The United States and the Kingdom of Saudi Arabia became very uneasy when the Yemenese or Yemenite movement of the Houthi or Ansar-allah (meaning the supporters of God in Arabic)gained control of Yemen’s capital, Sanaa/Sana, in September 2014. The US-supported Yemenite puppet-President Abd-Rabbuh Manṣour al-Hadi
was humiliatingly forced to share ‘power’ (ugly word for any Houthi to swallow) with the Houthi and the coalition of northern Yemenese tribes that had helped them enter Sana. Al-Hadi declared that negotiations for a Yemeni national unity government would take place and his allies the US and Saudi Arabia tried to use a new national dialogue and mediated talks to co-opt and pacify the Houthi.
The truth has been turned on its head about the war in Yemen. The war and ousting of President Abd-Rabbuh Manṣour al-Hadi in Yemen are not the results of «Houthi coup» in Yemen. It is the opposite. al-Hadi was ousted, because with Saudi and US support he tried to backtrack on the power sharing agreements he had made and return Yemen to authoritarian rule. The ousting of puppet-President al-Hadi by the Houthi and their political allies was an unexpected reaction to the takeover al-Hadi was planning with Washington and the House of Saudi.
The Houthi and their allies represent a diverse cross-section of Yemeni society and the majority of Yemenites. The Houthi movement’s domestic allianceagainst al-Hadiincludes Shiite Muslims and Sunni Muslims alike. The US and House of Saud never thought thatthe Houthiwould assert themselves byremoving their puppet al-Hadi from ‘power’,but this reaction had been a decade in the making. With the House of Saud, al-Hadi had been involved in the persecution ofthe Houthi and the manipulation of tribal politics in Yemen even before he became president. When he became Yemeni president he dragged his feet and was working against the implement the arrangements that had been arranged through consensus and negotiations in Yemen’s National Dialogue, which convened after Ali Abdullah Saleh was forced to hand over his powers in 2011.
Coup, popular Green-Revolution or Counter-Coup: What Happened in Yemen?
At first, when they took overSaana in late-2014, the Houthis rejectedal-Hadi’s proposals and his new offers for a formal ‘power sharing’ agreement,calling him a morally bankrupt figure that had actually been reneging previous promises of sharing political ‘power’. At that point, President al-Hadi’s pandering to Washington and the House of Saud had made him deeply unpopular in Yemen with the majority of the population. Two months later, on 08 November 2014, Presidental-Hadi’s own party,the Yemenite General People’s Congress, would eject al-Hadias its leader too.
The Houthi eventually detained President al-Hadi and seized the presidential palace and other Yemeni government buildings on January 20.With popular support, a little over two weeks later, the Houthi formally formed a Yemense transitional government on 06 February 2015.al-Hadi was ‘forced’ to resign by his own free-will.The Houthi declared that al-Hadi, the US, and Saudi Arabia were planning on devastating Yemen on 26 February 2015.
al-Hadi’s resignation was a setback for US foreign policy. It resulted in a military and operational retreat for the CIA and the Pentagon, which were forced to remove US military personnel and intelligence operatives from Yemen. The Los Angeles Times reported on March 25, citing US officials, that the Houthis had got their hands on numerous secret documents when the seized the Yemeni National Security Bureau, which was working closely with the CIA, that compromised Washington’s operations in Yemen.
al-Hadi fled the Yemeni capital Saana to Aden on 21 February 2015, and declared it the temporary capital of Yemen on 07 March. The US, France, Turkey, and their Western European allies closed their embassies. Soon afterwards, in what was probably a coordinated move with the US, Saudi Arabia, Kuwait, Bahrain, Qatar, and the United Arab Emirates all relocated the embassies to Aden from Saana. al-Hadi rescinded his letter of resignation as president and declared that he was ‘forming a government-in-exile’.
The Houthi and their political allies refused to fall into line with the demands of the US and Saudi Arabia, which were being articulated through al-Hadi in Aden and by an increasingly hysteric Riyadh. As a result, al-Hadi’s foreign minister, Riyadh Yaseen, called for Saudi Arabia and the Arab petro-sheikdoms to militarily intervene toprevent the Houthi from getting control of Yemen’s airspace on 23 March 2015.Yaseen told the Saudi mouthpiece ‘al-Sharg al-Awsa’ that a bombing campaign was needed and that a no-fly zone had to be imposed over Yemen.
The Houthi realized that a military struggle was going to begin. This is why the Houthi and their allies in the Yemenite military rushed to control as many Yemeni military airfields and airbases, such as al-Anad, as quickly as possible. They rushed to neutralizeal-Hadiand entered Aden on 25 March 2015.
By the time the Houthi and their alliesentered Aden, al-Hadi had fled the Yemeni port city. al-Hadi would resurface in Saudi Arabia when the House of Saud started attacking Yemen on March 26. From Saudi Arabia, Abd-Rabbuh Manṣour al-Hadi would then fly to Egypt, for a meeting of the Arab League to legitimize the war on Yemen.
Yemen and the Changing Strategic Equation in the Middle East
The Houthi takeover of Saana took place in the same time-frame as a series of success or regional victories for Iran, Hezbollah, Syria and the Resistance Bloc that they and otherlocal actors form collectively. In Syria, the Syrian government managed to entrench its position while in Iraqthe ISIL/ISIS/Daesh movement was being pushed back by Iraq with the noticeable help of Iran and local Iraqi militias allied to Tehran.
The strategic equation in the Middle East began to shift as it became clear that Iran was becoming central to its security architecture and stability. The House of Saud and Israeli Prime Minister Benjamin Netanyahubegan to whimper and complain that Iran was in control of four regional capitals—Beirut, Damascus, Baghdad, and Saana – and that something had to be done to stop Iranian expansion. As a result of the new strategic equation, the Israelis and the House of Saud became perfectly strategically aligned with the objective of neutralizing Iran and its regional allies. «When the Israelis and Arabs are on the same page, people should pay attention», Israeli Ambassador Ron Dermer told Fox News about the alignment of Israel and Saudi Arabia on 05 March 2015.
The Israeli and Saudi fear mongering has not worked.According to Gallup poll, only 9% of US citizens viewed Iran as a greatest enemy of the US at the time that Netanyahu arrived in Washington to speak against a deal between the US and Iran.
The Geo-Strategic Objectives of the US and Saudis Behind the War in Yemen
While the House of Saudi has long considered Yemen a subordinate province of some sorts and as a part of Riyadh’s sphere of influence, the US wants to make sure that it could control the Bab al-Mandeb, the Gulf of Aden, and the Socotra Islands. The Bab al-Mandeb it is an important strategic chokepoint forinternational maritime tradeand energy shipments that connects the Persian Gulf via the Indian Ocean with the Mediterranean Sea via the Red Sea. It is just as important as the Suez Canal for the maritime shipping lanes and trade between Africa, Asia, and Europe.
Israel was also concerned, because control of Yemen could cut off Israel’s access to Indian Ocean via the Red Sea and prevent its submarines from easily deploying to the Persian Gulf to threaten Iran. This is why control of Yemen was actually one of Netanyahu’s talking points on Capitol Hill when he spoke to the US Congress about Iran on 03 March 2015, in what the New York Times (of all publications) billed as «Mr. Netanyahu’s Unconvincing Speech to Congress» on 04 March 2015.
Saudi Arabia was visibly afraid that Yemen could become formally align to Iran and that the evens there could result in new rebellions in the Arabian Peninsula against the House of Saud. The US was just as much concerned about this too, but was also thinking in terms of global rivalries. Preventing Iran, Russia, or China from having a strategic foothold in Yemen, as a means of preventing other powers from overlooking the Gulf of Aden and positioning themselves at the Bab al-Mandeb, was a major US concern.
