aux appareils dictatoriaux. Le peuple deviendra “l’appareil de gouvernement” et le problème de la démocratie dans le monde sera définitivement résolu.

Muammar Gaddafi was born in An-Naja Qasr Abu Had, a rural farming area located just outside Sirte. He was raised in a Bedouin tent in the desert near Sirte. According to many biographies, his family belongs to a small tribe of Arabs, the Qadhadhfa. They are mostly herders that live in the Hun Oasis. According to Gaddafi, his paternal grandfather, Abdessalam Bouminyar, fought against the Italian occupation of Libya and died as the “first martyr in Khoms, in the first battle of 1911″. Gaddafi’s father, Abu Menyr was a farmer/herder of goats and camels. Two Israeli women came forth on Israel’s Channel 2 News to claim that they were close blood relations with Gaddafi. Guita Brown claimed that she was Gaddafi’s second cousin. Brown’s daughter, Rachel Saada, elaborated that Gaddafi’s maternal grandmother was Jewish, and that she left her first husband and married a Muslim man in her second marriage. The older woman also spoke with Israel National News (which identified her as Gita Boaron), and repeated the same claim. Gadhafi alledged father, Abu was quite old when Gadhafi was born in 06 June 1942 [no birth certificate to varify the date] or maybe as late as March 1943! There is also the possiblity that Abu and Ayicha Qathafi were not his physical parents, but that Muammar was given to them, when his natural mother (Ayicha’s sister) died in childbirth, being the secret wife of Albert Petrosi, a Corsican air-pilot who later died in flight over Russia.

Muammar would spend evenings, beside his father Abu, (whom Muammar loved deeply as the only father he ever knew and fully recognised), listening to accounts of the Italian occupation and the Libyan National Resistance. When one reads “Escape to Hell”-“Death” we learn that his grandfather was killed in the struggle against the colonisers, and how his father was wounded. Little Muammar was not interrested in playing games like the other children. he was an only son, to a family who lived in the desert. When Muammar was seven, Abu Menyr (his father) hired a teacher for him, where he thoroughly learned the Quaran and numbers. A little over two years later, it was obvious he needed and wanted formal learning.
He went to Sirte school, 30km.away fromhome. being poor,Muammar slept in the local mosque. Every Thursday evening, the child Muammar, began his trk home on foot to spend Fridays with his parents, then walk back toschoolthat evening. He completed six years of elementary school in just four….Then his family moved to Sabha in the Fezzan district so he woul have a secondary education. Gaddafi attended a Muslim elementary school far from home in Sabha, during which time he was profoundly influenced by major events in the Arab world. He admired Egyptian President Gamal Abdel Nasser and looked to him as a hero during his rise to power in 1952. In 1956 Gaddafi took part in anti-Israeli protests during the Suez Crisis. In Sabha he was briefly a member of Scouting. He finished his secondary school studies under a private tutor in Misrata, concentrating on the study of history. Who is Idris of Libya? Who is Gaddafi?

Gaddafi entered the Royal Libyan Military Academy at Benghazi in 1961, and graduated in 1966.
Both towards the end of his course and after graduation, Gaddafi pursued further studies in Europe. False rumours have been propagated with regards to this part of his life, for example, that he attended the United Kingdom’s Royal Military Academy Sandhurst. He did in fact receive four months’ further military training in the United Kingdom, and spent some time in London. After this, as a commissioned officer he joined the Engineers Corps. As a cadet, Gaddafi associated with the Free Officers Movement. Most of his future colleagues on the Revolutionary Command Council(RCC) were fellow members of his graduating class at the military academy. The frustration and shame felt by Libyan officers by Israel’s massive defeat of the Arab armies on three fronts in 1967 fuelled their determination to contribute to Arab unity by overthrowing the Libyan monarchy. An early conspirator, Gaddafi first started planning the overthrow of the monarchy while a cadet. In Libya, as in a number of other Arab countries, admission to a military academy and a career as an army officer only became available to members of the lower economic strata after independence. A military career offered an opportunity for higher education, for upward economic and social mobility, and was for many the only available means of political action. For Gaddafi and many of his fellow officers, who were inspired by Nasser’s brand of Arab nationalism, a military career was a revolutionary vocation. in London
On 1 September 1969 a small group of junior military officers led by Gaddafi staged a bloodless coup d’état (which he rather called an al-Fetah Revolution,as a “coup” refers only to a regime change, and this was a REVOLUTION of ‘LIGHT'”) against King Idris of Libya while the king was in Turkey for medical treatment. Idris’s nephew, Crown Prince Sayyid Hasan ar-Rida al-Mahdi as-Sanussi, was formally deposed by the revolutionary army officers and put under house arrest, then gave him exile in Scotland; they abolished the monarchy and proclaimed the Libyan Arab Republic. Although often referred to as “Colonel Gaddafi”, he was in fact only a Lieutenant when he seized power in 1969.

From the beginning of his leadership, Gaddafi confronted foreign oil companies for increases in revenues. Immediately after assuming office, he demanded that oil companies pay 10 percent more taxes and an increased royalty of 44 cents per barrel. He told Western officials that he would expel their companies from Libya’s oil fields unless they shared more revenue. In his warning, he alluded to consultation with Nasser. The oil companies complied with the demand, increasing Libya’s share from 50 to 79 percent. In December 1969, Egyptian intelligence thwarted a planned coup against Gaddafi from high-ranking members of his leadership. Many of the dissenters had grown uneasy with his growing relationship to Egypt. In 1969, the British Special Air Service (S.A.S.) was contacted by the Libyan Royal Family and planned an assassination attempt to restore the Libyan monarchy. The plan was dubbed the “Hilton Assignment”, named after a Libyan jail. The plan was to release 150 political prisoners from a jail in Tripoli as a catalyst for a general uprising. The prisoners would be recruited for a coup attempt, and the British agents would leave them to take over the nation. The plan was called off at a late stage by the British Secret Intelligence Service because the United States government decided that Gaddafi was anti-Marxist and therefore acceptable. .

September 1, 1969: Moammar Al-Gadhafi and a group of army officers overthrew king Idris’s government and changed Libya’s official name from The Kingdom of Libya to The Libyan Arab Republic which to be governed by The Revolutionary Command Council lead by Moammar Al-Gadhafi. A temporary constitution was declared to replace the Kingdom’s constitution which was adopted December 25, 1951 and updated October 7, 1963. The change happened in a peaceful way. July 21, 1970: The Libyan Revolutionary Command Counsil decrees the expropriation by the state of all Italian property.
October 7, 1970: After lenghthy negotiations between Libya’s representitives and the Italian represetatives, the Italian government agreed to take back thousands of italian settlers who have settled in Libya since the Italian invasion of Libya in October 7, 1911. The day is celebrated every year under the name Jalau’tolian. The Italians who stayed in Libya after the Italians defeat in World War II were having the best land and enjoyed many previlages according to an agreement between the Italian government and king Idris’s government. The land were returned to people’s ownership. The Italians invaded Libya in October 1911 and they said that Libya was theirs and it was the fourth shore of Italy. The Libyan people fought fiercely against the Italian occupation and lost thousands of men and women who were killed defending their homeland. In september 16, 1931 The Italians hanged Omar Muktar who was eighty years old.
January 3, 1971: Major Abdussalam Jalloud informs the oil companies of Libya’s new demands. They aim at a substantial rise in posted prices and a freight charge to be called “Suez Charge”, taking effect from the date of the closure of the Suez Canal.
July 30, 1971: The Arab Summit conference meets at Tripoli.
August 13, 1971: A ministerial reshuffle in the Libyan government brings to power a team of civilian technicians to replace the military in several government departments.
March 28, 1972: The first National Congress of Al-Ittihad Al-Ishtiraki Al-Arabi (the Arab Socialist Union) opens at Tripoli.

April 16, 1973: In a large gathering in the city of Zuara, Gadhafi launched the “popular cultural revolution” which must lead the people to take over themselves. Gadhafi announecd that the political parties are preventing the revolution from advancing and he would not tolerate political parties and their members any more. He announced that joining a political party is a crime and those who violate that decree would be punished severely. Number of students, professors and government employees were arrested and jailed. Some of the arrested figures were shown on TV talking about their activities in the past.
Gadhafi announced that Libya should be governed by the people, who must organize People’s Committees , and take over government and universities offices. There were rumers at that time that Gadhafi won the battle against his army officers, some of whom were in favor of returning to a traditional government in Libya.
May 30, 1973: A United States aircraft entered the Libyan air space during maneauvers conducted by the American 6th fleet in the Mediterranean.
July 11, 1973: Gadhafi resigns. The Revolutionary Command Counsil refuses to accept Gadhafi’s resignation.

After Nasser’s death, Gaddafi attempted to become the leader of Arab nationalism. As early as 1969, Gaddafi contributed to the Islamization of Sudan and Chad, granting military bases and support to the FROLINAT revolutionary forces. Gaddafi expelled Italian settlers in Libya in 1970. SEPTEMBER 1970, First anniversary of the al-Fateh Revolution:
He instituted a new post Mohamedian calendar as the country’s official dating system. He renamed the months of the calendar. August, named for Augustus Caesar, was renamed Hannibal, and July, after Julius Caesar, was renamed Nasser, for Gamal Abdel Nasser. Gaddafi soon was arguing that Libyan oil was closer to Europe, and was cheaper to ship than oil from the Persian Gulf. Western companies refused his demands, and Gaddafi asserted himself by cutting the production of Occidental Petroleum, an American company in Libya, from 800,000 to 500,000 that year. Occidental Petroleum’s President, Armand Hammer, met with Gaddafi in Tripoli and had difficulty understanding exactly what he wanted at first. He said at one meeting, Prime Minister Abdessalam Jalloud finally took out his gun belt and left the loaded revolver in full view. Later, Hammer recalled that moment and said he felt then “that Gaddafi was ready to negotiate”. In The Age of Oil, historians considered Gaddafi’s success in 1970 to be the “decisive spark that set off an unprecedented chain reaction” in oil-producing nations. Libya continued a winning streak against the oil companies throughout the 1970s energy crisis; Later that year, the Shah of Iran raised his demands to match those of Gaddafi. OPEC nations began a game of “leap frogging” to win further concessions from the oil companies after following Gaddafi’s lead. In 1971 Gadhafi ordered the shutdown of American and British military bases, including Wheelus Air Base.
In 1971, when Muslims took power in Sudan, Gaddafi supported the Sudanese government of Gaafar Nimeiry. He wanted Sudan and Libya to merge, referring to it as an “Arab Nationalist Revolutionary Movement”, at a meeting in late 1971.

Gaddafi’s plans for the peaceful formation of an “Arab Union“ were dashed as Gaafar Nimeiry turned down his offer and negotiated the Addis Ababa Agreement ending the First Sudanese Civil War, fought with the Black, animist and mostly Christian, South. Gaddafi took matters into his own hands. From 1971 [to 1977], Gaddafi approved the Arab Socialist Union, modeled on Egypt’s Arab Socialist Union (Egypt), to function as a political party within Libya. Gaddafi’s definition of “Arab” was broad, including the Tuareg of Mali and Niger, as well as the Zaghawa of Chad and Sudan. Gaddafi created “The Islamic Legion”. It was was part of Muammar Gaddafi‘s dream. He wanted to create a “Great Islamic State of the Sahel”, unifying the Arab states of North Africa into one. He dispatched The Islamic Legion to Lebanon, Syria, Uganda, and Palestine. The Islamic Legion was highly active in Sudan and Chad. At this time, routine administrative tasks fell to Major Jallud who became prime minister in place of Gaddafi in 1972. Beginning in 1972, Gaddafi granted financial support and military training to Palestinian militant groups against Israel. He also strengthened his unity with Egypt, and in 1972, convinced Anwar Sadat to share the same flag and join a partial union with Libya. Gaddafi had offered a fully unified state where Sadat would be president and he would be defense minister. Sadat distrusted Gaddafi and refused. Gaddafi was further disappointed with Egypt’s political system, as he spoke to Egypt’s Arab Socialist Union and was suggested “a partial merger, in order to allow time for thorough and careful study”. Gaddafi quipped back, saying “There’s no such thing as a partial merger”. The outbreak of the Yom Kippur War surprised Gaddafi, as Egypt and Syria planned it without his knowledge. Gaddafi felt that the war wasted resources and manpower to chase limited objectives, and accused Sadat of trying to weaken the FAR by launching the War. According to Gaddafi, Assad and Sadat were foolish to fight for small areas of Israeli-occupied territory when the entire land could be returned to the Palestinians outright. He said, “I will participate only in a war if the aim is to oust the usurpers and send the Jews back to Europe from where they have come since 1948 to colonize an Arab land.” Gaddafi’s relationship with Egypt further weakened because he opposed a cease-fire with Israel and called Sadat a coward for giving up after one Israeli counteroffensive. Gaddafi also believed that the Soviet Union and the United States would join forces with Israel, and would deploy troops on the demarcation lines to invade and “colonize” the Arab nations. Gaddafi charged Egyptian reporters with the breakdown of Libyan-Egyptian relations in 1973, and said Sadat was partly to blame because he had “no control” of Egyptian information media. Anwar Sedat This was the period he started the REVOLUTIONARY COMMITTEES. They worked mostly within factories, and in the education sector. Gaddafi expressed doubts over the effectiveness of the Revolutionary Committees, due to the growing tension they were causing within the Jamahiriya. Gaddafi signed an agreement with Tunisian president Habib Bourguiba to merge nations in 1974. The pact came as a surprise because Bouguiba had rebuked similar offers for over two years previously. Weeks after the agreement, he postponed a referendum on the issue, effectively ending it weeks later. The idea of merging states was highly unpopular in Tunisia, and cost Bourguiba much of his people’s respect. The agreement was said to allow Bourguiba the presidency while Gaddafi would be defense minister. Gaddafi and the Shah of Iran both argued for quadrupling the cost of oil in 1975.
Telegram given by Muammar al-Qathafi to all the Rulars of the World for the New Year, 1975: “The people of the earth, and even the angels of heaven, have despaired of the meaningless exchange over hundreds of years of the greeting, ‘Happy New Year’ ! Every rular repeats this greeting, and yet goes on striving to make the year one of misfortune, rather than happiness. Can we therefore stop for a moment to ponder some verses of the Scriptures: the Quaran, the Torah, and The Gospels ? The Quaran says: ‘Assist one another in works of righteousness and piety,, and assist not one another in works of wrong-doing and transgression.’ Let us remember how Christ reproached people because they forgot the Word of God; and instead gave themselves to conceit. He upbraided the priests for their neglect of God’s word and for their greed. He reproached the scribes for spreading false teachings, and for abandoning the Law of God. All this he declared in his first sermon which he preached in Jarusalem. Now because we are without a Christ to reproach the conceited, the greedy, those who propagate false teachings, and those who oppose God’s Law, we must reproach one another for our sins….We must realise that we are far removed from the teachings of Christ, and are instead close to the teachings of Satan. They are engaged in the conquest of Space and the spread of propaganda and psychological warfare while the rest of the people of the globe suffer the scourges of disease, hunger and rocketing inflation. We are in great need of the teachings of Christ, which would command us, saying: ‘Lift your hands from Palestine (the birthplace of Christ, peace be upon Him), from Eire, Southeast Asia, and your colonies in Africa !’ How greatly in need is the world today of having Christ; in order that it may turn away from the bar-rooms and the vain pleasures on every Christmas and New Year. - In 1976, Tunisia’s state television reported that Gaddafi had been fired at by a lone assailant. None of the shots hit him.
Gaddafi increasingly devoted himself to “contemplative exile” over the next months, writing a manifesto, The Green Book in which he denounced capitalism and communism as variations on “slavery” and spurned all political parties as forms of “dictatorship.” In the manifesto he advocated direct rule by People’s Committees according to solely the Quaran. Gaddafi remained the commander-in-chief of the armed forces and the effective head of state. Gaddafi was, nonetheless, a holder of the honorary rank of Major General, conferred upon him in 1976 by his own Arab Socialist Union’s National Congress. Gaddafi accepted the honorary rank, but stated that he would continue to be known as “Colonel” and to wear the rank insignia of a Colonel when in uniform.

On the Muslim prophet Muhammad’s birthday in 1973, Gaddafi delivered his famous “Five-Point Address” which officially implemented a “purified” Sharia. Gaddafi’s ideology was largely based on Nasserism, blending Arab nationalism, aspects of the welfare state, and what Gaddafi termed “popular democracy”, or more commonly “direct, popular democracy”. He called this system “Islamic socialism”, as he disfavored the atheistic quality of communism. “liberation” (or “emancipation” depending on the translation), and education was emphasized. He also imposed a system of Islamic morals and outlawed alcohol and gambling. School vacations were canceled to allow the teaching of Gaddafi’s ideology in the summer of 1973.
THE “PEOPLE’S POWER”
Indeed, on March 2, 1977 corresponding to the 12th day of Rabi Al Awal of 1397 of the Hegira, according to the Muslim calendar, the Declaration of the Establishment of the People’s Power took place in Kahira, city of Sebha. This was the beginning of a new stage in the historical period following the September 1, 1969 Revolution. The study of the “Declaration of Sebha” precedes, for methodological reasons, that of the spiritual and political bases of the Leader of the Revolution and also the principles and projection of the “Third Universal Theory” and the proposal formulated in the three parts of the Green Book. The meeting of the General People’s Congress began on February 25 and ended on March 2, 1977. On that day, according to Muammar himself, the political, economic and social principles of the new Jamahiriya were established. “What will the Libyan people announce to the other nations of the world?” asked the Leader to the numerous delegates meeting at the extraordinary session of the General Congress, “the setting up of the people’s power, the advent of the age of the masses, the application of the Third World Theory, the success of the Third Way from its starting point, surpassing all democratic experiences following schemes which have failed, and the end of dictatorial regimes. “With the setting up of the people’s authority, a popular Jamahiriya will be created. With the setting up of socialism, the Jamahiriya will be called ‘socialist’. It will also be a Libyan, Arab, Islamic and African Jamahiriya, consequently, we can discuss its denomination which will have great importance. We cannot decide lightly, as certain new regimes have done, where the name has nothing to do with the nature of the regime.” Muammar also stated: “We still cannot say it (the Jamahiriya) is ‘popular’ or ‘socialist’, since we have not achieved yet a state of popular and socialist government, but we can assign it new adjectives: if the authority of the people prevails, then it will be a Popular Jamahiriya, and if socialism is introduced, it will also be Socialist, but a socialism different from that of the East or West.” Drawing out expressions from the Green Book and numerous speeches, Muammar continued by saying: “The law of society has been approved. It is the Koran. Together with the denomination of the Republic which will appear in the new Declaration, we will also set the law of society. If you accept the Koran as you have done before, then you must discuss the consequences. In this way you will no longer be governed by a Constitutional Declaration. We shall say no more: ‘According to the Constitutional Declaration…’ We will no longer have a Constitution. But if we incorporate the new law to the Declaration of the people’s power, the new law will never change. We must know the value of such historical things which will be included in this Declaration”. Muammar is no doubt as cultivated as he is intelligent. If a great number of his works are criticised by some analysts who accuse him of being too simple, it is precisely because he must address his people in a language easy to understand. We must bear in mind that in spite of the intense literacy campaign launched by the Government, the large majority of the people sunk in the shadows of colonialism until 1969, is not capable yet of assimilating very complicated speeches, excluding the fact that a high percentage of the population still leads a nomad’s life. All those of us who attended several international events held in the Jamahiriya, were able to ascertain how informed the Revolutionary Leader is on various sciences, a knowledge acquired after years of intense study of the Islamic, Catholic and compared theologies; of politics, philosophy, history, of the various literary and artistic manifestations and also of military strategy. Muammar has the habit of explaining his views even for hours without the help of an aide memoire. Most of his speeches are heard throughout Libya with the respect and admiration with which students listen, to the oldest and most experienced professors. No wonder the people call him, besides Leader, the ‘Master-Conductor’. During the decisive meetings of the General People’s Congress which proclaimed the setting up of the Jamahiriya, he clearly explained the meaning of the proposals delegates were to discuss. With regard to the procedures for the setting up of the People’s Authority, to its principles and to the way of exercising that power, Muammar said: “The people will exercise power through the popular congresses, the popular committees and the professional trade unions and finally through the General People’s Congress. Everything has been provided for in the Declaration and you will discuss it.” Then he said that nobody could speak to him, after the final decision had been reached, about the Revolutionary Command Council or about Muammar Qadhafi. Besides, he added: “That would be contradictory… because the setting up of the people’s authority means that it is the people who govern. I will no longer govern, nor the Council nor anybody else. No such thing as leaders for the people – it is the people who are the leaders! No such thing as a government for Libya – the government is the people!” The reader who knows about political sciences might argue that this type of definition cannot go beyond simple theory, since such definitions must be impracticable in accordance with known historical experience. However, as Aristotle once said: “Something new can always be expected from Libya”. But to clarify this point, a new chapter is called for. Muammar went on saying: “When we speak of popular authority, we may no longer speak of a Council. Those are two contradictory things. “Other contradictions: authority of the people and president, authority of the people and the prevalence of the struggle of classes, religions, tribes, families or parliaments.” Muammar also urged the setting up of the people’s authority and the adoption of the corresponding rules to solve the “problem of democracy”, otherwise the question would remain unsolved and exposed to any sort of dictatorship existing in the world where “a party imposes itself over the people and governs on its behalf”, or else “small groups agree to dominate it”. “The same thing applies for a tribe, a class, a religion, a family, an individual, an army, a band, a king, an emperor… all possible instruments of dictatorship in which the world continues to suffer”. “Everything will end with the advent of popular power. Only the Koran and the laws passed by the people will remain. There will be no more statutes for the Arab Socialist Union, nor Constitution, nor parliament.” “Once popular power has been set up, you will have rendered a great service to Humanity: the creation of a healthy society without political diseases or any other source of conflict.” “That is the reason for political parties, coups d’etats, revolutions, religions or civil wars; every day there is a struggle for power. The reason is that power is in the hands of a fraction of society, while the remaining fractions fight to seize that power or divide it”. “The people’s authority ends with that sort of struggles.” While the international press criticised Muammar acidly, a significant chapter in present political history was being written in Sebha. A charismatic leader, with “Public Power” in his hands, supported on the enormous operative capacity of loyal Armed Forces, owner of the economic resources of one of the richest countries of the world, having all the possibilities at hand to set up a veiled dictatorial system following any of the classical models in fashion, has been capable, in this agitated XXth century, to transfer to the Libyan people the responsibilities which, no doubt, make the people for the first time a genuine protagonist of great decisions. Only by knowing Libya from within, speaking freely and without protocol or any sort of “agreements”, it is possible to understand the reality of this flourishing Arab country and the high degree of decision achieved by the People through the highest body of the “Jamahiriya”, though of course, the great guidelines of government action have been inspired by the young Leader and ‘Master-conductor’. The Declaration of Sebha is considered the base for the setting up of popular power in Libya, which became the first country in the world to put into practice such a political system. The question of opposition to Muammar in many countries where accusations have been lodged without real foundation, are originated in the fact that this political system unveils the true nature of existing “democracies”, both in the countries of the capitalist block as well as in the communist block, also involving of course various regimes within the so-called “Third World”. Then, when the final document was approved unanimously by the delegates at the General People’s Congress, Muammar addressed a vibrant message to the country. The Leader said: “Brothers, “In the desert, associated with drought and sterility, a Revolution was born. People have quickly forgotten past events which occurred in Sebha at the end of the 50’s and which were the prelude to a great hope. Further, they forgot the first call, the first communique of the Revolution made in Benghazi at the end of the 60’s, that communique which has shaken Libya, pulling down the idols. They carried on with their daily life, thinking perhaps that this was just another coup like many others. That event has ended with an old fashioned monarchy to set up a progressive Jamahiriya and has put an end to the presence of foreign troops in our territory. “Some years have passed since the historical speech in Zuara. That was the anniversary of the birth of the Prophet.” A speech which shook spirits, and consciences! “If that has shaken you, it is to guide you better through a joint action, new and out of the ordinary. “Today, on the Prophet’s anniversary, the idea of the Revolution has sprung; in Sebha, in the middle of the desert, where the Declaration of the people’s power is proclaimed and with it, the establishment of the Jamahiriya. “A new age is born to Humanity in the Desert; the age of the masses… The desert is neither sterile nor arid. In the desert today, in this last part of the twentieth century, our people ends with the age of traditional republics, in the same way that the French nation announced in the eighteenth century the end of the monarchy and the advent of the age of the republics. “Though the desert prevents grass from growing, it produces values and originates eternal messages to Civilization. Today, in the corner of this vast desert land of the Arabs, of the Berbers, of the Tuaregs and the Tobus, the milestone of the age of the Jamahiriyas, the age of the masses is born.” Not one place in Libya was left without Muammar’s clarifying words, from the coastal region bathed by the Mediterranean to the deep desert, and from the agitated cities to the remote oases full of picturesque palm trees, where caravans necessarily stopped anxious for a resting place. On March 2, to close the long and tiring sessions of the General People’s Congress, the “Declaration of Sebha” was read, which from that moment became the cornerstone of political and institutional life of the Socialist People’s Libyan Arab Jamahiriya. The following is the text of the “Declaration of the Establishment of the People’s Power”: “In the name of the most gracious and merciful God.” “The Libyan Arab people meeting at the General Assembly of popular congresses, popular committees, trade unions and professional associations (General People’s Congress), by virtue of the Revolution’s first communique and the historical speech of Zuara and guided by the principles set up in the Green Book; considering the recommendations of the popular congresses and the Constitutional Declaration of the 2nd day of Shawal of 1389 of the Hegira (December 11, 1969); the resolutions and recommendations of the General People’s Congress from its first session from the 4th to the 17th day of the Muharram of 1396 of the Hegira (January 5 to 18, 1976) and its second session of the 21st of Zul Kidah to the 2nd of Zul Hijjah of 1396 of the Hegira (from November 13 to 24, 1976). “Believing in what was advocated by the September 1st Revolution (Al-Fateh) conducted by the revolutionary thinker and Leader Colonel Muammar Al-Qadhafi at the head of the movement of free unionist officers to end the struggle of the fathers and forefathers in order to establish a direct democratic regime where he sees the effective and final solution to the democratic problem. “This people, assuming popular authority on the land of “Al-Fateh” in accordance with the power of the people which is not under the authority of one single person, declares its adherence to freedom, its desire to defend it within its territory and elsewhere in the world, as well as to protect the oppressed in the cause of liberty; declares its adherence to socialism in order to achieve the property of the people: it declares its commitment to achieve general Arab Union; it declares its identification with the moral values which guarantee moral and social human behaviour; it confirms the development of the Revolution, guided by the revolutionary thinker and Leader, Colonel Muammar Al-Qadhafi towards complete popular power; it confirms the consolidation of popular society, free society holding the power, wealth and the arms; it puts an end to all traditional instruments of judgement of the individual, the family the tribe, religion, class, parliament, one or several parties, and declares it is ready to crush any attempt contrary to the people’s power. “The Libyan Arab people, after recovering its rights by means of the Revolution, after reconquering the control of its present and future with the help of God and bound by its Holy Book, source of the right path and of social laws, issues this Declaration of the Establishment of the People’s Power and announces to all nations in the world the birth of a new age for the masses. 1 – The official name of Libya will be: Socialist People’s Libyan Arab Jamahiriya. 2 – The Koran is the law of society in the Socialist People’s Libyan Arab Jamahiriya. 3 – Popular direct power is the basis of the political regime of the Socialist People’s Libyan Arab Jamahiriya. The power belongs to the people and only to the people. The people practices its power through popular congresses, popular committees, trade unions, professional unions and the General People’s Congress. The law sets the limits of its action. 4 – The defense of the homeland is responsibility of all men and women citizens. The people, who will receive armament, will be trained by means of general military training. The law rules the formation of military cadres as well as general military training. The General People’s Congress. Kahira, city of Sebha, on the 12th day of Rabi Al-Awal of 1397 of the Hegira, corresponding to the 2nd of March, 1977.” The Declaration of Sebha became from then on the corner stone of the Libyan political system based on Muammar’s thinking formulated not only in the Green Book but also in a number of documents which have not been widely spread but which have great significance for their universal validity. In many aspects, the ideas of this remarkable Libyan conductor are very similar to the Third Justicialist Position, drafted by General Peron as may be seen in subsequent chapters. (Excerpted from the book Al-Qadhafi Operation Jerusalem by Horacio Calderon) Direct Democracy of the Holy Jamahiriya: A form of “delegation” is needed at Regional and National levels. As James Madison prior had pointed out, it is impossible to gather an entire adult population (over 18) in one location on a continuous basis to make legislative and administrative decisions, and to formulate foreign and nationaldomestic policies. Qathafi worked this out: Each Basic People’s Congress (BPC) selects a Secretariat, sending him/her to the Munipality Popular Congresses (MPC) and the General People’s Congress (GBC); but there is no delegation of authority. These chosen cannot present their own personal views…They ONLY present Decisions and Resolutions already made-up at the previous local levels: Thus they only transmit the wishes of the Popular Congresses. The General People’s Congress (GPC), consists of all the social group types of every conception conceivable within the country; and that included Basic Popular Congresses and People’s Committees, Tribes, unions, sydicates and professional organisations. No group can be left-out-of the highest levels of authority within the sovereign state. Again, a (multiple) “secretariat” is chosen by the General People’s Congress, by which annually, they (the Secretariat) are subject to reconfirmation. There is a Secretary-General, but he (and the other members of the Secretariat) are not authorised to make any policies. They do not represent anyone; they only execute decisions already formed by the General People’s Congress. To make this work, citizens must participate actively in the decision making aparatus of the government. That is why, in AUGUST 1982: Muammar al-Qathafi argued that it is imperative, if Muslims are to achieve a just society, with equality among all its members, then they must all participate in this goal. This participation is only possible IF the principle of CONSULTATION (Schura) is followed. This principle is stated in the Quaranic phrase “and their fathers are decided through consultation amongst themselves”. al-Qathafi therein writes: “Consultation means all the Muslims; not simply a group of them. There is no other way, then that by which all Muslims can engage in consultation (debate), but through People’s Congresses. DECLARATION ON THE
AUTHORITY OF THE PEOPLE
The Libyan Arab people assembled in the General Conference of the People’s Congresses, the People’s Committees, and the Professional Unions; Having reviewed the recommendations of the People’s Congresses, the Constitutional Declaration of 11 Dec 1969, and the resolutions and recommendations of the General People’s Congress which met during the period 5 to 18 Jan 1975; Believing in the establishment of the direct democratic system heralded by the Great September Revolution and regarding it as the absolute and decisive solution to the problem of democracy; Embodying the pioneer experiment of the popular rule on the soil of the Great September Revolution which established the authority of the People, who alone should have the authority;
Declare their adherence to freedom and willingness to defend it on the Libyan land and on any other land in the world; Declare their preparedness to protect the persecuted freedom-seekers; Declare their adherence to socialism as a means of achieving People’s ownership; Declare their commitment to spiritual values to safeguard morals and human behaviour; Support the march of the Revolution towards complete popular authority and consolidation of the People’s Society where only the people control leadership, authority, wealth, and arms to realize the Society of Freedom; Declare their total commitment to blocking the way in face of all forms of traditional instruments of government, be they individual, family, tribe, sect, class, representative, party, or group of parties; Declare their readiness to crush forever any undemocratic attempt; The Libyan Arab People, having regained, through the Revolution, total control over their affairs, and controlling their present and future potentialities with the help of Allah and adherence to His Holy Book as the everlasting source for guidance and as the ordinance of society; Issue this declaration proclaiming the establishment of the People’s authority and announcing to the peoples of the earth the emergence of the era of the masses.
The official name of Libya will be ‘The Socialist People’s Libyan Arab Jamahiriya’.
The Holy Koran is the Constitution of the Socialist People’s Libyan Arab Jamahiriya.
(1) The People’s direct democracy is the basis of the political system in the Socialist People’s Libyan Arab Jamahiriya, where the authority is in the hands of the People alone. The People exercise their authority through the People’s Congresses, the People’s Committees, and the Professional Unions. The regulations of the congresses, committees, and professional unions as well as the dates of their meetings are defined by law. (2) The authority of the People is comprised of the following: 1. People’s Congresses; 2. People’s Committees; 3. Professional Unions; and 4. General People’s Congress. (3) People’s Congresses: 1. The Libyan People is divided into basic People’s Congresses. 2. All citizens register themselves as members of the Basic People’s Congress in their area. 3. Every basic People’s Congress chooses among its members a committee to lead the Congress. (4) The masses of the People’s Congresses choose People’s Committees to administer all the services. These Committees are responsible to the People’s Congresses. (5) Members of each profession form their own union to defend their professional rights. (6) The General People’s Congress is the national conference of the People’s Committees and Professional Unions. The General People’s Congress shall have a General Secretariat to execute the general policy of the State as defined by the People’s Congresses. The General Secretariat prepares the sessions of the General People’s Congress and draws up an agenda of the General People’s Congress, executing its resolutions and recommendations. The General Secretariat consists of a Secretary General and a number of secretaries; each shall supervise one of the sectors of activities in the State.
The General People’s Congress chooses a chairman to preside over its sessions, to sign the laws by order of the Congress, and to accept the credentials of the representatives of foreign countries.
In the case of absence of the Chairman of the General People’s Congress or if something hinders him from performing his duties, the Secretary General will temporarily replace him.
(1) The General People’s Congress chooses the Secretary General and the Secretaries, dismisses them, and accepts their resignations. (2) The Secretary General and the Secretaries are jointly responsible to the General People’s Congress while every secretary is responsible for the sector he supervises.
The General Budget of the State is issued by a law and the General People’s Congress endorses the balance sheet of the State.
A Law regulates the establishment of public departments and appointments and dismissals of Government employees.
Defending the Country is the responsibility of every citizen. Through general military training, the People shall be trained and armed. Law regulates the method for preparing military cadres and the general military training.
The terms ‘Council of Minister’, ‘Prime Minister’, and ‘Minister’ are to be replaced, wherever mentioned, by the terms ‘General Secretariat of the General People’s Congress’, ‘Secretary General’, and ‘The Secretary’.