Added to the geopolitical importance of Yemen in overseeing strategic maritime corridors is its military’s missile arsenal,Yemen’s missiles could hit any ships in the Gulf of Aden or Bab al-Mandeb. In this regard, the Saudi attack on Yemen’s strategic missile depots serves both US and Israeli interests.The aim is not only to prevent them from being used to retaliate against exertions of Saudi military force, but to also prevent them from being available to a Yemeni government aligned to either Iran, Russia, or China.
In a public position that totally contradicts Riyadh’s Syria policy, the Saudis threatened to take military action if the Houthi and their political allies did not negotiate with al-Hadi. As a result of the Saudi threats, protests erupted across Yemen against the House of Saud on 25 March 2015. Thus,the wheels were set in motion for another Middle Eastern war as the US, Saudi Arabia, Bahrain, UAE, Qatar, and Kuwait began to prepare to reinstall al-Hadi.
The Saudi March to War in Yemen and a New Front againstIran
For all the talk about Saudi Arabia as a regional power, it is too weak to confront Iran alone. The House of Saud’s strategy has been to erect or reinforce a regional alliance system for a drawn confrontation with Iran and the Resistance Bloc. In this regard Saudi Arabia needs Egypt, Turkey, and Pakistan —a WAHHABI misnamed so-called «Sunni» alliance or axis — to help it confront Iran and its regional allies.
Crown Prince Mohammed bin Zayed bin Sultan Al Nahyan, the crown prince of the Emirate of Abu Dhabi and deputy supreme commander of the UAE’s military, would visit Morocco to talk about a collective military response to Yemen by the Arab petro-sheikhdoms, Morocco, Jordan, and Egypt on 17 March 2015. On 21 March 2015, Mohammed bin Zayed met Saudi Arabia’s King Salman Salman bin Abdulaziz al-Saud to discuss a military response to Yemen. This was while al-Hadiwas calling for Saudi Arabia and the Gulf Cooperation Council (GCC) to help him by militarily intervening in Yemen. The meetings were followed by talk about a new regional security pact for the Arab petro-sheikdoms.
Out of the GCC’s five members, the Sultanate of Oman stayed away. Oman refused to join the war on Yemen. Muscat has friendly relations with Tehran. Moreover, the Omani are weary of the Saudi and GCC project to use sectarianism to ignite confrontation with Iran and its allies. The majority of Omani are neither Sunni Muslims nor Shiite Muslims; they are Ibadi Muslims (NOT WAHHABI ! ),and they fear the fanning of sectarian sedition by the House of Saud and the other Arab petro-sheikdoms.
Saudi propagandists went into over drive falsely claiming that the war was a response to Iranian encroachment on the borders of Saudi Arabia. Turkey would announce its support for the war in Yemen. On the day the war was launched, Turkey’s Erdogan claimed that Iran was trying to dominate the region and that Turkey, Saudi Arabia, and the GCC were getting annoyed.
Sisi of Egypt said that Egypt would not get involved in a war in Yemen on 25 March 2015, but…
Pakistani Prime Minister Nawaz Sharif released a statement on 26 March 2015 that any threat to Saudi Arabia would «evoke a strong response» from Pakistan. The message was tacitly directed towards Iran.
The US and Israeli Roles in the War in Yemen
On 27 March 2015, it was announced in Yemen that Israel was helping Saudi Arabia attack the Arab country. «This is the first time that the Zionists [Israelis] are conducting a joint operation in collaborations with Arabs,» Hassan Zayd, the head of Yemen’s Al-Haq Party, wrote on the internet to point out the convergence of interests between Saudi Arabia and Israel. The Israeli-Saudi alliance over Yemen, however, is not new. The Israelis helped the House of Saud during the North Yemen Civil War that started in 1962 by providing Saudi Arabia with weapons to help the royalists against the republicans in North Yemen.
The US is also involved and leading from behind or a distance. While it is supposedly trying the process of ‘working to strike a deal with Iran’, it also wants to maintain an alliance against Tehran using the Saudis. The Pentagon would provide what it called«intelligence and logistical support» to House of Saud. Make no mistakes about it: the war on Yemen is also Washington’s war. The GCC has been on Yemen unleashed by the US.
There has long been talk about the formation of a pan-Arab military force, but proposals for creating it were renewed on 09 March 2015, by the rubberstamp ‘Arab League’.The proposals for a united Arab military serve US, Israeli, and Saudi interests.Talk about a pan-Arab military has been motivated by their preparations to attack Yemen to return their puppet al-Hadi and to regionally confront Iran, Syria, Hezbollah, and the Resistance Bloc.
The instability in Yemen is being caused not by Iran or the Houthi,but by US and Saudi interference in Yemen — from Saudi Arabia’s 2009 invasion to US drone attacks — and the decades of support that Saudi Arabia has provided for authoritarian and unpopular rule in Yemen.

If, as looks increasingly probable, open warfare breaks out soon, it will only be made worse by the contest for regional supremacy between Saudi Arabia and Iran. Both powers have proven eager to arm groups they believe they can control, despite the legacy this destructive rivalry has already wrought in Syria and Iraq», the magazine Foreign Policy claimed on 06 March 2015.

To call the Houthi ‘Iranian proxies’ is unempirical and ignores the history and politics of Yemen. «If a war breaks out along sectarian lines, it will not be because that is where historical divisions have lain in Yemen; it will be because the war’s foreign funders are inflaming previously unimportant divisions,» Foreign Policy even admits.
Houthi leaders have admittedly rejected claims that they take orders from Tehran. This has not stopped Saudi and Khaliji (Gulf) officials and media, who have used and manipulated the statements of Iranian officials, like the comparison of the Houthi to Iran’s Basij, from portraying the Houthi as Iranian agents or clients.
Just like how the Houthi are not Iranian proxies, there is no Shia alliance between Tehran and them in Yemen either. Talk that focuses on this simplistic sectarian narrative hides the political nature and motivations of the conflict in Yemen and insultingly obfuscates the struggle of the Houthi against repression. Until the 1970s the House of Saud had actually been a major supporter of the royalist factions in Yemen, which were predominately Shiite Muslims.
Moreover, the Shiite Muslims in Yemen are not Jaffaris (Twelvers) like the majority of Shia Muslims in Iran, the Republic of Azerbaijan, Lebanon, Iraq, Afghanistan, Pakistan, and the Persian Gulf region.Aside from pockets of Ismaili Shiites– which can arguably be called Seveners– in the governorates of Saada, Hajja, Amran, Al-Mahwit, Sana, Ibb, and al-Jawf most the Shia Muslims in Yemen are Zaidis/Zaydis. The Ismailis in Yemen are mostly members of the Dawoodi (Davidian) and Sulaimani (Solomonian) sects of Mustali Ismailism that moved away from the larger Nizari Ismailis.
The US and Saudi hostility towards the Houthi movement is what has inadvertently made the Houthi pragmatically turn to Iran for help as a counterbalance. In the words of the slanderus Wall Street Journal, «Houthi ‘militants’ (ugh!!) controlling Yemen’s capital are trying to build ties with Iran, Russia and China to offset Western and Saudi support for the country’s ousted president.» «The Houthis’ interim government has sent delegations to Iran in search of fuel supplies and to Russia to look for investment in energy projects, according to two senior Houthi officials. Another delegation is planning to visit China in the coming weeks, they said», the Wall Street Journalalso reported on 06 March 2015.
As a result of the Houthi movement’s reaching out, Iran and Yemen announced that daily flights would take place between Tehran and Sana on 02 March 2015. This is an important lifeline of support for the Houthi movement.
The Sectarian Narrative and Sectarian Card
The instability in Yemen is being caused not by Iran or the Houthi, but by US and Saudi interference in Yemen — from Saudi Arabia’s 2009 invasion to US drone attacks — and the decades of support that Saudi Arabia has provided for authoritarian and unpopular rule in Yemen.
Yemen is not an inherently divided country. Aside from the nurturing of al-Qaeda by Saudi Arabia and the US,there is no real Shia-Sunni split or tensions.To pre-empt Yemen from being independent, the Saudis and US have supported sectarianism with the hope of creating a Shia-Sunni divide in Yemen.
Unlike the false narrative, Iran’s alliances in the Middle East are actually not sectarian. All of Tehran’s Palestinian allies are predominately Sunni Muslims while in Iraq and Syria, aside from the governments, Iran supports a cross-section of ethnic and faith groups that include non-Arabs and Christians. This includes the predominately Sunni Muslim Syrian and Iraqi Kurds and the Assyrian Sutoro wing of the Syriac Union Party (SUP) in Syria. In Lebanon, aside from Hezbollah, the Iranians are also allied to Sunni Muslim, Druze, and Christian parties, including Michel Aoun’s Free Patriotic Movement—which is the largest Christian party in Lebanon.
If anyone is engaged in sectarianism as a policy, it is the US and its Arab petro-sheikdom allies. Both the US and Saudi Arabia had fiercely engaged in battlethe Houthiearlier and used the ‘Muslim Brotherhood’ against them in Yemen. Additionally, during the Cold War both Washington and the House of Saud tried to use the Yemeni Shiites against the republicans in North Yemen and the People’s Democratic Republic of Yemen in the south. It is when the Houthi movement demonstrated that it was not going to be a client to Washington or Riyadh, that the US and Saudi Arabia became hostile towards it.
Preparing the Invasion of Yemen
On 20 March 2015, suicide bombers attacked the al-Badr and al-Hashoosh mosques during asr salat (afternoon prayers). Over three hundred people were killed.Abdul Malik al-Houthi accused the US and Israel of supporting the terrorist attacks and both the ISIL/ISIS/Daesh and Al-Qaeda in Yemen. Saudi Arabia was also blamed.
While there was silence in Morocco, Jordan, and the Arab petro-sheikhdoms, Iranian Foreign Ministry Spokeswoman Marziyeh Afkham condemned the terrorist attacks in Yemen. In one way or another, Syria, Iraq, Russia, and China all condemned the terrorist attacks in Yemen too. To show Tehran’s support for Yemen, two Iranian cargo planes with humanitarian aid were sent to Yemen and the Iranian Red Crescent Society flew over fifty Yemenis victims of the terrorist attacks to hospitals inside Iran for medical treatment.
The House of Saud’s Failure in Yemen
The Houthi movement is the result of honoring the ‘Third Universal Theory’ of Mu’ammar al-Qathafi, and Saudi Arabia’s policies in Yemen and its support for authoritarian rule. In this regard, the Houthi are a reaction toSaudi brutality and the House of Saud’s support for Yemeni authoritarianism. They emerged as part of a rebellion that was led by Hussein Badreddin Al-Houthi in 2004 against thepuppet-Yemenite government.
The Yemeni and Saudi regimes falsely claimed that the Houthi wanted to establish a Zaidi imamate in Arabia as a means of demonizing the movement. This, however, failed to stop them from getting stronger.The Yemeni military could not handle them in 2009, which resulted in a Saudi intervention, called Operation Scorched Earth, being launched on 11 August 2009.
Saudi Arabia failed to defeat theHouthiwhen it sent its military into Yemen to fight them in 2009 and 2010. It has failed to force Yemen and theHouthi movement to kneel in obedience. When it demanded that the Houthis and Yemeni transitional government play to the Saudi tune and go to Riyadh for negotiations,it was flatly rejected by the Houthis and Yemen’s Revolutionary Committees, because the negotiations and any Saudi-supported power sharing scheme would really sideline the Houthis and other political forces in Yemen. This is why the Popular Forces Union, Al-Hadi’s own General People’s Congress, and the Baath Party of Yemen have all supported the Houthi position against Saudi Arabia.
Dividing Yemen?
Yemen has seen numerous insurrections, military intervention by the US and Saudi Arabia, and a separatist movement strengthen in its southern governorates. Yemen’s militaryhas become fragmented. and some (but not much) tribal tensions do exist. But, for the USA, there has been increasing talk about strengthening this discontent, and making Yemen become ‘an Arab failed state’.
In 2013, the New York Times proposed that Libya, Syria, Iraq, Yemen be split. In the case of Yemen, the proposition was that it be divided into two again. The New York Times said that this could or would happen following a potential referendum in the southern governorates. The New York Times also proposed that «all or part of South Yemen could then become part of Saudi Arabia.Nearly all Saudi commerce is via sea, and direct access to the Arabian Sea would diminish dependence on the Persian Gulf — and fears of Iran’s ability to cut off the Strait of Hormuz».
Saudi Arabia and al-Hadi are now courting the southern separatists in Yemen, which have the support of about one-tenth of the population. The next option for the US and Saudi Arabia may be to divide Yemenas a means of mitigating the strategic shift from a Houthi victory.This would ensure that Saudi Arabia and the GCC have a southern transit point to the Indian Ocean and that the US would maintain a foothold in the Gulf of Aden.

One dominant strand …decends directly to Muhammad ibn ʿAbd al-Wahhab (the founder of Wahabism), and the use to which his radical, exclusionist puritanism was put by Ibn Saud. (The latter was then no more than a minor leader — amongst many — of continually sparring and raiding Bedouin tribes in the baking and desperately poor deserts of the Nejd.)
The second strand to this perplexing duality, relates precisely to King Abd-al Aziz’s subsequent shift towards statehood in the 1920s: his curbing of Ikhwani violence (in order to have diplomatic standing as a nation-state with Britain and America); his institutionalization of the original Wahabist impulse — and the subsequent seizing of the opportunely surging petrodollar spigot in the 1970s, to channel the volatile Ikhwani current away from home towards export — by initially diffusing a ‘cultural revolution’, rather than ‘violent revolution’ throughout the Muslim world.
But this “cultural revolution” was no docile reformism. It was a revolution based on Abd al-Wahhab’s Jacobin-like hatred for the putrescence and deviationism that he perceived all about him — hence his call to purge Islam of all its heresies and idolatries.
MUSLIM IMPOSTORS
The American author and journalist, Steven Coll, has written how this austere and censorious disciple of the 14th century scholar Ibn Taymiyyah, Abd al-Wahab, despised “the decorous, arty, tobacco smoking, hashish imbibing, drum pounding Egyptian and Ottoman nobility who travelled across Arabia to pray at Mecca.”
In Abd al-Wahab’s view, these were not Muslims; they were imposters masquerading as Muslims. Nor, indeed, did he find the behavior of local Bedouin Arabs much better. They aggravated Abd al-Wahhab by their honoring of saints, by their erecting of tombstones, and their “superstition” (e.g. revering graves or places that were deemed particularly imbued with the divine).
All this behavior, Abd al-Wahhab denounced as bida — forbidden by God.
Like Taymiyyah before him, Abd al-Wahab believed that the period of the Prophet Muhammad’s stay in Medina was the ideal of Muslim society (the “best of times”), to which all Muslims should aspire to emulate (this, essentially, is Wahabiism).
Taymiyyah had declared war on Shi’ism, Sufism and Greek philosophy. He spoke out, too against visiting the grave of the prophet and the celebration of his birthday, declaring that all such behavior represented mere imitation of the Christian worship of Jesus as God (i.e. idolatry). Abd al-Wahhab assimilated all this earlier teaching, stating that “any doubt or hesitation” on the part of a believer in respect to his or her acknowledging this particular interpretation of Islam should “deprive a man of immunity of his property and his life.”
One of the main tenets of Abd al-Wahhab’s doctrine has become the key idea of takfir. Under the takfiri doctrine, Abd al-Wahhab and his followers could deem fellow Muslims infidels should they engage in activities that in any way could be said to encroach on the sovereignty of the absolute Authority (that is, the King).