The celebrations were country-wide. They took place all over that immense land which stretches across almost 2,000 kilometres of Mediterranean shoreline and which thrusts deep into the Sahara where it borders several countries of the African continent. Inside Sebha, where on March 1977 the leader of the revolution Muammar al Qathafi had read the “Declaration on the Authority of the People” at the end of an extraordinary session of the General People’s Congress, the people took to the streets to celebrate in colourful and traditional Arab custom the advent of a new era – the “era of the masses”, as described by Muammar al Qathafi himself. The General People’s Congress, the highest authority in terms of the then newly emerging novel order of governing, had endorsed the “Declaration”, thus investing the people of Libya with authority and putting into practice the theoretical and revolutionary concepts of the Green Book.
In Tripoli, the celebrations reached a crescendo as thousands of demonstrators, chanting revolutionary slogans, re-iterated their support for the revolution and welcomed the birth of the first “Jamahiriya“, perhaps best defined as Muammar al Qathafi himself had explained to the meeting of the General People’s Congress in Sebha as meaning “of the masses”, signifying a complete break from all the traditional systems of government and the beginning of a constant process of revolutionary change permitting the people to possess power, wealth and arms.
Overhead, military aircraft flew in tight-knit formations and the hundreds of ships lining the harbour of Tripoli blew their sirens adding to the tumult of the celebrations. Elsewhere, the country was vociferously awake, but the Green Square beneath the ageing walls of the Old Castle of Tripoli stole the limelight as the leader of the Revolution, Colonel Muammar al Qahafi addressed an immense rally.
He explained again, as he had done the day before at the meeting of the General People’s Congress in Sebha, how the theoretical concepts of the Green Book, designed to give authority to the people, were to be carried out in practice.
The Declaration itself gave a very broad outline of how this was to be achieved. It read in part:
“Embodying popular rule on the territory of the Great First of September Revolution, establishing the authority of the people, who alone should have authority; “Declare their adherance to freedom and their readiness to defend it on their territory and everywhere in the world and to protect the persecuted freedom-fighters; “Declare their adherance to socialism as a means to achieve ownership for the people and their commitment to achieve comprehensive Arab unity; “Declare their adherance to spiritual values to safeguard morals and human behaviour as well as affirm the march of the Revolution, under the leadership of the revolutionary-thinker and teacher-leader Colonel Muammar al Qadhafi, towards complete popular authority and the stabilisation of society in which the people are the leaders and the masters in whose hands are the authority, the wealth and the arms – the society of freedom towards the final blocking of the road against all sorts of traditional instruments of government, be they individual, family, tribe, sect, class, parliament, party or group of parties; “They also declare their readiness to crush, once and for all any attempt against the authority of the people; “The Libyan Arab people, having regained through the revolution, their control over their present and future destiny, beseeching the help of God and adhering to His Holy Book as the everlasting source of guidance and of the law of society, issue the declaration announcing the establishment of the authority of the people and announce to the peoples of the world the dawn of the era of the masses.”
The Declaration also stressed four important points. The first laid down that the official name of Libya will be the Socialist People’s Libyan Arab Jamahiriya. The second point stressed that the Holy Koran “is the law of society” in the Jamahiriya. The third point concerned the authority of the people maintaining that “popular direct authority is the basis of the political system” in the country. It added that “authority is for the people who alone should have authority” and that the people “exercise their authority through the Popular Congresses, the People’s Committees, the syndicates, the unions, the professional associations and the General People’s Congress.” “The law defines their function” the third point concluded. The fourth point spoke about the defence of the homeland and read: “Defence of the homeland is the responsibility of every male and female citizen. Through general military training the people shall be trained and armed. Law defines the method of preparing the military cadres and the general military training.” The
“Declaration on the Authority of the People” essentially signified that all forms of traditional and orthodox government had ceased to function in the country and that a new order of governing, permitting the people themselves to become the only instrument of rule, had been born. In his address to the extraordinary session of the General People’s Congress in Sebha, Colonel Muammar al Qathafi had explained the emergence of this new era, which he termed as the era of the masses and which he described as the logical and natural “next step” in the course of political development. He insisted that in the same manner that more progressive systems of government had, during the course of political development, overtaken former systems of rule, this novel order of governing, or better still the new revolutionary concept of popular authority conceived on that historic day in Sebha, represented an evolution of political development more progressive than the concept of the republic to which the French revolution had given birth centuries before and which the “Jamahiriya” had now superceded. The Declaration on the Authority of the People effectively stresses three basic fundamentals: First that the people themselves must be the only instrument of governing because genuine democracy cannot be practised as long as power remains concentrated in the hands of the few who continue to act on behalf of the many: Second, that the people must possess their national wealth and the freedom to dispense with it because they are its real owners, and third that the people must also possess arrns to defend the homeland and the revolution. On this last point, the leader of the Libyan revolution has always been explicitly clear. He believes that in the same manner that a genuinely free people cannot depend on a section of the community for either administration or government and that, on the contrary a true definition of democracy means that the people must become the only instrument of rule, likewise the people cannot depend on a section of the community for the defence of the revolution. This responsibility should also be borne by all the people. Addressing another immense rally in 1975 to mark the first anniversary of the institution of the authority of the people, Muammar al Qathafi said:
“Wealth, power and arms should be in the hands of the people. When we have an armed people and when military training becomes general for all the Libyans and arms are distributed to everyone, then we shall not have soldiers whose specific job would be that of defending the people.”
He also made it very clear that
“wealth should not be possessed by those who govern as is the case with other countries; socialism can be truly practised only if the wealth is in the hands of the people.”
Thirty-five years after the Declaration of Sebha became the cornerstone of the political and institutional life of the Libyan Jamahiriya, people around the world start to call for a Jamahiri government.
On March 2, 1977 corresponding to the 12th day of Rabi Al Awal of 1397 of the Hegira, according to the Muslim calendar, the Declaration of the Establishment of the People’s Power took place in Kahira, city of Sebha, Libya. This was the beginning of a new stage in the historical period following the September 1, 1969 Revolution.
The study of the “Declaration of Sebha” precedes, for methodological reasons, that of the spiritual and political bases of the Leader of the Revolution and also the principles and projection of the “Third Universal Theory” and the proposal formulated in the three parts of the Green Book.
The meeting of the General People’s Congress began on February 25 and ended on March 2, 1977. On that day the political, economic and social principles of the new Jamahiriya were established.
“What will the Libyan people announce to the other nations of the world?” asked the Leader to the numerous delegates meeting at the extraordinary session of the General Congress, “the setting up of the people’s power, the advent of the age of the masses, the application of the Third Universal Theory, the success of the Third Way from its starting point, surpassing all democratic experiences following schemes which have failed, and the end of dictatorial regimes.”
“With the setting up of the people’s authority, a popular Jamahiriya will be created. With the setting up of socialism, the Jamahiriya will be called ‘socialist’. It will also be a Libyan, Arab, Islamic and African Jamahiriya, consequently, we can discuss its denomination which will have great importance. We cannot decide lightly, as certain new regimes have done, where the name has nothing to do with the nature of the regime.”
Muammar Qadhafi also stated: “We still cannot say it (the Jamahiriya) is ‘popular’ or ‘socialist’, since we have not achieved yet a state of popular and socialist government, but we can assign it new adjectives: if the authority of the people prevails, then it will be a Popular Jamahiriya, and if socialism is introduced, it will also be Socialist, but a socialism different from that of the East or West.”
Drawing out expressions from the Green Book and numerous speeches, Muammar continued by saying: “The law of society has been approved. It is the Koran. Together with the denomination of the Republic which will appear in the new Declaration, we will also set the law of society. If you accept the Koran as you have done before, then you must discuss the consequences. In this way you will no longer be governed by a Constitutional Declaration.
We shall say no more: ‘According to the Constitutional Declaration…’ We will no longer have a Constitution. But if we incorporate the new law to the Declaration of the people’s power, the new law will never change. We must know the value of such historical things which will be included in this Declaration”.
During the decisive meetings of the General People’s Congress which proclaimed the setting up of the Jamahiriya, Muammar clearly explained the meaning of the proposals delegates were to discuss.
With regard to the procedures for the setting up of the People’s Authority, to its principles and to the way of exercising that power, Muammar said: “The people will exercise power through the popular congresses, the popular committees and the professional trade unions and finally through theGeneral People’s Congress. Everything has been provided for in the Declaration and you will discuss it.”
Then he said that nobody could speak to him, after the final decision had been reached, about the Revolutionary Command Council or about Muammar Qadhafi. Besides, he added: “That would be contradictory… because the setting up of the people’s authority means that it is the people who govern. I will no longer govern, nor the Council nor anybody else. No such thing as leaders for the people – it is the people who are the leaders! No such thing as a government for Libya – the government is the people!” The reader who knows about political sciences might argue that this type of definition cannot go beyond simple theory, since such definitions must be impracticable in accordance with known historical experience.
However, as Aristotle once said: “Something new can always be expected from Libya”. But to clarify this point, a new chapter is called for.
Muammar went on saying: “When we speak of popular authority, we may no longer speak of a Council. Those are two contradictory things.
“Other contradictions: authority of the people and president, authority of the people and the prevalence of the struggle of classes, religions, tribes, families or parliaments.”
Muammar also urged the setting up of the people’s authority and the adoption of the corresponding rules to solve the “problem of democracy”, otherwise the question would remain unsolved and exposed to any sort of dictatorship existing in the world where “a party imposes itself over the people and governs on its behalf”, or else “small groups agree to dominate it”.
“The same thing applies for a tribe, a class, a religion, a family, an individual, an army, a band, a king, an emperor… all possible instruments of dictatorship in which the world continues to suffer”.
“Everything will end with the advent of popular power. Only the Koran and the laws passed by the people will remain. There will be no more statutes for the Arab Socialist Union, nor Constitution, nor parliament.”
“Once popular power has been set up, you will have rendered a great service to Humanity: the creation of a healthy society without political diseases or any other source of conflict.”
“That is the reason for political parties, coups d’etats, revolutions, religions or civil wars; every day there is a struggle for power. The reason is that power is in the hands of a fraction of society, while the remaining fractions fight to seize that power or divide it”.
“The people’s authority ends with that sort of struggles.”
While the international press criticised Muammar acidly, a significant chapter in present political history was being written in Sebha. A charismatic leader, with “Public Power” in his hands, supported on the enormous operative capacity of loyal Armed Forces, owner of the economic resources of one of the richest countries of the world, having all the possibilities at hand to set up a veiled dictatorial system following any of the classical models in fashion, has been capable, in this agitated XXth century, to transfer to the Libyan people the responsibilities which, no doubt, make the people for the first time a genuine protagonist of great decisions.
Only by knowing Libya from within, speaking freely and without protocol or any sort of “agreements”, it is possible to understand the reality of this flourishing Arab country and the high degree of decision achieved by the People through the highest body of the “Jamahiriya“, though of course, the great guidelines of government action have been inspired by the young Leader and ‘thinker-teacher’.
The Declaration of Sebha is considered the base for the setting up of popular power in Libya, which became the first country in the world to put into practice such a political system.
The question of opposition to Muammar in many countries where accusations have been lodged without real foundation, are originated in the fact that this political system unveils the true nature of existing “democracies”, both in the countries of the capitalist block as well as in the communist block, also involving of course various regimes within the so-called “Third World”.
Then, when the final document was approved unanimously by the delegates at the General People’s Congress, Muammar addressed a vibrant message to the country.
The Leader said:
In the desert, associated with drought and sterility, a Revolution was born. People have quickly forgotten past events which occurred in Sebha at the end of the 50’s and which were the prelude to a great hope. Further, they forgot the first call, the first communique of the Revolution made in Benghazi at the end of the 60’s, that communique which has shaken Libya, pulling down the idols. They carried on with their daily life, thinking perhaps that this was just another coup like many others. That event has ended with an old fashioned monarchy to set up a progressive Jamahiriya and has put an end to the presence of foreign troops in our territory.
Some years have passed since the historical speech in Zuara. That was the anniversary of the birth of the Prophet.” A speech which shook spirits, and consciences! “If that has shaken you, it is to guide you better through a joint action, new and out of the ordinary.
Today, on the Prophet’s anniversary, the idea of the Revolution has sprung; in Sebha, in the middle of the desert, where the Declaration of the people’s power is proclaimed and with it, the establishment of the Jamahiriya.
A new age is born to Humanity in the Desert; the age of the masses… The desert is neither sterile nor arid. In the desert today, in this last part of the twentieth century, our people ends with the age of traditional republics, in the same way that the French nation announced in the eighteenth century the end of the monarchy and the advent of the age of the republics.
Though the desert prevents grass from growing, it produces values and originates eternal messages to Civilization. Today, in the corner of this vast desert land of the Arabs, of the Berbers, of the Tuaregs and the Tobus, the milestone of the age of the Jamahiriyas, the age of the masses is born.”
Not one place in Libya was left without Muammar’s clarifying words, from the coastal region bathed by the Mediterranean to the deep desert, and from the agitated cities to the remote oases full of picturesque palm trees, where caravans necessarily stopped anxious for a resting place.
On March 2, to close the long and tiring sessions of the General People’s Congress, the “Declaration of Sebha” was read, which from that moment became the cornerstone of political and institutional life of the Socialist People’s Libyan Arab Jamahiriya.
The following is the text of the “Declaration of the Establishment of the People’s Power”:
“In the name of Allah, the Most Gracious, the Most Merciful.
The Libyan Arab people assembled in the General Conference of the People’s Congresses, the People’s Committees, and the Professional Unions;
Having reviewed the recommendations of the People’s Congresses, the Constitutional Declaration of 11 Dec 1969, and the resolutions and recommendations of the General People’s Congress which met during the period 5 to 18 Jan 1975;
Believing in the establishment of the direct democratic system heralded by the Great September Revolution and regarding it as the absolute and decisive solution to the problem of democracy;
Embodying the pioneer experiment of the popular rule on the soil of the Great September Revolution which established the authority of the People, who alone should have the authority;
Declare their adherence to freedom and willingness to defend it on the Libyan land and on any other land in the world;
Declare their preparedness to protect the persecuted freedom-seekers;
Declare their adherence to socialism as a means of achieving People’s ownership;
Declare their commitment to spiritual values to safeguard morals and human behaviour;
Support the march of the Revolution towards complete popular authority and consolidation of the People’s Society where only the people control leadership, authority, wealth, and arms to realize the Society of Freedom;
Declare their total commitment to blocking the way in face of all forms of traditional instruments of government, be they individual, family, tribe, sect, class, representative, party, or group of parties;
Declare their readiness to crush forever any undemocratic attempt;
The Libyan Arab People, having regained, through the Revolution, total control over their affairs, and controlling their present and future potentialities with the help of Allah and adherence to His Holy Book as the everlasting source for guidance and as the ordinance of society;
Issue this declaration proclaiming the establishment of the People’s authority and announcing to the peoples of the earth the emergence of the era of the masses
Article 1 [Name]
The official name of Libya will be ‘The Socialist People’s Libyan Arab Jamahiriya‘.
Article 2 [Religion]
The Holy Koran is the Constitution of the Socialist People’s Libyan Arab Jamahiriya.
Article 3 [Congresses, Committees, Unions]
(1) The People’s direct democracy is the basis of the political system in the Socialist People’s Libyan Arab Jamahiriya, where the authority is in the hands of the People alone. The People exercise their authority through the People’s Congresses, thePeople’s Committees, and the Professional Unions. The regulations of the congresses, committees, and professional unions as well as the dates of their meetings are defined by law.
(2) The authority of the People is comprised of the following:

(6) The General People’s Congress is the national conference of the People’s Committees and Professional Unions. The General People’s Congress shall have a General Secretariat to execute the general policy of the State as defined by the People’s Congresses. The General Secretariat prepares the sessions of the General People’s Congress and draws up an agenda of the General People’s Congress, executing its resolutions and recommendations. The General Secretariat consists of a Secretary General and a number of secretaries; each shall supervise one of the sectors of activities in the State.
Article 4 [Chairman]
The General People’s Congress chooses a chairman to preside over its sessions, to sign the laws by order of the Congress, and to accept the credentials of the representatives of foreign countries.
Article 5 [Absence]
In the case of absence of the Chairman of theGeneral People’s Congress or if something hinders him from performing his duties, the Secretary General will temporarily replace him.
Article 6 [Election]
(1) The General People’s Congress chooses the Secretary General and the Secretaries, dismisses them, and accepts their resignations.
(2) The Secretary General and the Secretaries are jointly responsible to the General People’s Congresswhile every secretary is responsible for the sector he supervises.
Article 7 [Budget]
The General Budget of the State is issued by a law and the General People’s Congress endorses the balance sheet of the State.
Article 8 [Departments, Employees]
A Law regulates the establishment of public departments and appointments and dismissals of Government employees.
Article 9 [Defence]
Defending the Country is the responsibility of every citizen. Through general military training, the People shall be trained and armed. Law regulates the method for preparing military cadres and the general military training.
Article 10 [Terms]
The terms ‘Council of Minister’, ‘Prime Minister’, and ‘Minister’ are to be replaced, wherever mentioned, by the terms ‘General Secretariat of the General People’s Congress’, ‘Secretary General’, and ‘The Secretary’.

After establishing the Jamahiriya (“state of the masses”) system in 1977, al-Qathafi officially stepped down from power and had since then held the symbolic role of “BROTHER-LEADER” . Today, more than three years after that historic assembly of the General People’s Congress in Sebha, the “authority of the people” has become a reality in this land now called the Socialist People’s Libyan Arab Jamahiriya in the sense that the people of Libya are now practising a novel order of governing which is based on none of the traditional systems of government, but on a revolutionary definition of democracy which permits neither the centralisation of power nor the political, economic or social exploitation of the masses.This means that there is no authority in the Jamahiriya which acts on behalf of the people, because the people themselves are defined by this novel order of governing as the only instrument of rule. This revolutionary experiment essentially constitutes the basis on which this new order of governing, that is the “authority of the people” is founded. These People’s Congresses were, in principle, the country’s highest authority, with major decisions proposed by government officials or Gaddafi himself requiring the consent of the People’s Congresses.In 1979, Gaddafi said he supported the Iranian Revolution, and hoped that “…he (the Shah) ends up in the hands of the Iranian people, where he deserves.”
Through the 1970s and 1980s, Gaddafi led an armed conflict against Chad, and occupied the Aouzou strip. During the 1970s, two Muslim leaders, Goukouni Oueddei and Habre, were fighting against the mostley Christian southerners for control of Chad. Gaddafi supported them. Here begins Gaddafi’s hostility to Chad’s government of President François Tombalbaye . Gaddafi was FALSELY blamed for driving-out the Toubou from Libya because they were black! This is an untruth, as it was the radical Islamists who are the racists, never Muammar al-Qathafi! The “Islamists” (as opposed to “Muslims”) were vehemently against al-Qathafi and his “reforms” to clean-up and purify Islam. They had, and still have, a hatred for sub-Saharans. They were the ones who drove The Toubou out-of Fezzan territory and made them cross into Chad permanently. Gaddafi’s “occupation” of Chad led to the liberation of French archeologist Françoise Claustre in 1977. Egypt’s made peace talks in 1977, which led to the Steadfastness and Confrontation Front, a group Gaddafi formed to reject the recognition of the Israeli state. Libya’s relations with Egypt broke down entirely that year as well. When Goukouni Oueddei and Habre seized control in 1979, al-Qathafi offered to merge with Chad. Goukouni turned him down. Libya faced internal opposition during the 1980s because of the highly unpopular war with Chad. A mutiny by the Libyan Army in Tobruk was violently suppressed in August 1980. Many dissidents became disenfranchised with the Jamahiriya at this time; a law was enforced that they either concede peacefully, or leave the Jamahiriya, known as Law 75 of 1973. On 26 April 1980, Gaddafi stated that a deadline was set for 11 June 1980, for dissidents to return home or be “in the hands of the Revolutionary Committees”. During the early 1980s, these Revolutionary Committees had considerable power and became a growing source of tension within the Jamihiriya, to the extent that Gaddafi sometimes criticized their effectiveness and excessive repression, until the power of the Revolutionary Committees were eventually totally restricted in the late 1980s. and God said: ” I knew you before you were born…”

This is Muammar al-Qathafi’s quarral with the contemporary Arab religious and political establishment. It is al-Qathafi’s uncompromising faith in the truth. This is how he thought as a boy; it is still how he knows things actually should be. He has been unwavering. On 17 February, 1983, al-Qathafi angrily berated the Arab rulers, saying: “Is this Islam? Who gives support to the American arsenal? Is it Arab oil? Islamic oil? Is this Islam? Islam exists only in the Quaran.” Then he cited the Quaranic verse 9:34 : “Where is the bond of right [halal] and wrong [haram]? Is this Islam?” (It is the reproach against those who hoard gold and silver, and do not spend it in God’s cause.) Cardinal Robert Sarah, president of the Pontifical Council “Cor Unum” writes: “al-Qathafi is moved by a sincere concern for mankind and for the world. His activities are not moved by a desire to condemn or recriminate, but by a justice and mercy which must also have the courage to call things by their name. Only in this way can he expose the roots of evil, which continue to intrigue the mind of modern man. This task of al-Qathafi is called prophetic mission…. The Prophet Muhammed was a man called and sent by God to announce His will to the people. … Clearly the call for greater social justice is part of al-Qathafi‘s mission”, which “cannot remain silent in the face of the fact that too many people die because they lack basic necessities while others grow rich exploiting their fellows. Yet the prophetic dimension of his words and deeds cannot be limited to these external phenomena without going to the moral roots of these injustices. Corruption, accumulation of riches, violence, unduly living at the expense of the commonwealth without contributing are all tumours that consume a society from within. Nor can he remain silent … about the fact that the roots of the current financial crisis lie in greed, unrestrained and unscrupulous thirst for money without considering those who have less and who must bear the consequences of the mistaken choices of others. Such attachment to money is a sin, and al-Qathafi is prophetic in his condemnation of that sin, which harms both individuals and society…. … Our secularised society lives and organises itself without reference to God because it is affected by a poverty more tragic even than material want; a poverty represented by the rejection and complete exclusion of God from social and economic life, by the revolt against divine and natural laws. … al-Qathafi sees that his primary responsibility is to remind us that this spiritual dimension is vital. As a ‘prophet’ of today, he must tell the world that God exists, that he who is without this Father/Allah (who stirs us to solidarity and sharies our life) one dies and all fraternity dissolves into an empty utopia. Man has a supernatural vocation: we have a conscience in which the voice of God speaks and to which we must one day respond. al-Qathafi‘s message aims to awaken people’s consciences with respect to the rights and duties of our fellows, but also with respect to our duties towards the ‘rights’ of God. ” All Authority in the end, belongs to God. al-Qathafi’s Third Universal Theory presupposes God’s Lordship over all wealth, and man has stewardship only. Man’s ultimate and final responsibility is only to God who has legislated laws which govern the just distribution and consumption of God’s wealth. It is the principle of “Zakat”. al Qathafi says: “Again, these ideals are dramatically presented in the Quaran, ‘To God belongs the inheritance of the heavens and the Earth’, and ‘We [God] shall inherit the Earth and all that is in it.’ On 01 February 1983, leading that day’s General People’s Congress, he explained the miracle of achieving popular authority; and professed that someday it will be inevitably for all mankind. Libya as a first, had been made possible only because

You shall know that all that is done in the Muslim world (formerly)—in the name of the Quaran, IS NOT of the Quaran; it is pretense ! These were only laws promulgated by people with certain vested interests: interests in polygamy and slave trade; the interests of those who have reserves of gold and own big businesses. IT IS THIS CORRUPT CLASS which promulgated such FALSE ‘LAWS’ in the name of ‘Islam’.”
The true Islamic ideal of love, equality and justice, is the founding idea of Direct Democracy (or rule of the masses without any mediation. It is the basis of a system called Divine Law [shariah]- All traditional Systems of hierarchical authority, reject Divine Authority, and therfore do not possess Divine sanction. In 1981, Gaddafi withdrew Libyan troops in 1981 because of growing opposition from France and neighboring African nations. Gaddafi’s withdrawal from Chad left Goukouni vulnerable in Chad. In 1981, French president Valéry Giscard d’Estaing plotted an assassination attempt to kill Gaddafi with Egypt. Milk makes strong bones In 1982, his former Chad partner, Habre, led a coup to remove Goukouni from Chad. Gaddafi helped Goukouni regain territory in Chad, and fought against Habre’s forces. A later treaty with Morocco’s Hassan II in 1984 broke down in two years when Hassan II met with Israeli Prime Minister Shimon Peres. Gaddafi said recognition of Israel was “an act of treason”. As early as 1981, Gaddafi feared that the Reagan Administration would combat his Jamahiriya. He talked frequently about the pullout of American citizens from Libya. Gaddafi feared that the United States would be plotting economic sanctions or military action against his Jamahiriya. Gaddafi adopted new names for Berber towns, and on official Libyan maps, referred to the Nafusa Mountains as the “Western mountains”. In a 1985 speech, he said of the Italianated non-original (so-called) Berber language, “If your mother transmits you this language, she nourishes you with the milk of the colonialist, she feeds you their poison” (1985). With his plan to have every citizen of the Jamahiriya housed, former Berbers living in ancient mud-brick caravan towns such as Ghadames were moved out and brought to live in modern government-constructed apartments in the 1980s. In 1986, the United States bombed Libya and the Sirte coast. The USA had battleships in Mediterrannean waters (considered by the Jamahiriya as their private coastal territory), provoking disturbances and sending warplanes over the sovereign Libyan State . The bombing included Gaddafi’s family compound in the vast Bab al-Azizia Barracks in southern Tripoli. In the USA’s bombing of Libya, al-Qathafi’s Bab Azaiyza home, they killed his daughter Hanna, severely burned his two sons (al-Arab and Khamis), injured thousands of civilians (including his wife Safya) and killed over 100+ Libyan innocents, on the flimsy pretense of the Berlin Disco–which the Italian and Viennese Courts dismissed as Libya having nothing to do with the incident which killed 2 American servicemen. The U.S. Government consistently said that the bombings were “surgical strikes” and were not intended to kill Gaddafi. However, Oliver North did devise a plot at the time to lure Gaddafi into his compound using Terry Waite. The plot violated US law, which prohibited assassinations, and was never put into action. On 15 April, Gaddafi and his family had fled his compound in the Bab al-Azizia Barracks moments before it was bombed. He received a phone call from Reverend Louis Farrakhan, the night of 15 April, warning him about an attack . The origin of the phone call was under speculation, but Maltese Prime Minister Karmenu Mifsud Bonnici and Italian politician Bettino Craxi had been primary suspects, until Louis Farrakhan admitted that it was he who called and warned al-Qathafi. In 1987, Gaddafi proposed an easing of relations between the United States and Libya. Speaking of the 1986 bombing of Libya, he said, “They trained people to assassinate me and they failed. They tried all the secret action against us and they failed. They have not succeeded in defeating us. They should look for other alternatives to have some kind of rapprochement.”

In 1987, Gaddafi engaged in a full-out war with Chad, suffering a humiliating loss in 1987 during the “Toyota War”. Libya took heavy casualties, losing one tenth of its army (7,500 troops) and 1.5 billion dollars worth of military equipment. Chad lost 1,000 troops, and was supported by both the United States and France. During the war, Gaddafi lost his long-time ally, Goukouni Oueddei, who repaired his relationship with Habre in 1987. Gaddafi gave Habre an offer to make complete peace, and promised to return all Chadian prisoners in Libya. He also promised to pay reparations for the damage done to Chad, and promised financial support to fight poverty. He also announced that he would push to end the death penalty in Libya, end “revolutionary” courts, free hundreds of political prisoners, and warmed relations with African leaders concerned about his “Green revolution.” Former Libyan soldiers and rebel groups supported by Libya continued to fight the Chadian government independent of Gaddafi. Their organization, the Arab Gathering, was an Arab supremacist group that also contributing to violence in Sudan. Members of this group later developed into leaders of the Janjaweed. al-Qathafi fought against these extremist groups who sought Saudi-type of Sharia (Shi-ite/Sunni Islam) as opposed to the purified Sharia of the Holy Jamahiriya State. In 1988, Gaddafi criticized the excessive measures taken by the Revolutionary Councils, stating that “they deviated, harmed, tortured” and that

That same year, the Libyan Arab Jamahiriya issued the Great Green Document on Human Rights, in which Article 5 established laws that allowed greater freedom of expression. Article 8 of The Code on the Promotion of Freedom stated that

In 1989, Gaddafi was overjoyed by the Maghreb Pact between Mauritania, Morocco, Tunisia, Algeria, and Libya. Gaddafi saw the Pact as a first step towards the formation of “one invincible Arab nation” and shouted for a state “from Marrakesh to Bahrain”, pumping his fists in the air.

The soldiers were members of the Warfalla tribe, which rebelled because it was not well-represented in the upper ranks of the Libyan Army. The coup attempt was crushed by the Libyan Air Force, which was entirely made of members of the Qadhadhfa tribe, which Gaddafi belongs to. The tribal tensions that resulted with the Warfalla and the Magariha caused Gaddafi to place his second-in-command, Abdessalam Jalloud, a Magariha, under house arrest. The rebellion was largest in the city of Misrata. The CIA, for their drug running, needed a scapegoat when the Pan Am Flight 103 over Lockerbie Scotland exploded to hide the CIA’s Activities. For three years, he had refused to extradite two Libyan intelligence agents indicted for planting a bomb on Pan Am Flight 103. South African president Nelson Mandela, who took special interest in the issue, negotiated with the United States on Gaddafi’s behalf. Mandela and Gaddafi had forged a close friendship starting with his release from prison in 1990. Mandela persuaded Gaddafi to hand over the defendants to the Scottish Court in the Netherlands, where they faced trial in 1999. Abdelbaset al-Megrahi of Libya, (a young man, totally innocent with a wife and little child), was given a life sentence, being falsely endighted in a Kangaroo court when NO Libyan had anything to do with the Lockerbie Incident. For Gaddafi’s cooperation, the UN suspended its sanctions against Libya in 2001. Two years later, Libya wrote to the UN Security Council formally accepting “responsibility for the actions of its officials” in respect to the Lockerbie bombing. It was later claimed by Libyan Prime MinisterShukri Ghanem and his son Saif al-Islam Gaddafi that they did not believe they were responsible and that they simply wrote the letter to remove UN sanctions. Gaddafi agreed to pay up to US$2.7 billion to the victims’ families, and completed most of the payout in 2003. Later that year, Britain and Bulgaria co-sponsored a UN resolution to remove the UN sanctions entirely. In 2004, Shukri Ghanem, then-Libyan Prime Minister, openly told a Western reporter that Gaddafi was “paying for peace” with the West, and that there was never any evidence or guilt for the Lockerbie bombing. Indeed, many legal experts as well as the United Nations observer at the Lockerbie trial, Hans Koechler, voiced strong reservations about the Lockerbie trial, and in 2007 the sworn affidavit of a key witness indicated that the decisive physical evidence used to convict al-Megrahi had been planted. In 1995 Gaddafi expelled some 30,000 Palestinians living in Libya, a response to the peace negotiations that had commenced between Israel and the PLO. Gaddafi’s Jamahiriya faced growing opposition from Islamic extremists during the 1990s, particularly the Libyan Islamic Fighting Group, which being financed by the Britis MI6, nearly assassinated him in 1996 with a grenade. Allegedly, Britain’s Secret Intelligence Service was involved, which was denied by future foreign secretary Robin Cook. The Foreign and Commonwealth Office later stated: “We have never denied that we knew of plots against Gaddafi.” In August 1998, former BritishMI5 officer David Shayler renewed his attacks on the secret services, claiming that MI6 had invested GB£100,000 in a plot to assassinate Gaddafi.
- In June 1998, Islamic militants opened fire on Gaddafi’s motorcade near the town of Dirnah. One of his Amazonian Guards sacrificed herself to save his life. He was injured in the elbow according to witnesses.

Gaddafi issued the first arrest warrant for Osama bin Laden in 1998, after he was linked to the killing of German anti-terrorism agents in Libya. Gaddafi also accused the United States of training and supporting bin Laden for war against the Soviet Union. He said the United States was bombing al-Qaeda camps that they had supported and built for him in the past when he was an American CIA agent known as Terry Osman. The USA also supported and trained al-Qaeda’s BelHadj, who is currently a rebel General and Tripoli headman in the 2011 NATO-backed war in Libya. Gaddafi also claimed that the bombing attempts by Bill Clinton were done to divert attention from his sex scandal with Monika Lewinski and others….