Abd al-Wahhab denounced all Muslims who honored the dead, saints, or angels. He held that such sentiments detracted from the complete subservience one must feel towards God, and only God. Wahhabi Islam thus bans any prayer to saints and dead loved ones, pilgrimages to tombs and special mosques, religious festivals celebrating saints, the honoring of the Muslim Prophet Muhammad’s birthday, and even prohibits the use of gravestones when burying the dead.

Abd al-Wahhab demanded conformity — a conformity that was to be demonstrated in physical and tangible ways. He argued that all Muslims must individually pledge their allegiance to a single Muslim leader (a Caliph, if there were one). Those who would not conform to this view should be killed, their wives and daughters violated, and their possessions confiscated, he wrote. The list of apostates meriting death included the Shiite, Sufis and other Muslim denominations, whom Abd al-Wahhab did not consider to be Muslim at all.
There is nothing here that separates Wahhabism from ISIS. The rift would emerge only later: from the subsequent institutionalization of Muhammad ibn ʿAbd al-Wahhab’s doctrine of “One Ruler, One Authority, One Mosque” — these three pillars being taken respectively to refer to the Saudi king, the absolute authority of official Wahhabism, and its control of “the word” (i.e. the mosque).
It is this rift — the ISIS denial of these three pillars, which makes DAASH / ISIS only different from classic-WAHABIISM, which in all other respects, conforms to Wahhabism.
BRIEF HISTORY 1741- 1818
Abd al-Wahhab’s advocacy of these ultra radical views inevitably led to his expulsion from his own town — and in 1741, after some wanderings, he found refuge under the protection of Ibn Saud and his tribe. What Ibn Saud perceived in Abd al-Wahhab’s novel teaching was the means to overturn Arab tradition and convention. It was a path to seizing power.

Ibn Saud’s clan, seizing on Abd al-Wahhab’s doctrine, now could do what they always did, which was raiding neighboring villages and robbing them of their possessions. Only now they were doing it not within the ambit of Arab tradition, but rather under the banner of jihad. Ibn Saud and Abd al-Wahhab also reintroduced the idea of martyrdom in the name of jihad, as it granted those martyred immediate entry into paradise.
In the beginning, they conquered a few local communities and imposed their rule over them. (The conquered inhabitants were given a limited choice: conversion to Wahhabism or death.) By 1790, the Alliance controlled most of the Arabian Peninsula and repeatedly raided Medina, Syria and Iraq.
Their strategy — like that of ISIS today — was to bring the peoples whom they conquered into submission. They aimed to instill fear. In 1801, the Allies attacked the Holy City of Karbala in Iraq. They massacred thousands of Shiites, including women and children. Many Shiite shrines were destroyed, including the shrine of Imam Hussein, the murdered grandson of Prophet Muhammad.
A British official, Lieutenant Francis Warden, observing the situation at the time, wrote: “They pillaged the whole of it [Karbala], and plundered the Tomb of Hussein… slaying in the course of the day, with circumstances of peculiar cruelty, above five thousand of the inhabitants …”
Osman Ibn Bishr Najdi, the historian of the first Saudi state, wrote that Ibn Saud committed a massacre in Karbala in 1801. He proudly documented that massacre saying, “we took Karbala and slaughtered and took its people (as slaves), then praise be to Allah, Lord of the Worlds, and we do not apologize for that and say: ‘And to the unbelievers: the same treatment.'”
In 1803, Abdul Aziz then entered the Holy City of Mecca, which surrendered under the impact of terror and panic (the same fate was to befall Medina, too). Abd al-Wahhab’s followers demolished historical monuments and all the tombs and shrines in their midst. By the end, they had destroyed centuries of Islamic architecture near the Grand Mosque.
But in November of 1803, a Shiite assassin killed King Abdul Aziz (taking revenge for the massacre at Karbala). His son, Saud bin Abd al Aziz, succeeded him and continued the conquest of Arabia. Ottoman rulers, however, could no longer just sit back and watch as their empire was devoured piece by piece. In 1812, the Ottoman army, composed of Egyptians, pushed the Alliance out from Medina, Jeddah and Mecca.
In 1814, Saud bin Abd al Aziz died of fever. His unfortunate son Abdullah bin Saud, however, was taken by the Ottomans to Istanbul, where he was gruesomely executed (a visitor to Istanbul reported seeing him having been humiliated in the streets of Istanbul for three days, then hanged and beheaded, his severed head fired from a canon, and his heart cut out and impaled on his body).
In 1815, Wahabi forceswere crushed by the Egyptians (acting on the Ottoman’s behalf) in a decisive battle. In 1818, the Ottomans captured and destroyed the Wahhabi capital of Dariyah. The first Saudi state was no more. The few remaining Wahabis withdrew into the desert to regroup, and there they remained, quiescent for most of the 19th century.
HISTORY RETURNS WITH ‘DAASH / ISIS ‘
It is not hard to understand how the founding of the Islamic State by ISIS in contemporary Iraq might resonate amongst those who recall this history. Indeed, the ethos of 18th century Wahhabism did not just wither in Nejd, but it roared back into life when the Ottoman Empire collapsed amongst the chaos of World War I.
The Al Saud — in this 20th century renaissance — were led by the laconic and politically astute Abd-al Aziz, who, on uniting the fractious Bedouin tribes, launched the Saudi “Ikhwan” in the spirit of Abd-al Wahhab’s and Ibn Saud’s earlier fighting proselytisers.
The Ikhwan was a reincarnation of the early, fierce, semi-independent vanguard movement of committed armed Wahhabist “moralists” who almost had succeeded in seizing Arabia by the early 1800s. In the same manner as earlier, the Ikhwan again succeeded in capturing Mecca, Medina and Jeddah between 1914 and 1926. Abd-al Aziz, however, began to feel his wider interests to be threatened by the revolutionary “Jacobinism” exhibited by the Ikhwan. The Ikhwan revolted — leading to a civil war that lasted until the 1930s, when the King had them put down: he machine-gunned them.
For this king, (Abd-al Aziz), the simple verities of previous decades were eroding. Oil was being discovered in the peninsular. Britain and America were courting Abd-al Aziz, but still were inclined to support Sharif Husain as the only legitimate ruler of Arabia. The Saudis needed to develop a more sophisticated diplomatic posture.
So Wahhabism was forcefully changed from a movement of revolutionary jihad and theological takfiri purification, to a movement of conservative social, political, theological, and religious da’wa (Islamic call) and to justifying the institution that upholds loyalty to the royal Saudi family and the King’s absolute power.
OIL WEALTH SPREAD WAHHABISM
With the advent of the oil bonanza — as the French scholar, Giles Kepel writes, Saudi goals were to “reach out and spread Wahhabism across the Muslim world … to “Wahhabise” Islam, thereby reducing the “multitude of voices within the religion” to a “single creed” — a movement which would transcend national divisions. Billions of dollars were — and continue to be — invested in this manifestation of soft power.
It was this heady mix of billion dollar soft power projection — and the Saudi willingness to manage Sunni Islam both to further America’s interests, as it concomitantly embedded Wahhabism educationally, socially and culturally throughout the lands of Islam — that brought into being a western policy dependency on Saudi Arabia, a dependency that has endured since Abd-al Aziz’s meeting with Roosevelt on a U.S. warship (returning the president from the Yalta Conference) until today.
Westerners looked at the Kingdom and their gaze was taken by the wealth; by the apparent modernization; by the professed leadership of the Islamic world. They chose to presume that the Kingdom was bending to the imperatives of modern life — and that the management of Sunni Islam would bend the Kingdom, too, to modern life.
“On the one hand, ISIS is deeply Wahabist. On the other hand, it is ultra radical in a different way. It could be seen essentially as a corrective movement to contemporary Wahabism.”
But the Saudi Ikhwan approach to Islam did not die in the 1930s. It retreated, but it maintained its hold over parts of the system — hence the duality that we observe today in the Saudi attitude towards ISIS.