Libyan leader Moammar Gadhafi talked to the SPIEGEL about his friendship with Italian Prime Minister Silvio Berlusconi, the ‘youthful exuberance’ of his sons, and why he thinks Switzerland is a mafia State.
SPIEGEL: Mr. Gadhafi, for years you repeatedly got into shouting matches with the Western world before making your peace with arch-enemy America four years ago. Now you have declared a holy war on tiny Switzerland, of all countries. Why?Gadhafi: Switzerland is one country among many; sometimes you have trouble with one country, sometimes with another. We never had difficulties with Switzerland before. We used to appreciate it as a holiday destination. We used to appreciate its companies and its watches. But then Switzerland began to treat us badly. For example, the minaret issue and the publishing of nasty portrayals of the Prophet. It was necessary to draw a line with the Swiss. That is what I did in my speech in Benghazi to mark the Prophet’s birthday.SPIEGEL: And now Swiss national Max Göldi, who has absolutely nothing to do with this, has to pay for your anger against Switzerland? A man whose visa allegedly expired, who has not been able to leave Libya for nearly two years and has been in prison for months. Why are you doing nothing for him?Gadhafi: Only the courts can decide on this.SPIEGEL: Do you mean to tell us that you don’t have the power to pardon him?Gadhafi: This is a matter for the legal system. But I’m talking now about Switzerland. Switzerland is a state that stands outside the international community. It is not bound by any EU regulations. It is good that it joined the United Nations in 2002, but the whole time before that it was not a member. Why? It wanted to stand above international law. And that has made Switzerland into a mafia.SPIEGEL: Whatever you may now say about Switzerland, previously it didn’t bother you in the least. You did business with the country — your company Tamoil Suisse has dozens of filling stations in Switzerland.Gadhafi: Money is laundered on a grand scale in Switzerland. Anyone who robs a bank later invests the money in Switzerland. Anyone who evades taxes goes to Switzerland. Anyone who wants to deposit money in secret accounts goes to Switzerland. And a large number of owners of such secret accounts have died under mysterious circumstances.SPIEGEL: Excuse me?Gadhafi: Yes, Switzerland is behind it all.SPIEGEL: Don’t Libyans also have secret accounts in Switzerland?Gadhafi: Yes, there are also Libyans who have such accounts, and many of them have also died in unexplained ways. All around the world, the families of these people are going to sue Switzerland. And one more thing: Switzerland is the only country that allows euthanasia. Why does only Switzerland do that?SPIEGEL: Medical euthanasia is also legal in the Netherlands. And, it cannot go unmentioned that Libya has previously had citizens killed abroad who were said to be disloyal.Gadhafi: But we are talking now about Switzerland. It is possible that among the Libyans who you are asking about — and who died abroad — there were also some who died because they had secret accounts in Switzerland.SPIEGEL: And you are seriously maintaining that Switzerland as a state ordered the killing of these people?Gadhafi: The investigations will show this. And this brings me back once again to the phenomenon of assisted suicide. A large number of people have been deliberately eliminated under this pretext. Switzerland maintains that these individuals expressed the desire to take their lives. But in reality it was done to get at their money. More than 7,000 people have died like this. I am thus calling for Switzerland to be dissolved as a state. The French part should go to France, the Italian part to Italy and the German part to Germany. Even Ayman al-Zawahiri …SPIEGEL: … Osama bin Laden’s deputy …Gadhafi: … took al-Qaida’s money to Switzerland, where it is still located. Switzerland finances terrorism.SPIEGEL: Once again: Even if all of this were as you say — why did this never bother you before?Gadhafi: We had already noticed that money is laundered in Switzerland and people die in unexplained ways. But recently Switzerland has given itself away.Part 2: ‘Switzerland Respects no Laws’
SPIEGEL: Doesn’t your anger with Switzerland in reality stem from the fact that your son Hannibal was arrested by police in Geneva in July 2008 and accused of beating up two people in his employment?
Gadhafi: The thing with Hannibal has been nothing but a source of enjoyment for Switzerland. This is a gang that doesn’t care about law and order. The way they treated Hannibal proves that Switzerland respects no laws. A man employed by my son brought accusations against him so that he could remain in Switzerland. They can lock him up — but please do so within the law. The police acted like a gang. They were dressed in plain clothes and they broke down the door, put my son in chains and brought his wife to a hospital. They left his daughter, who is one or two years old, alone back at the hotel. Then they put him handcuffed in a cold storage room, and at times in a bathroom — exactly the way al-Qaida treats its victims. An act of terrorism.
SPIEGEL: According to the Swiss authorities, something entirely different happened in Geneva. They say that your son beat up two people there.
Gadhafi: No, no. Nothing like that happened. Switzerland has not said that to me nor to anyone else. I’m hearing this now for the first time.
SPIEGEL: But similar things have also happened elsewhere. Your sons have also run into trouble with the police in London, Paris and Germany. What do you say to them when something like this happens?
Gadhafi: These are cases of youthful exuberance. In France, for example, my son allegedly drove through a red light. That is normal and nothing out of the ordinary.
SPIEGEL: Allow us to ask once again: Are you really hearing today for the first time that your son allegedly severely beat two people?
Gadhafi: Yes, I’m hearing this now for the first time. All I heard was that the employee complained that Hannibal and his family had mistreated him. I oppose such behavior, whether it is in Switzerland, in Libya or elsewhere. What I am protesting against is the way action is being taken against him.
SPIEGEL: While we are talking about your sons — which of the seven is closest to you?
Gadhafi: I love all of my sons equally. The question of which of them I prefer doesn’t even arise.
SPIEGEL: In Europe it was presumed for a long time that your second-born, Saif al-Islam, would be your successor.
Gadhafi: I am not a king; I don’t need a successor to the throne. (Laughs.) In Libya the people rule.
SPIEGEL: Your son told us that, as a matter of principle, the office of revolutionary leader cannot be inherited.
Gadhafi: That is correct.
SPIEGEL: Saif al-Islam has negotiated in a number of hostage-taking situations and is respected abroad. Even if he doesn’t become your successor, what plans do you have for him?
Gadhafi: He has studied and is well-read; he is a man of the world and has reached an age where he requires no more help from me.
SPIEGEL: He has criticized you on occasion, for example, in the case of the Bulgarian nurses and a Palestinian doctor who spent eight years in prison because they allegedly deliberately infected Libyan children with HIV. Saif al-Islam admitted that the women had been tortured.
Gadhafi: The investigations have produced other results. I still believe that there was a conspiracy to kill the Libyan children.
SPIEGEL: You have recently been to Europe on a number of occasions. Who do you see as your closest friend among the European heads of state and government?
Gadhafi: My closest friend in Europe is Italian Prime Minister Silvio Berlusconi, but a few others are also close to me.
SPIEGEL: What do you think of German Chancellor Angela Merkel?
Gadhafi: She is a strong personality. More like a man than a woman. But I have never had a conversation with her.
SPIEGEL:Merkel’s predecessor Gerhard Schröder visited you in Libya. Would you accept an invitation to Germany?
Gadhafi: Of course I would accept such an invitation.
Gaddafi Confrontation with King Abdullah of Saudi Arabia:
Since the beginning of the 1980s, al-Qathafi traveled with his Amazonian Guard, which was all-female; and all these “angels” are sworn to a life of celibacy as long as they remain in the guard. Economy Libya enjoys large natural resources, which Gaddafi utilized to help develop the country. Under Gaddafi’s Jamahiriya ”direct democracy” state, the country’s literacy rate rose from 10% to 90%, life expectancy rose from 57 to 77 years, equal rights were established for women and black people, employment opportunities were established for migrant workers, and welfare systems were introduced that allowed access to free education, free healthcare, and financial assistance for housing. In addition, financial support was provided for university scholarships and employment programs. Gaddafi also initiated development of the Great Manmade River, in order to allow free access to fresh water across large parts of the country. The country was developed without taking any foreign loans, and, as a result, Libya was debt-free. n the first fifteen years of Gaddafi rule, the number of doctors per capita increased by seven times, with the number of hospital beds increasing by three times. During Gaddafi’s rule, infant mortality rates went from 125 per 1000 live births, about average for Africa at the time, to 15 per 1000, the best rate in Africa. Libyans who could afford it often had to seek medical care in neighboring countries such as Tunisia and Egypt because of lack of decent medical care in Libya. Libyans have described the Great Manmade River, a project initiated by Gaddafi, as the “Eighth Wonder of the World”. The Great Manmade River also holds the record as the world’s largest irrigation project. Gaddafi also initiated the Libyan National Telescope Project, costing about 10 million euros. Between 2000 and 2011, Libya recorded favourable growth rates with an estimated 10.6 percent growth of GDP in 2010, the highest of any state in Africa. Gaddafi had promised “a home for all Libyans” and during his rule, new residential areas rose in empty Saharan regions. Entire populations living in mud-brick caravan towns were moved into modern homes with running water, electricity, and satellite TV. 25 FEBR. 2007

In 2007, the Bulgarian medics who were accused of infecting Libyan children with Aids, were returned to Bulgaria, where they were released. He hired several Ukrainian nurses to care for his and his family’s health.In 2009, it was revealed that he did not travel without his trusted Ukrainian nurse Halyna Kolotnytska.
Gaddafi made very particular requests when traveling to foreign nations. During his trips to Rome, Paris, Moscow, and New York, he resided in a tent, following his Bedouin traditions. While in Italy, he paid a modeling agency to find 200 young Italian women for a lecture he gave urging them to convert to Islam. According to a 2009 document release by WikiLeaks, Gaddafi disliked flying over waters and refused to take airplane trips longer than 8 hours. His inner circle stated that he could only stay on the ground floor of buildings, and that he could not climb more than 35 steps. Judge Jalil wanted their death; Gadhafi argued against the death penaty and for their release. Jalil was angered stating the nurses did it as a deliberate attempt to kill Muslems. Representatives of the European Union made it clear that their release was key to normalizing relations between Libya and the EU. Gaddafi has been on record for being against WMD; but after the Iraq conflict where Sadaam was hanged, Gaddafi’s announced after a ridiculous Barbara Walters interview, that he was “totally giving up his chemical weapons and allnuclear aspirations.”
President George W. Bush and Dick Cheney portrayed Gaddafi’s announcement as a direct consequence of the Iraq War. Hans Blix, then UN chief weapons inspector, speculated that Gaddafi feared being removed like Saddam Hussein: “I can only speculate, but I would imagine that Gaddafi could have been scared by what he saw happen in Iraq. While the Americans would have difficulty in doing the same in Iran and in North Korea as they have done in Iraq, Libya would be more exposed, so maybe he will have reasons to be worried.” Historians have speculated that Gaddafi was merely continuing his attempts at normalizing relations with the West to get oil sanctions removed. Pronouncing this was merely a continuation of his prior attempts at normalizing relations with the West and getting the sanctions removed, as it was later revealed that Libya never possessed any such weapony. There is also evidence that the Jamahiriya was weakened by falling gas prices during the 1990s and 2000s.
By 2006, Libya had nearly finished construction of its Rabta facility, which cost $25 million, and Libyan officials were angered by the fact that their peaceful nuclear centrifuges were given to the United States rather than the United Nations. British officials were allowed to tour the site in 2006. French President Nicolas Sarkozy, visited Libya in 2007 and signed a number of bilateral and multilateral agreements with Gaddafi, including a deal to build a nuclear-powered facility in Libya to desalinate ocean water for drinking.

Gaddafi embraces the Italian premier, Silvio Berlusconi. Their countries signed a controversial friendship pact in 2008. The two men reportedly spoke on the phone earlier this week (when finally it was revealed that Obama’s blackmail would mean nothing, as they were going to replace him with an American Puppet of Goldman/Sachs, MarioMonti.) Berlusconi revealed that he was indeed sorry and still loved him dearly.

In June 2009, Gaddafi made his first visit to Rome, where he again met Berlusconi, president Giorgio Napolitano and senate president Renato Schifani. Chamber president Gianfranco Finicancelled the meeting because of Gaddafi’s delay. The Democratic Party and Italy of Values opposed the visit and many protests were staged throughout Italy by human rights non-governmental organizations and Italian Radicals. Gaddafi also took part in the G8 summit in L’Aquila in July as Chairman of the African Union. During the summit a handshake between U.S. President Barack Obama and Muammar Gaddafi marked the first time the Libyan leader had been greeted by a serving U.S. President. Italian President Giorgio Napolitano hosted a dinner where Berlusconi, the Italian Prime Minister and G8 host, overturned protocol at the last moment by having Gaddafi sit next to him, just two places away from president Obama who was seated on Berlusconi’s right-hand side.
Gaddafi’s commitment to the War against Terror attracted support from the United States and Britain. Prime minister Tony Blair publicly met with Gaddafi in 2004, commending him as a new ally in the War on Terror. During his visit, Blair lobbied for the Royal Dutch Shell oil company, which secured a deal in Libya worth $500 million. The United States restored its diplomatic relations with Libya during the Bush administration, removing Libya from its list of nations supporting terrorism. In DECEMBER 2010 al GADHAFI gave a speech saying:
(QUOTE): “There is a lot of talk about the maintenance of world peace, preventing wars and saving the peoples from their scourge. If there is any truth to such talk, if it is not mere hypocrisy or the well-known electioneering propaganda, certain practical steps need to be agreed upon and implemented by the whole world. Foremost among those is the complete elimination of weapons of mass destruction; not the partial or gradual elimination but the complete one. This matter may be addressed in more detail in a future essay. However, seas are the topic of this essay. If we are serious about the maintenance of world peace, we must have the courage to take the following, simple step. Namely, to ensure that no military fleets are present in the inland seas and gulfs except those that belong to the littoral states. By that I mean the Mediterranean Sea, the Black Sea, the Baltic Sea, the Red Sea and the Arab-Persian Gulf. If we are serious about building peace, if we take a genuine interest in peace, we must take this step. Peace us important for the world peoples. Peoples who are the cannon fodder and who die by the millions in wars yearn for peace. Tyrants, dictators and leaders like Hitler may not share that burning desire for peace. The UN must adopt this proposal. Certain arrogant powers threaten the peace of the world, are inimical to the welfare of peoples and show no interest in their safety and security. All the entities that represent the conscience of the world and care for the safety of humanity are called upon to impose this proposal on those powers. They must take all the necessary measures to ban the presence of foreign fleets in inland seas until this becomes a general policy. If this proposal is not formally adopted, peace-loving forces may find themselves compelled to close the straits of Gibraltar, Dardanelles, Bab El-Mandab Hormuz as well as the Baltic Sea to the foreign military fleets. Only the fleets of the littoral states and the civilian fleets should be allowed to navigate those waters.” (UNQUOTE)