On the one hand, ISIS is deeply Wahhabist. On the other hand, it is ultra radical in a different way. It could be seen essentially as a corrective movement to contemporary Wahhabism.
ISIS is a “post-Medina” movement: it looks to the actions of the first two Caliphs, rather than the Prophet Muhammad himself, as a source of emulation, and it forcefully denies the Saudis’ claim of authority to rule.
As the Saudi monarchy blossomed in the oil age into an ever more inflated institution, the appeal of the Ikhwan message gained ground (despite King Faisal’s modernization campaign). The “Ikhwan approach” enjoyed — and still enjoys — the support of many prominent men and women and sheikhs. In a sense, Osama bin Laden was precisely the representative of a late flowering of this Ikhwani approach.
Today, ISIS’ undermining of the legitimacy of the King’s legitimacy is not seen to be problematic, but rather a return to the true origins of the Saudi-Wahhab project.
In the collaborative management of the region by the Saudis and the West in pursuit of the many western projects (countering socialism, Ba’athism, Nasserism, Soviet and Iranian influence), western politicians have highlighted their chosen reading of Saudi Arabia (wealth, modernization and influence), but they chose to ignore the Wahhabist impulse.
After all, the more radical Islamist movements were perceived by Western intelligence services as being more effective in toppling the USSR in Afghanistan — and in combatting out-of-favor Middle Eastern leaders and states.
Why should we be surprised then, that from Prince Bandar’s Saudi-Western mandate to manage the insurgency in Syria against President Assad should have emerged a neo-Ikhwan type of violent, fear-inducing vanguard movement: ISIS? And why should we be surprised — knowing a little about Wahhabism — that “moderate” insurgents in Syria would become rarer than a mythical unicorn? Why should we have imagined that radical Wahhabism would create moderates? Or why could we imagine that a doctrine of “One leader, One authority, One mosque: submit to it, or be killed” could ever ultimately lead to moderation or tolerance?
Or, perhaps, we never imagined.

ويتزامن هذه التهديد السعودي مع تهديد مصري مماثل عبر عنه وزير الخارجية المصري الدكتور نبيل فهمي قال فيه “إن صبر مصر بدأ ينفد على التدخلات القطرية في شؤون مصر”.
وكانت السعودية ومصر قد شاركتا في دعم محاولة انقلابية في دولة قطر عام 1996 لم يكتب لها النجاح، حيث تسللت قوات قطرية موالية للأمير المعزول في حينها وبإشراف ضباط مصريين وسعوديين إلى الأراضي القطرية بهدف إطاحة الأمير حمد بن خليفة في حينها وإعادة والده الشيخ خليفة إلى الحكم.
ومن القرارات التي لوحت الحكومة السعودية باتخاذها ضد دولة قطر إغلاق الحدود البرية بين البلدين وهذا يعني خنق قطر كليا لأنه لا يوجد لها أي منفذ بري إلى العالم غير المنفذ السعودي، ومنع استخدام المجال الجوي السعودي وسحب رخصة الخطوط القطرية بالقيام بأعمال النقل بين المدن السعودية.
وتتحسس الحكومة السعودية من أي دعم قطري لحركة الحوثيين في شمال اليمن (صعدة) التي يتردد أنها تحظى برعاية إيرانية، وذكرت مصادر سعودية أن المخابرات السعودية رصدت دعما قطريا للحوثيين، وقدمت تفاصيل موثقة إلى الوسيط الكويتي في هذا الصدد.
وقالت الصحيفة: إن مساعد العيبان وزير الدولة السعودي قام بجولات مكوكية في عدة عواصم خليجية لوضع قيادتها في صورة الإجراءات السعودية المتوقعة ضد قطر.

Having given a lecture to followers earlier that day on the perils of American tyranny, and the disgrace from which the Arab and Islamic peoples suffer, Al-Houthi urged his followers to present his message in the capital at the Mosque where the President of Yemen could be found that day.
The conflict taking place today in Yemen between the government and rebel forces, known as the “Houthis,” has many causes, but the origin of the modern conflict begins outside the Great Mosque in the country’s capital. Since 2004, five rounds of fighting between the government and the Houthis have created over 160.000 internally displaced people in the country. Numbers that large cannot express the humanitarian impact that they represent for a country where already 15% of the population lives under one dollar a day. Naturally, those caught between the fighting ask themselves how could this possibly end? The government led by President Saleh has given an answer: Operation Scorched Earth.
The ominous title of the latest campaign between the rebels and the government is illustrative of how much the conflict has marred the stability of a country that has been historically recognized for its peacefulness, for its ability to bring together difference, for cross-sectarian harmony in a region that is generally weakened by such demographic configurations. These traits have earned the country the title of “The Happy Yemen.” Yet today, socio-political and religious tensions have undermined the title that Yemenis are so proud of.
While the conflict in Saada has not received much international attention, other than its framing by the Yemeni government as yet another safe haven for Islamist terrorist groups, the conflict is in fact quite significant for its potential impact on Yemen, and the region more generally. The conflict is a reflection of not only the internal tensions that have been building up in Yemen over religious, socio-economic, and political strains. Rather, the conflict also represents the greater geopolitical and historic context that has developed around and within Yemen.
Consequently, understanding who the Houthis are, how they came to be and what they are fighting for is essential for understanding how Yemen is gradually becoming unhappy. The short answer to this question is that the Houthis are Zaydis, the most moderate of the Muslim groups and closest to Shi-ite philosphy but NOT SHI-ITE either. They are the bedoines of the Peninsula. But more than that, the Houthis are a revivalist Zaydi group who believe that the Zaydi identity is threatened by the Sunni WAHABI or Salafi identity. This sense of threat experienced by the Houthis is grounded in their historical role as leaders in Yemen. The Houthis are also Zaydi Hashemites, who ruled over Yemen for 1,000 years before the country’s revolution in 1962. This revolution marked the end of the Northern Yemeni Imamate and the beginning of the economic and political demise of the Zaydis which opened the window for the development of factors that have instigated the current conflict in Saada.

Yemen comprises an old religious mosaic which includes Muslims, Christians and Jews. However, the majority of Yemen’s residents are Muslims who belong to two doctrines, Sunni Islam or Zaydi Shi’a. Though the Sunni Muslims of Yemen are the majority, which totals approximately 60 percent of Yemen’s population of 22 million, they are not the sole holders of authority in Yemen. Ali Abdallah Saleh, the President of Yemen since 1978, is Zaydi by origin. Yet, the current conflict between the Houthis and the Yemeni government makes the question of Yemen’s religious makeup interesting, particularly since the Houthis are Zaydis by origin. To distinguish the Zaydis from the Houthis it is important to stress that not all Zaydis are Houthis.
Zaydism is a religious strand of Shi’ism; it is different from the mainstream Shii’a Twelfth imamate doctrine which mainly resides in Iran. However, modern political conditions in Yemen created divisions among the Zaydi community and made some of the Houthis closer to the Shi’a of Iran than the Zaydis were originally. The political ambitions of Houssein Al-Houthi, the leader of the Houthi movement in Yemen, coincided with the interests of Iran in the region. Increasingly, Houssein Al-Houthi became closer to the Shi’a of Iran than to the original Zaydism, which theologically is close to Sunni Islam. Some literature on the Zaydis and Houthis in Yemen refer to him and his followers as belonging to the Twelfth Imam’s strand of Shi’ism. Here in lies the presence of what author Adel AlAhmadi refers to as the “ Flower and the Rock” in Yemen’s religious configuration. The rock, or the hardliners are the Houthis of Yemen who have shifted their religious alliances and positions to befit their political interests which coincide with Iran. The other Zaydis, the Flower, who are not Houthis, have remained allied with the government of Yemen and condemned the Houthis as a group of heretics who resourced the interests of Yemen to outside powers in return for political vetting. The conflict in Yemen today, is founded mainly in the differences that exist between the Flower and the Rock of the Zaydi tradition.
The Believing Youth
The notion of the Flower and the Rock highlights that despite it’s religious under current, the conflict in Yemen is grounded on a political struggle for power as well. When the 1962 revolution ended the Northern Imamate, it was accompanied by an alteration in the social order that had dominated Yemen in the past. Since then, the region inhabited by the Zaydis has undergone systematic political and economic marginalization. Various analyses of the conflict relate this to the fact that while the end of the Imamate saw the rise of republicans to power as well as growing consensual identity between the two largest religious sects – Zaydi Islam and Shafei Sunnism – there continued to be exceptions. The most important of which was the emergence of Salafis, who maintained ties to Saudi Arabia, and marginalized Zaydis in Yemen for their alleged links to Jaafarism. Consequently, Zaydi revivalists, particularly the Houthis, have been mobilized by the rejection of Salafi influence in Yemen, whose twisted (by Ulami) thinking (WAHABI/Salafi) has totally influenced the Yemen government. The Wahahbi/SALAFI use all kinds of books written by later “scholars of the Ulami”, who laid down all kinds of laws and restrictions never found in the Holy Quran. The Houthis maintain that only the Holy Quranis valid; and more importantly, it has led the Houthis to perceive the republic as fundamentally anti-Hashemite and anti-Zaydi since they use all these extraneous books in their law-making decisions. More importantly, it has led the Houthis to perceive the republic as fundamentally anti-Hashemite and anti-Zaydi.
However, to understand the Houthis’ commitment to their rebel cause, one must first delineate the role that Houssien Al-Houthi had in creating this militarized group. Houssein Al-Houthi is in many ways at the source for understanding the current conflict taking place in Yemen. Al-Houthi was a parliament member in Yemen prior to the separatist movement that broke out in the country in 1994. Up until that time, Houssien Al-Houthi had been a member of the Al-Haqq party – a sectarian party established by the Zaydi people. This party had created for the Zaydis an important means of political expression. However, during the separatist movement, the Al-Haqq party supported the Yemeni Socialist Party against the General People’s Congress, the current party in power led by President Saleh. This created problems for the Al-Haqq party, which motivated Houssein al-Houthi to flee to Syria and Iran. After his return he resigned from the Al-Haqq party and, in 1997, created the Believing Youth, a group seeking to revive Zaydi activism through education and proselytizing.
At this point, Houssein Al-Houthi’s importance multiplied. He was able to create a following of idealists, who gradually turned the group into a type of crusade. The Houthis then founded the group on a platform grounded in anti-US, anti-Israeli, and at times anti-Jewish ideas. However, the actual demands of their agenda remain vague. What is known about the Houthis is that the arrest of Houssein Al-Houthi was called for by the government for instigating people not to pay the zakat; for breaking into mosques; and for promoting ideas that undermined the government.
These factors led to calls for his arrest in 2004, and ultimately attempts at arresting Al-Houthi became full-scale confrontations between the government and his followers. The first conflict in Saada resulted in his death, although not in the death of his legacy in Yemen’s conflict. The government was highly criticized for how it handled the conflict, leading to growing support in favour of the rebels. By the fourth confrontation support for the rebel movement has evolved. Today, very few supporters are genuinely in favour of the slogan that has been as close as the Houthis have gone to identifying an agenda. In addition, the participants in the fighting are no longer a homogenous group. They do not carry a specific ideology. Instead, the battle has extended to other members of the tribal community. People who had never heard of Houssein Al-Houthi are participating in the fighting.
Attack and Defense
In 1994, Houssein Al-Houthi fled to Syria and then Iran. In Iran Houssein experienced the Iranian economic system and the ideological formation which sustains the Islamic Republic firsthand. Upon his return to Yemen, he deserted the Al-Haqq party because it no longer appealed to him for its lack of enthusiasm to challenge the Yemeni government. The Al-Haqq party was no longer, if ever, radical enough in its opposition. Consequently, in 1997 Houssein Al-Houthi founded the “Believing Youth Party,” or ‘Shabab al-mu’mineen’. The formation of the new party took ideological cues from the Iranian revolution. It organised summer camps where children received ideological and revolutionary education, exhorting people against the Yemeni state and depicting America and Israel and other Arab regimes in the area as enemies of Islam.
In the style of Hizbollah, Al-Houthi and his followers collected Zakat and founded charities, creating in effect what amounts to state-within-state institutions inside Yemen so that, in time, the Houthis might be able to challenge the Yemeni government and impose their political ideology consequently gaining more power in Yemen. Houssein wanted to create a self-sufficient economic system which will sustain his followers and force the Yemeni government to surrender to the Houthis’ demands. The impact of these measures were particularly important because of the lack of development in Yemen. In a country where only 55% of the population is literate, and where 20% of the population dies before reaching the age of 40, these measures implied a noticeable improvement in their standard of living. It was in this way that Al-Houthi and his movement grew increasingly powerful.
It was not only economic assistance by Houssein to the Houthis that increased the support for him, but also the charismatic character of Houssein himself, who gave revolutionary sermons in the mosques. In these sermons, Houssein portrayed the Yemeni government as subservient to America and Israel and highlighted the example of the Lebanese movement Hizbollah. It was through his comparison to theses actors that an important aspect of the conflict developed- its relations to movements and influence from neighbouring states.
A Dance with Ayatollahs
The Yemeni conflict, and thus the true meaning of what being a Houthi entails, is complicated yet again by the ties the rebels and the government have with other countries in the region. The government accuses the rebels of being allied to Iran as well as the Lebanese Hizbollah. On the other hand, the Houthi leaders denounce the government’s close ties to the U.S., as well as Saudi interferences through the funding of the government and of local tribes.
In other words, the conflict in Yemen is also being presented by the parties involved in the fighting as a Saudi-Iranian proxy war. Although concrete claims of foreign involvement in the conflict are difficult to prove, it is true that the region has been significantly affected by the competitive relationship between Riyadh and Tehran, especially during the Iran-Iraq war.
If history is known for repeating itself, then the tense relationship between the Iran and Saudi Arabia could be worsened by Iranian ascendancy in the region, particularly through its influence in Palestine and Lebanon. The same could be said of the impact of alleged Shiite irredentism in Saudi Arabia. Because the war in Yemen has a sectarian dimension to it, there has been an opportunity for conflicting interest between outside players to develop throughout the course of the war. But to what extent is this group truly allied with Iran?
The historical roots of the conflict are deeply connected to the ideological void that the Zaydis felt following the fall of the last Imamate. With the absence of an Imam, scholars had to compensate for this loss and in some way manage to revive their legitimacy. This task became easier with the outcome of the 1979 Islamic Revolution in Iran which provided Shiites throughout the Muslim world with an alternative model of government. It is true that the Houthis’ original leader, Houssein al-Houthi, travelled to Iran during his exile, and was significantly influenced by the teachings of Ayatollah Khomeini. Yet, the claims that he was a follower of Khomeini are hard to prove. Instead, Al-Houthi’s experience in Iran created more of a mimic. Thus, while Iran has played an important role in the ideological dimension of the Yemeni conflict, the extent of its influence should not be over exaggerated.
The Pursuit of Happiness
When the writers of the Declaration of Independence were setting out to delineate the foundation of American principles they were faced with a difficult decision. Understanding that wealth could not be promised to everyone, but acknowledging the importance of equity for the stability and growth of a country, they declared instead that all men were deserving of “Life, Liberty and the Pursuit of Happiness”. In many ways, for Yemen to be able to re-establish its title as the Happy Yemen, it will have to live up to a similar promise it makes its own people in the 1994 Constitution.