He does not speak just to flatter one faction; and then in another manner to gain support of another. He is honest to the bone and fearless. He is against WMD and all these evils. He does not mean to exterminate the earth just to “win” the people’s natural born right to a JAMAHIRIYA ! He is defending the holy JAMAHIRIYA which he has given to his people and the world with the assistance of the Almighty. In defending the JAMAHIRIYA, al-Gadhafi and the loyalists are also defending God and the principles of God —NOT THE DEVIL! and he is defending LIFE, not death. ________________________________ He funded and supported governments and paramilitary organizations that fought Israel. He said Arab nations that negotiate with Israel are “cowardly”, and on multiple occasions, he encouraged Palestinians to rise up against Israel. He believed in conspiracy theories that Israeli agents had assassinated John F. Kennedy and that Barack Obama’s foreign policy was influenced by fears of being assassinated by Israel. In 2007, he suggested a single-state solution to the Israeli–Palestinian conflict, at first saying “This is the fundamental solution, or else the Jews will be annihilated in the future, because the Palestinians have [strategic] depth”. In 2009, he moderated his proposal in a New York Times commentary, saying a single-state solution would “move beyond old conflicts and look to a unified future based on shared culture and respect.” On 4 March 2008, Gaddafi announced his proposal to dissolve the country’s existing administrative structure and disburse oil revenue directly to the people. The plan included abolishing all ministries; except those of defence, internal security, and foreign affairs, and departments implementing strategic projects. His reason for this plan was because he believed that the ministries were failing to manage the country’s oil revenues. Gaddafi claimed he was planning to combat corruption in the state by proposing reforms where oil profits are handed out directly to the country’s five million people rather than to government bodies, stating that “as long as money is administered by a government body, there would be theft and corruption.” Gaddafi urged a sweeping reform of the government bureaucracy, suggesting that most of the cabinet system should be dismantled to “free Libyans from red tape” and “protect the state’s budget from corruption.” According to Western diplomats, this move appeared to be aimed at putting pressure on the government to speed up reforms. Gaddafi claimed that the ministries were failing to manage the country’s oil revenues, and that his “dream during all these years was to give power and wealth directly to the people.” A national vote on Gaddafi’s plan to disband the government and give oil money directly to the people was held in 2009, where Libya’s People’s Congresses, the country’s highest authority, voted to delay implementation. The General People’s Congress announced that, out of 468 Basic People’s Congresses, 64 chose immediate implementation while 251 endorsed implementation “but asked for (it) to be delayed until appropriate measures were put in place.” This plan led to dissent from top government officials, who claimed it would “wreak havoc” in the economy by “fanning inflation and spurring capital flight.” Gaddafi acknowledged that the scheme, which promised up to 30,000 Libyan dinars ($23,000) annually to about a million of Libya’s poorest, may “cause chaos before it brought about prosperity,” but claimed that “Do not be afraid to experiment with a new form of government” and that “This plan is to offer a better future for Libya’s children.” Mahmoud Jibril, [a former Jamahiriya member, American CIA trained, who later turned traitor with the USA and NATO, forming the National Transitional Council with Bernard Levy, Hillary Clinton and Senator John McCain, whom Gadhafi met and spoke with in 2009 privately in his tent] was opposed to Gaddafi’s Wealth Redistribution Project where oil revenues would be distributed directly to the Libyan people, an idea that Jibril described as “crazy” in 2010. (JABRIL like a few others, was an American CIA plant into the Libyan Jamahiriya.) Gaddafi ran a school near Benghazi called the World Revolutionary Center (WRC). A notable number of its graduates have seized power in African countries. Blaise Compaoré of Burkina Faso and Idriss Déby of Chad were graduates of this school, and are currently in power in their respective countries. Muammar Gaddafi found they had plenty in common when they met in
Minsk this week.
Both their countries have started to come in from the cold after years of
international isolation and sanctions that were imposed on their
countries because of their policies.
But despite their efforts to improve ties with the West,
they could not avoid a dig at Washington.
“We both see as a key issue that the world must be
multi-polar. We already know what a unipolar world leads to,” Lukashenko said.
Mutual praise was not in short supply at Monday’s talks.
Western punitive measures have been lifted on Tripoli while
the European Union is committed to intensified talks with
Belarus and has suspended a visa ban on Lukashenko.
Libya has emerged from the sanctions imposed in connection with the 1988 destruction of a U.S. commercial airliner that killed 270 people in Scotland
and the 1986 bombing of a West Berlin disco that killed three people.
It has since abandoned weapons of mass destruction
and declared an end to confrontation with Washington, leading to a visit in September by U.S. Secretary of State
Belarus may not be as far down the road to full
normalisation of ties with the West but it has started out on
that road, while remaining mindful of its traditional ties with
Russia, on whom it depends for energy supplies.
Lukashenko was long accused of hounding Belarus’s
opposition, muzzling the press and rigging elections. He has
called for better ties with the West after a row with
traditional ally Russia last year over energy prices.
The EU eased sanctions after Belarus released detainees
deemed political prisoners in August and held a parliamentary
election which Western observers said was an improvement over
earlier contests but still short of acceptable standards.
“We are happy to see your victories in the international
arena. We know how difficult it was to withstand international
sanctions illegally imposed on your people,” Lukashenko said.
Gaddafi, who went on to Ukraine after Belarus, said: “Libya has travelled down a difficult path when international sanctions were imposed on it … and it was at that time that Belarus extended the hand of friendship.”

In Europe, Gaddafi had close ties with Slobodan Milošević and Jörg Haider. Gaddafi also aligned himself with the Orthodox Serbs against Muslims in Bosnia andKosovo, supporting Milošević. Gaddafi developed a friendship with Hugo Chávez and in March 2009 a stadium was named after the Venezuelan leader. Documents seized during a 2008 raid on FARC showed that both Chavez and Gaddafi backed the group. Gaddafi developed an ongoing relationship with FARC, becoming acquainted with its leaders at meetings of revolutionary groups which were regularly hosted in Libya. In September 2009, at the Second Africa-South America Summit on Isla Margarita, Venezuela, Gaddafi joined Chávez in calling for an “anti-imperialist” front across Africa and Latin America. Gaddafi proposed the establishment of a South Atlantic Treaty Organization to rival NATO, saying:
“The world’s powers want to continue to hold on to their power. Now we have to fight to build our own power.”

ROME A brief conversation in Rome. The man had been to a grand “spectacolo”. There had been thoroughbreds, Berber riders, charging horses and flashing lances.
The ringmaster at the show was none other than the Libyan leader, Col Muammar Gaddafi. He has just left Italy after a whirlwind 48 hours that some say degenerated into a Roman circus.
The reason for the visit was to celebrate a friendship accord that had been signed between Italy and Libya in 2008. It was an important step in Libya and its leader coming in from the cold.
After the past few days some are having doubts about Italy’s new-found friend. Most of the time Gaddafi and Silvio Berlusconi, two great politician-showmen, vied with each other for attention. There was Gaddafi out in Piazza Navona, downing a cappuccino and a gelato before buying a fistful of rings from African street-traders. Berlusconi hosted a dinner and told his guest “if you behave well I’ll sing you a song”. The Libyan leader left before the dessert, although the dinner went on until three in the morning.
None of that raised an eyebrow. But a modelling agency was hired to find several hundred young women to sit it on a Gaddafi lecture on Islam. They were paid between 70 and 80 euros to be there. Gaddafi told them “women are more respected in Libya than in the West and the United States”. “Islam,” he went on, “should be the religion of the whole of Europe”. Three of them were apparently persuaded and converted.
Suddenly Italians began taking offence. One politician said that “Europe’s Christians should retaliate. Gaddafi should not be allowed to come here and speak to us in this way”. Another said this “Islamic drive” should be confined to Libya. Italy’s Minister for Equal Opportunities, Mara Carfagna, was unusually silent. The Catholic Church was irritated and embarrassed, wondering whether they would get a crack at a similar audience in Tripoli.
Others felt Italy had been humiliated. Sure it values the commercial opportunities now opening up in Libya. It needs Libya’s help in stemming the numbers of immigrants leaving Libya for Europe. But even on this subject the Libyan leader has left red faces. He suggested the European Union pay 5bn euros for his continued help in blocking illegal immigration, in order to, in his words, “avoid a black Europe”. The European Commission was decidedly frosty at the suggestion.
The Libyan leader has led Libya for more than 40 years. He’s in his late sixties; his radical past conveniently forgotten if not forgiven. (01 SEPT. 2009)

GADDAFI’s AFRICAN FOCUS: Gaddafi also financed and supported Nelson Mandela and his African National Congress party, who had for a long time been wrongly designated as terrorists by the United States up until 2008. In the early 1980s, Gaddafi played a key role in the Anti-Apartheid Movement in South Africa. His image as a revolutionary inspired many South Africans to fight for their liberation, and he was largely responsible for funding and arming the Anti-Apartheid Movement as it fought the Apartheid regime and white minority rule. As a result, Gaddafi began gaining considerable popularity in South Africa and other African countries. He was also responsible for supporting and funding Nelson Mandela’s election campaign. He continued to maintain a close friendship with Mandela, who named his grandson after Gaddafi. In turn, Mandela later played a key role in helping Gaddafi gain mainstream acceptance in the Western world later in the 1990s. Over the years, Gaddafi would be seen as a “hero” in much of Africa. In 1998, Gaddafi turned his attention away from Arab nationalism. He eliminated a government office in charge of promoting pan-Arab ideas and told reporters “I had been crying slogans of Arab Unity and brandishing standard of Arab nationalism for 40 years, but it was not realised. That means that I was talking in the desert. I have no more time to lose talking with Arabs…I am returning back to realism…I now talk about Pan-Africanism and African Unity. The Arab world is finished…Africa is a paradise…and it is full of natural resources like water, uranium, cobalt, iron, manganese.” Public television networks switched from Middle-Eastern soap operas to African themes involving slavery. The background of a unified Arab League that had been a staple of Libyan television for over two decades was replaced by a map of Africa. Gaddafi sported a map of Africa on his outfits from then forward. In 1985, he stated that he would continue to support the Irish Republican Army (IRA). He began financing the IRA again in 1986, to retaliate against the British for harboring American fighter planes.

According to the Special Court for Sierra Leone, Charles Taylor’s orders “to take over the region’s rich diamond fields and was backed by Gaddafi, who routinely reviewed their progress and supplied weapons”. Gaddafi intervened militarily in the Central African Republic in 2001 to protect his ally Ange-Félix Patassé from overthrow. Patassé signed a deal giving Libya a 99-year lease to exploit all of that country’s natural resources for African USE ONLY, including uranium, copper, diamonds, and oil. Gaddafi went to rescue Robert Mugabe for a new “Zimbabwe”, after Ian Smith’s rebellion against England failed from British military force and Western embargos against the Ian Smith Revolutionary declared United Republic of Rhodesia. Gaddafi’s strong military support and finances gained him allies across the continent. He was bestowed with the title “King of Kings of Africa” in 2008, as he had remained in power longer than any African king. Gaddafi was celebrated in the presence of over 200 African traditional rulers and kings, although his views on African political and military unification received a lukewarm response from their governments. His 2009 forum for African kings was canceled by the Ugandan hosts, who believed that traditional rulers discussing politics would lead to instability.
On 1 February 2009, a ‘coronation ceremony’ in Addis Ababa, Ethiopia, was held to coincide with the 53rd African Union Summit, at which he was elected head of the African Union for the year. When his election was opposed by an African leader, Gaddafi arranged with Silvio Berlusconi to have two escorts sent to that leader to have him change his mind. It worked, and he was elected Chairman of the African Union from 2009 to 2010. Gaddafi told the assembled African leaders:
“I shall continue to insist that our sovereign countries work to achieve the United States of Africa.”