There it declares that “the national economy of Yemen is founded on freedom which benefits the individual and society and enhances national independence.” The factors that delineate the Houthi movement make it clear that the conflict between the Houthis and the Yemeni government is symptomatic of the state’s inability to provide sufficient development for the different social strata within the country. Since it was united in 1990, Yemen has not ceased to experience violent upheavals whether on its northern or its southern fronts. The problem of Yemen is not only related to ideology. Yemen suffers from grinding poverty, which manifests itself in ideological movements, such as the Houthis.
Though several agreements were signed between the government and the Houthi movement to put an end to the fighting, none of them lasted longer than few months. On the one hand, the Yemeni government feels that it needs to showcase its supreme authority in Yemen, lest other potential groups rise up against it and undermine its authority. On the other, Yemen, with its limited resources, is incapable of providing economic welfare for its citizens. It acts in congruence with regional and international alliances that do not always provide the suitable answer for the problems of Yemen, or other countries for that matter.
Subsequently, the fighting between the Houthis and the Yemeni government will not settle down peacefully. It is more likely that the Yemeni will end this conflict through the use of force as it currently aims to through Operation Scorched Earth. The Houthis are small in number, and though nestled in mountains and rough hideouts, do not have much power to confront the Yemeni forces for a lengthy period of time; though it is interesting that they have held the ground for so long in their fighting against the Yemeni State.
The fact that the Houthis do not enjoy the full support of the Zaydi community from which they hail and are inspired by outside powers that do not share contiguous space with them, put the Houthis at a great disadvantage. The Houthis are by far not the only problem that the Yemeni government faces today, yet they represent the extensive list of grievances caused by underlying tensions within Yemen’s society. Understanding who the Houthis are, and why they are fighting the government, thus highlights the importance of economic and community development Yemen requires if it aims to establish lasting peace.

The Houthi phenomenon belongs to the Zaidi school of thought, which dates back to 1986. This school of thought first emerged in the governorate of Saada, where the largest concentrations of Zaidis in Yemen exist. In Saada, the “Youth Union”, a body aimed at teaching the Zaidi doctrine to its adherents, was established.
Houthis represent an underground rebel movement that seceded from the Zaidi sect. It embraces the ideas and beliefs of the Twelver Shiites and was first led by Hussein Badr Eddin Al-Houthi. Its members adopted the name, “Al-Shabaab Al-Mominin” (the organization of Youthful Believers).
The year 1990 witnessed the unity of Yemen which paved the way for a multi-partisan system. The “Youth Union” restructured itself into the “Truth” Party (Al-Haq), which now represents the Zaidi community in Yemen. Hussein Badr Eddin Al-Houthi, the son of Badr Eddin Al-Houthi, was one of the most prominent political leaders of this party.
Despite the absence of Badr Eddin Al-Houthi from the Yemeni political arena, his ideas continued to spread, particularly in Saada and its surrounding areas since the late 1990s. Meanwhile, his son Hussein Badr Eddin Al-Houthi seceded from the “Truth” Party and formed a private group known as the “Youthful Believers”. This group was at first an intellectual and religious group. It was founded in 1990 and continued to practice politics in secret while preaching religion on the surface. But in 2002, the group adopted an opposing stance towards the government.
According to its former Secretary-General, Muhammad Yahya Salem Azzan, the group’s objectives at that stage were focused on providing the youth with a good education of Zaidi principles, developing their creative talents in various fields. More importantly, they were dedicated to creating a young generation of religious preachers that would be culturally, morally, and spiritually prepared to raise awareness and advocate virtue, according to the vision of the Zaidi sect.
The stage of armed confrontation
In 2004, the Youthful Believers began a phase of armed confrontation which marked the beginning of the Houthi Group as a rebel force. These militias fought five wars against the Yemeni army over a period of more than four years. These wars resulted in a major national crisis, the consequences of which have become clear during the current sixth war.
Hussein Badr Eddin Al-Houthi had visited Iran with his father and stayed for several months in Qom. In addition, it is known that he was deeply influenced by al-Fateh Revolution of Muammar al-Qathafi as well as the Khomeini revolution in Iran.
The second leader of the Houthis is Abdul-Malik Al-Houthi. Having surpassed other prominent figures in the movement including a number of his elder brothers, Abdul-Malik took command of the group after the death of his brother Hussein.
As a result of his growing sense of power, the spread of his movement and its increasing strength, Al-Houthi began to train the young members of the movement for combat. He started creating educational channels away from the supervision of the Yemeni state. He began to incite the members of the movement against official institutions, describing them as illegitimate organizations.
In a parallel trend, Al-Houthi and the elements of his movement launched their famous slogan “God is Great, death to America, death to Israel, the curse on the Jews, victory for Islam”.
Al-Houthi next began to search for supporters and backers, both internally and externally, for his armed organization. The rugged mountains of the northern province of Saada, near the Saudi border, were the Houthis safe haven. The rebels started stockpiling weapons in abandoned caves scattered across these mountains.
Although the movement was shaken violently, almost to the brink of collapse, by the death of Hussein Al-Houthi in 2004, it quickly regained its balance after his younger brother Abdel Malik al-Houthi assumed command.
He worked on the reconstruction of the movement, assuming the same approach and discourse adopted by Hussein.

Sana’a, Asharq Al-Awsat—More than merely another group bent on challenging the government, the Houthi movement in Yemen is a military force that has waged six fierce wars against the government in Sana’a since 2004. It controls vast areas in the country’s North, such as the province of Sa’ada and parts of Jawf, Amran and Hajjah. They assert their control and impose their will over these areas through coercion, creating a de facto state within a state.
At first sight, a visitor to Sa’ada could be forgiven for thinking that the province bows to the federal government, centered in the capital of Sana’a, yet in reality, complete control is in the hands of the Houthis. They oversee everything down to the smallest detail, which can complicate matters when the Houthis clash with other groups in the province. The religious composition of the Houthis places them against the WAHABI and SALAFI which comprise the rest of the political and religious groups in the region, rendering the situation highly combustible.
The Houthis have taken to releasing statements hostile to the United States and Israel. Their growing incendiary rhetoric has been especially noticeable in the capital lately, sparking controversy as well as political and popular uproar.
In addition to waging war against the Yemeni ruling regime—accused by the Houthis of human rights abuses and of discriminating against them—in past years, the Houthis have fought a series of battles against regional tribes and subjected many of them to their influence. They are also continuously at war against Salafist groups in Sa’ada, especially the Salafist groups based in Dammaj, near the city of Sa’ada. The Salafists accuse the Houthis of undermining their sectarian and political influence.
Recently, Asharq Al-Awsat visited the city of Sa’ada, the capital of Sa’ada province, accompanied by the UN envoy to Yemen, Jamal Bin Omar. During the visit, Bin Omar held talks with Houthi rebel leader Abdul-Malik Al-Houthi. The talks revealed that the Houthi movement has armed men positioned in every section and alleyway of the city. They control all aspects of life in the city, while the government departments and the military are merely window dressing.
A number of prominent Yemeni military leaders who spoke to Asharq Al-Awsat underscored that they are confronting armed groups who have near-total control over the province and leave nothing to the Yemeni authorities. They said that Bin Omar’s visit restored some prestige to the state authorities in the city, allowing them to drive in military vehicles and wear military uniforms, something that had hitherto been forbidden for fear of being an easy target for Houthi militants.
Brig. Gen. Hassan Libuza, commander of the military in Sa’ada, told Asharq Al-Awsat that “the army is trying to coexist with the status quo in the Sa’ada province . . . At times, the Yemenis fight and other times there is reconciliation,” he said, referring to the intermittent fighting between the army and the Houthis over past years.
The military commanders with whom Asharq Al-Awsat met give the impression that they are overmatched, despite their superiority in both in numbers and technology, due to the Houthis’ monopoly over the Sa’ada province’s levers of power. This has been the case since the Houthis took to the streets demanding the overthrow of the Yemeni president Ali Abdullah Saleh in early 2011. The crucial factor in this equation is that the armed group known as ‘Victorious’ dominates all aspects of life in Sa’ada. Some have said that the state does not exist in Sa’ada as it does in other Yemeni provinces in the north, claiming that power in Sa’ada belongs to the Houthis alone.
The governor of Sa’ada, Sheikh Fares Manaa, who also happens to be an internationally recognized arms dealer, was unable to meet with Asharq Al-Awsat because he was traveling outside of the province. However, it was telling that when the UN envoy met the Houthi leader at an underground location at Sa’ada’s Executive Office, all security measures were overseen exclusively by members of the Houthi movement.
In the city of Sa’ada, which has been called ‘the city of peace,’ the Houthi presence is ubiquitous: posters depict the movement’s founder, Hussein Badreddin Al-Houthi and banners lambast US and Israeli policy.
The UN Security Council has commissioned investigations and formed committees to look into these allegations. It is also noteworthy that the presence of armored vehicles in Sa’ada surpasses even that found in Sana’a and, what is more, these armored cars are new models and are equipped with modern weaponry.
Brigadier General Libuza said that security in Sa’ada is divided into two parts: when the Houthi group hosts events or gatherings, they provide the security, and when there are state gatherings, official state security is on duty. However, one of the leaders of the Salafist parties in Yemen asserted that the government presence in Sa’ada province is a formality and nothing more.
In a discussion with Asharq Al-Awsat, Mohammad Musa Al-Ameri, the leader of the Salafist Rashad Party, said: “There is a group that maintains militias and participates in the political process. It holds sway over a portion of the Republic of Yemen, in the Sa’ada region for instance. All of the power is in their hands, from the local authorities, the banks and district attorneys to the management of prisons, religious sites and school curricula.”
According to Ameri, “The people of Yemen find this unacceptable, insofar as it cleaves off a section of the Republic of Yemen in a manner that is incompatible with the peaceful political process. It is unacceptable that a person can simultaneously take part in the peaceful political process and maintain illegal armed groups.”
Ameri believes the Houthis have the right to exercise their religion. However, “It becomes problematic when any sectarian or non-sectarian group resorts to operating outside of the law; this will lead to discord between the various components that makeup the Yemeni people,” he said.
Ameri added that “it is incumbent upon the Houthi movement, or any other group for that matter, to throw down their arms and forsake maintaining militias and subject itself to the authority of the state and allow the state control over all areas within its borders.”
Regarding the impossibility of dialogue between the Houthis and Salafists, Ameri told Asharq Al-Awsat: “We are now conducting the conference for the National Dialogue. We are letting our stance be known, just as they and the rest of the political forces are doing. We have no particular problem with the Houthi movement. It is they who have a problem with the Republic of Yemen in general. The problem is not the concern of a particular political party; it is a concern of all Yemen.”
The Salafist leader believes that “Sa’ada province has been hijacked and now exists outside the framework of the Republic of Yemen; the state’s presence there is only a formality. The strange thing is that the central government in Sana’a finances the activities of the local authority in Sa’ada despite the fact that it has no influence there. This is cause for wonder. It could possibly be the only place the world where a state allocates funds to an area over which it has no influence.”

The rebellious and militarized Houthi group of Northern Yemen has transformed into a political group, calling itself “Ansar Allah.” It is taking part in the National Dialogue conference with representatives of its own, while at the same time playing the role of the opposition to the Yemeni Government of National Reconciliation and President Abd Rabbo Mansour Hadi. In addition, it publicly opposes the Gulf Initiative, which is also a part of the National Dialogue.
Houthi “propaganda” in Sana’a has become more rampant than what is found in the Sa’ada province, the movement’s stronghold.
In the past, the Houthis had been limited to the Sa’ada province. But after the fall of the regime, they spread to the rest of Yemen’s provinces, recruiting politicians from different groups who are well known in the Yemeni political sphere.
Reports also indicate that Houthis have been fighting in the ongoing war in Syria alongside the Syrian GOVERNMENTAL regime forces of Bashar Assad, especially in the city of Al-Qusayr.
Khasrov underscored that the new arms deals in Yemen for the Houthis and other radical groups include “a grade of new weapons that are smuggled into Yemen: weapons used in assassinations, sniper equipment and armor previously unavailable in the Yemeni arms market, weapons with night vision, and pistols equipped with silencers.”
The activities of these groups will ensure that Yemen continues to teeter on the brink of the abyss. State sovereignty will continue to erode in the Yemeni province of Sa’ada and in other areas under rebel control in Amran, Hajjah, Al-Jawf and elsewhere. The conflict will rage unchecked, fueled by the Houthis’ control over financial resources and their imposition of Zakat (Islamic tax) or, as they call it, “Khamas.”
At a time when questions surrounding the future of Yemen abound, the current tensions and violence surrounding the Houthis’ increasingly assertive actions impacts not only the country’s northern areas, but the entire Yemen and the wider region.

Houthi rebels have overrun strongholds of powerful tribes in northern Yemen, witnesses said Sunday, in a major advance following weeks of combat that have left scores dead.
The rebels have been pushing out from their stronghold in the mountains of the far north to other areas nearer the capital to expand their hoped-for autonomous unit in a promised federal Yemen, political sources say.
The Houthis seized the town of Houth and Khamri village – the seat of the Hashid tribal chief, as tribal defense lines crumbled, local sources and witnesses said.
Tribal chief sheikh Hussein al-Ahmar ordered his fighters to evacuate his family’s farm in Khamri and set it ablaze, witnesses said, adding that the tribesmen have retreated to neighboring areas.
Scores have been captured by the advancing rebels, they added.
The violence in Amran province dates back to 05 Jan. 2014, and scores have been killed in the fighting, including 60 on Friday alone.
Hashid tribesmen on Friday recaptured areas lost to the rebels earlier in the week, but control on the ground has been changing hands continuously, according to local sources.
President Abdrabuh Mansour Hadi has pledged that Yemen will adopt a federal constitution in a bid to address local grievances that have fuelled violence across the Arab world’s poorest country.
But at a ceremony last Saturday to mark the conclusion of a troubled 10-month national dialogue, he put off any decision on the thorny issue of how many components it will have, promising that a special commission will decide.
The prospect of a federal Yemen, originally mooted as way to address grievances of the formerly independent south – where secessionist violence has been on the rise – has spawned demands for autonomy elsewhere, including the rebel-held far north.

Abdul-Malik al-Houthi, the leader of the HOUTHI movement in Yemen gave an important speech on the 16th of February 2011. It was made during the occasion of the birthday of the Prophet Mohammad, where he was greeted by an enormous crowd.
Abdul-Malik also warned against any aggression directed at his movement. He said that: “any aggression will result in humiliation, failure and the complete collapse of the aggressor. If the regime wishes to pursue a 7th war, it will be surprised by the manner of the defeated. You have been warned.”
Al-Houthi also advised “the big criminal” Ali Abdullah Saleh:” you’ve damaged the country for 30 years, the country is filled with oppression and corruption. You deceived the people and plundered the wealth of the country. You murdered and imprisoned thousands of Yemenis. You betrayed the people of Yemen when you decided to cooperated with the Israelis, Americans and Saudis in killing our sons. Leave this country so that the people of Yemen can fix and build what you have destroyed. Leave you criminals. Allah will punish you, look at Egypt.”
Abdul-Malik al-Houthi also spoke about America’s presence in Yemen. He said that America wants to control the Red Sea, Gulf of Aden, Bab-el-Mandeb and the Arab sea. Effectively Yemen’s seas are under American occupation and the Saleh Government is client of America.

al-Houthi added that Yemen had lost it’s soverignty over its airspace. American plans continue to fly over Yemen in order to conduct military operations. American plans had bombed and killed yemenis in Sa’dah, Abyan, Shabwah and Ma’rib provinces.