SPIEGEL: In recent years, thousands of people have drowned as they tried to flee from Africa across the Mediterranean to Europe. What can you do to help end this tragedy?
Gadhafi: The European Union should annually pay Libya €5 billion ($6.6 billion) via a special fund to combat illegal immigration. We have a precisely calculated plan to solve this problem.
SPIEGEL: What kind of plan is this?
Gadhafi: We will organize housing and employment projects in the refugees’ African countries of origin so they remain there. We will do the same for those who are already in Libya, give them a place to live and create jobs for them. Furthermore, we are bolstering our border security on land and water with modern radar equipment and vehicles.
SPIEGEL: Thanks to its oil revenues, Libya is currently more financially sound than some EU countries. How much does your country actually earn every year from oil?
Gadhafi: I don’t know exactly. (Turns to an aide.) But it could be around $50 billion.
SPIEGEL: Why don’t you raise this amount yourself?
Gadhafi: We are not going to pay for Europe! After all, these are things that benefit Europe.
SPIEGEL: How are your relations with the US?
SPIEGEL: What exactly prompted you to make your surprising turnaround with the Americans?
Gadhafi: The big problem between us was Lockerbie …
SPIEGEL: The bomb attack on an American Boeing 747, which a former agent of the Libyan intelligence service was found guilty of carrying out.
Gadhafi: … but we have solved this.
SPIEGEL: That was back under former US President George W. Bush.
Gadhafi: And then came President Obama.
SPIEGEL: What do you think of Obama? Many Arabs say that he has already failed with his Middle East policies.
Gadhafi: When we speak here of ‘failure,’ it is not Obama’s failure, but rather due to internal American crises.
Obama has made no mistakes. In fact, he has achieved a great victory with his health reform,
he is sticking to the withdrawal from Iraq and Afghanistan, and he opposes weapons of mass destruction.
SPIEGEL: If you were to advise Obama: How should he proceed with Iran?
Gadhafi: He is taking a very reasonable approach. He is using diplomacy, is not threatening to use violence, military nor terror, as the others did — Reagan, for instance.
SPIEGEL: And how do you view Iran’s President Mahmoud Ahmadinejad?
Gadhafi: He is cooperative, a revolutionary, but not aggressive. And he believes that he is right.
Why are the Israelis not kept in check by the West? Why do these campaigns always only focus on Syria,
Iraq and Iran? Why is Israel omitted when everyone of course knows that Israel has nuclear weapons?
If Obama wants to be successful, he has to start by controlling the Israelis and eliminating Israeli weapons
of mass destruction, and then he will also be successful in Iran and throughout the entire region.
SPIEGEL: Ahmadinejad says that Israel should be wiped off the map. [HE DID NOT. THAT IS A TWISTED LIE!]
You on the other hand have spoken for years in favor of a state in which Israelis and Palestinians would live together.
Gadhafi: I don’t think that Ahmadinejad means the violent destruction of Israel when he says this.
I think he is thinking of a new democratic state structure to replace the current state of Israel —
on the territory of what is geographically Palestine. No one is talking about throwing Jews into the sea.
SPIEGEL: You always supported German unity, even at the height of the Cold War, and in the end you proved to be correct.
But you have been proved wrong in some of your other predictions, for example, that there will never be “an Islamic nuclear bomb.”
[PROVEN TRUE. Ahmadinejad does not desire an atomic bomb or weapons of Mass Destruction.]
What gives you such a sense of confidence in your frequent predictions?
Gadhafi: I look at the facts and calculate the consequences — and when it came to Germany, it was the same as everywhere in the world: Two and two make four. There is no other answer.
SPIEGEL: Where do you get your facts? Do you watch television? Do you read books?
Gadhafi: I get most of them from the Internet. I constantly sit at my computer. I read in Arabic, but now it is of course also possible to immediately get translations from English.
SPIEGEL: And, based on these facts, what do you predict for the Middle East?
Gadhafi: Either the Dimona nuclear facility in Israel will be removed, and a democratic state for everyone will emerge with no differences between Palestinians and Israelis, or war and strife will continue. Then Israel will be the loser and will disappear like a grain of sand in the sea.
SPIEGEL: Mr. Gadhafi, thank you for this interview.

In 2008, 2010, and the months prior to the 2011 CIA/NATO war against the Jamahiriya, Gaddafi announced plans for a unified African gold dinar currency, to challenge the dominance of the US dollar and Euro-currencies. The African dinar would have been measured directly in terms of gold, which would mean a country’s wealth would depend on how much gold it had rather than how many dollars it traded, allowing a greater sharing of the wealth and self-determination in Africa. They are a generation of anger and challenge.
I salute you. You present the world the true pictures of the Libyan people. You present the truth that the agents and cowards are trying to distort, to cover, to give a wrong picture of you before the world. Some Arab media are betraying you and depicting you as a bad people: just look at Libyans, look at Libyans! Libyans don’t want victory. They don’t want revolution. They want people in turbans and with long beards. Libyans want colonialism ! But here in the Green Square what do they want ? Libya is leading the continents of Africa, Asia and South America. Victory to the people of Libya. And this is being pointed at the Libyans.
They want no identification, identity when they say to people, Libya in Lebanon. when they say Libya, Revolution, Libya, Qaddafi, all Africa nations consider us, as the mecca, rulers of the world, even the superpowers, they want to converge on Benghazi, on Tripoli. They give their iinsults to you on Arabic media (al-Arabia and al-Jazeera), they want to insult you. We want to retrieve in the square, everywhere, Moammar Qaddafi has no rule. He’s not the President, he’s the leader of a revolution, he has nothing to Resign. Revolution means always sacrifice until the end of life. This is my country, the country of my great-grandfathers, we planted, and we watered it with our grandfather’s blood. We deserve Libya from those rats and agents, who are being paid by security persons, damn them, damn their tribes, if they have tribes, they don’t have tribes, they don’t have originality. All tribes are with us here, they (americans) can see us all chanting the same slogans. Everyone challenging, we challenge America with its mighty power, we challenge even the superpower in the world and we became victory. Here they put their heads down, Libya even kissed the grave of the Sheikh (Leader) of all Martyrs, Omar Mucktar. It’s not victory for the cities of Libya, but victory for the Libyan people. This is the victory they want to give a bad picture about. Italy, the Empire of the time, fell apart on Libyan soil. I am bigger than any job, I am a revolutionary, I am from the Bedouin, from oasis that brought victory, and enjoy it from generation to generation, Libya will remain at the top and will lead Africa and south America.
We cannot hinder the process of this revolution from these greasy rats and cats. I am paying the price for staying here, and my grandfather who fell a martyr in 1911, I will not leave the country and I will die as a martyr at the end, The remains of my father is the proof, grandfather, and my uncle Sheikh Saadi, in the cemetery of Neder, I will not leave these righteous remains. I am talking to you from the house which was bombarded by a hundred and seventy planes, by America and Britain. They left all houses and were aiming for Muammar’s house. Is it because he is president of the country? They could have treated him like other presidents, but Muammar Qaddafi is history, resistance, freedom, victory, revolution. This is an admission from the biggest power that Muammar Qaddafi is not the president, is not a normal person, you can’t poison him or lead demonstrations against him. When bombs were falling on my house, and killing my children, where were you, you rats? Where were you those with big beards? Where were you? You were in America. You were applauding your master, the Americans. One hundred and seventy planes, left all palaces and leaders and kings and came to the great house of Muammar Qaddafi. This is a victory we should not be relinquished by anybody, any country or people, in myself Africa or any mission fighting back the tyranny of the America, we did not give in, we were resilient, here.
Now, group few people, of youth, who were given tablets, hallucination pills, raiding police stations here and there like rats, they raided a barracks, so we have security and relative safety and security. They used this security and this safety that Libya was enjoying, and they raided some barracks and they also banned their previous criminal records, but they have no, I don’t blame them these youths. They are young people, sixteen, seventeen. They are emanating what’s happening in Tunisia. And they are imitating what’s happening in some cities, like in they heard something about raid on a courts building, they say we shall do it in our city, but there is a group that appear they are sick, in a group giving money and tablets, these hallucination tablets, to these young people, very young people, pushing them towards this side war. The people who were killed are members of the police, and armed forces, but not those who were behind them. They are in their houses, outside of the country, enjoying the safety and their families and children. And they are encouraging you, your children, giving them people so they can be killed, and we start slaughtering each other, encouraging them to slaughter each other. At the Fatah Yousuf Younis there was a, was under my command when we, in the revolution, and freed Benghazi when Abdul Fatah entered Benghazi was under my command, twenty thousand people from Sietal al-Satana, under the Italian, al-Buktana was occupied by the American forces, Tobrouk was under complete American control, when we entered Benghazi to create unity because the barracks when I told al-Buktar when I ask him to attack, to overtake the radio in Benghazi. My officials, when Africa raided us, we fought the French in the south and we fought Sadat (Egyptian President) as well, and Haile Selassie (Emperor of Ethopia), we fought him. Even Bourguiba (Algerian Presdient), and we fought him. All agents of the colonial masters, we fought them, and left everything for you. Even the money for petrol, I ask you to take every month, we said no. Leave the money, revenue for petrol with the government. You are responsible for the People’s Committees. I call on the Libyan people to form new municipalities as was mentioned by Saif-al-Islam (Qaddafi’s Eldest son), the program mentioned by Saif-al-Islam, Redata, who because of that was shot at. They ask him, why did you come to Benghazi? On the day of the revolution, why did you come? Where were you, when Abdul Fatah holding his arm, fighting for the revolution, when he was come the borders fighting Sadat and Israel? Al-Fatah was the leader, the champion of the war on the borders. He was shot by an unidentified person. Is this the gratitude? Who are they? This is not the people of Benghazi. We talked about the People’s Committees in Redat and in Durna. I know Bani Walid does not want to join Redata. We can capable of running their own People’s Committees these areas. Not relying on anybody else but themselves. Tripoli was the front rail of Libya, when the Italians were in the south. I know it does not want to be joined. with Salat or with the Humus. The Torna, they can establish their own Committee, and be free as well.
And I’m sure after this call, people tomorrow will call for new committees. Will reach the number of thirty. The municipality will be more than fifty and will reach one hundred and fifty, and everyone will have their own municipality. These ones who serve us, and serve our history. These people, it’s not those who carry the arms like the RBG. Young people are given the armored vehicles to go in Benghazi. They were put. Families should to collect their children, get out of their homes. If you love Moummar Qaddafi, children, men, women, with Moummar al-Qadafii something, for victory. To be at the top, who wants victory, must remember when the American, the Italian, and the British left, and when oil came back into the ownership of the people. Now 90% of it belong to the people, only 10% of it to the American companies. Get out of your homes, to the streets, secure the streets, take the rats, the greasy rats out of the streets. We did not choose(? or shoot?) the youth so far, force is behind the Libyan people. If we have to use force, then we shall use it. According to the international law, and according to the Libyan constitution. Tomorrow, even from tonight, these people who leave Moummar Qaddafi, if I was the president I would have thrown my resignation at your face, but I do not have that power or position. I will fight until the last drop of my blood. With the Libyan people behind me. You are a solid rock, that was bitten by the American aggression. Take your children from the streets. All free officers have been distributed to the tribal areas, try to cleanse these people and arrest those responsible who they will be prosecuted. And that will be their punishment. The Inter-national Criminal Court (ICC) issued arrest warrants on 27 June 2011 for Gaddafi, his son Saif al-Islam, and his brother-in-law Abdullah Senussi, head of state security for charges, concerning crimes against humanity. According to Matt Steinglass of The Financial Times the charges call for Gaddafi, and his two co-conspirators, to “stand trial for the murder and persecution of demonstrators by Libyan security forces since the uprising based in the country’s east that began in February.” Libyan officials rejected the ICC’s authority, saying that the ICC has “no legitimacy whatsoever” and that “all of its activities are directed at African leaders”. A Libyan government representative, justice minister Mohammed al-Qamoodi, responded by saying, “The leader of the revolution and his son do not hold any official position in the Libyan government and therefore they have no connection to the claims of the ICC against them …” This makes Gaddafi the second still-serving state-leader to have warrants issued against them, the first being Omar al-Bashir of Sudan.

Freedom, a word so much used during the Cold War period and repeated so many times, that one began to get suspicious. And the more time that elapses, the more obvious it gets that those using this word were abusing it, so tenuous were their arguments based upon lies and so thin and fragile their glass roofs. Their freedom is a chimera, an illusion and a fraud. The conclusion is that Freedom is a meaningless word describing a notion that does not exist.
There are certain soundbites that bite deep into the collective conscience of humanity, words and catch-phrases which light up hearts in the darkest depths of despair and the word Freedom, carefully nurtured and shaped into our collective conscience by a biased and brainwashing media, is one of them.
Freedom is a word which is today much used in the corridors of London and Washington, as they gear up for war with Iran and try desperately to explore all the avenues they can to launch a savage and murderous attack against the people of Syria, now that their terrorists have failed to make their mark. It is also a word which will be bandied around the corridors of Geneva in the forthcoming days as the United Nations Human Rights Council meets.
Where was this council when the people of Tawerga in Libya were being massacred by terrorists backed by the FUKUS Axis (France, UK, US and Israel) just because they were black? Where was this council when the FUKUS armed and aided terrorists from Misratah painted slogans on the walls calling for death to slaves and blacks out of Libya? Where was this council when the Jamahiriya government proposed a free and fair democratic election and the FUKUS Axis refused?
How free were the people of Libya to choose whether they were governed by the all inclusive and racially tolerant Jamahiriya system (government by people’s councils) or the murderous scourge of racists and rapists and torturers and thieves unleashed by the FUKUS Axis?
How free were the people of Iraq to choose whether their civilian structures were bombed by NATO military hardware? How free were the thousands of children a day murdered by US sanctions over the years? How free are the people in western countries to choose whether their foreign policy is dictated to them by NATO? Has anyone elected NATO? Then why is it controlling foreign policy as a supra-national organism and who pulls its strings?
How free was the British businessman extradited to the USA because Washington told its poodle Britain to do so, to have a free and fair, open trial in his own country, because he was caught in a CIA sting operation, when he was transporting what he thought were spares for cars?
How free are the people in Guantanamo Bay, held for years without the right to due legal process, without the right to a lawyer, to see their families, or even to answer a formal accusation? How free were those people detained illegally in Abu Ghraib concentration camp in Baghdad, when they were beaten and kicked senseless by American cowards wearing jackboots, when their food was urinated in, when they had dogs set upon them? How free were they when they were being sodomised by their perverted and demonic jailors?
How free is the average citizen to choose his destiny, to shape his Government’s policy? How free are people living in political systems in which a minority can be elected into power and impose their policies upon the majority who did not vote for them?
How free are people to use the natural resources their country produces? They are not. In western countries, the ones which treat the word “Freedom” as if they owned it, the people do not control their foreign policy, they do not control their internal policy, they do not control who governs them, they do not control whether their laws are implemented, or whether their governments choose to breach international law time and time again (such is the case with the FUKUS Axis),
they do not control financial policy, they do not control fiscal policy, they do not control economic policy.
So suppose those hijacking the word “freedom” used what it stands for in their policy instead of abusing it?
